Jefferson Street Charlottesville, VA 22902 RE: SDP--2009-22 Hollymeade Town Center Apartments- Interparcel Connection Dear Sir: I see Elaine has spoken with you and sent you a response letter regarding the County's position on not being able to support the dedication of the proposed trail/greenway in exchange for density bonuses. As she touched on, there is the potential for you to gain a desired density bonus by dedicating a public street that connects the Willow Glen subdivision to Town Center Drive [Sec. 18.4.2]. There are some environmental factors present that make building a public street a questionable option. Without a revised site plan proposing a public street, we cannot conduct a proper analysis and cannot determine whether we would support the dedication of the public street and associated density bonus; the Board of Supervisors must accept the dedication. We will not require you to provide the interparcel connection, however, please be aware that without the density bonus from the open space /trail dedication or public street dedication, your client would not be able to subdivide this project away from the southern portion of the parcel. But, as you know, the density proposed on the 3/8/10 plans is in line with the parcel size as it exists today and a subdivision is not required to get approval of the project.
