The Site Review Committee has reviewed the development proposal referenced above. Preliminary
comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
.could affect approval of the proposed project.
:Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to, make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by July 19, 2010. Failure to submit this information by this .
date will result in suspension of the review schedule. Review will resume when revisions are submitted
along with areinstatement fee of $65.

The Planner for the Current .Development Division of the Albemarle County Department
Community Development will recommend approval of the plan referred to above when
the following.items have been satisfactorily addressed. (The following comments are
those that have been identified at this time. Additional comments or conditions may be
added or eliminated based on further review.) [Each comment is preceded by the
applicable reference to the Albemarle County Code.]
[SP2009 -29] Plan must be in conformance with the Concept Plan (dated 11 -16-
09) and conditions approved with the Special Use Permit (June 11, 2010).
COMMENT: SP condition #3 indicates the sidewalk easement shall be reserved
for future dedication; therefore please amend sidewalk easement callout to say
"Proposed sidewalk easement and 5' right -of -way to be dedicated upon demand
of the County."
2. [32.5.6.a] Name of development: COMMENT.: Add to the cover sheet and/or
title blocks that this is "Major Site Plan Amendment SDP2010 -46"
3. [32.5.6.a]:COMMENT: Provide magisterial district (Scottsville) on the cover
sheet.
4. [32:5.6.a] Descriptions of all variances, zoning proffers, and bonus factors:
COMMENT: Conditions of SP2009 29 must be provided on the plan. Typically,
these are added as a list to the cover sheet or notes /details sheet.
5. [32.5.6.a] Source of survey /topography: ;COIV MENT: Provide dates for survey,
topography, and tree location.
6. [32.5.6.a] Datum reference: ,COMMENT: Benchmark symbol on cover sheet Cl
does not match that on Sheet C4. Please revise so that Legend matches symbol
used in the plans.
7. [32.5.6.a] Total number of sheets: COMMENT: While not required for approval,
please add total number of sheets to each sheet, as in "1115" or "1 of 15 ". This is
very helpful when/if the sheets get separated from the set.
8. [32.5.6.a] Minimum setback lines: COMMENT: While setbacks are drawn on C4
etc., please list minimum setbacks as a note on the cover sheet.
9. [32.5.6.d] Critical slopes: - COMMENT: On the cover sheet, indicate critical
slopes waiver was approved. Then, on the site plan, indicate the critical slopes
that were approved for disturbance in the waiver.
10. COMMENT: Remove sign height note; this will be reviewed at the time the sign
permit is reviewed.
11. [32.6.6.f] Signature panel COMMENT: Signature panel is not required; this is an
amendment and will get an approval stamp.
12. [32.5.6.p, 32.6.61] Landscape Plan: COMMENT: Is Note #10 on the cover sheet
C1 referring to "interior parking lot landscaping ?" If so, please change the term
"green space" to "interior parking lot landscaping" so that it is more clear what
.code requirements are being met.
a. If this is discussing interior parking lot landscaping, then the calculation
should be 5% of paved parking and vehicular circulation areas. [32.5.6.n.]
Please confirm parking and vehicular circulation areas are accurate, i.e.
that the 23,600 stated in Note #11 is correct, as opposed to the 21,095
stated in Note #10. Both figures should match.
b. If your calculations are based on something different, please explain in
your response letter, or make adjustments on the sheet as necessary.
13. [32.5.6.p, 32.6.61] Landscape plan: Conservation Checklist must be updated.
Please review checklist to make sure it is accurate, and re -sign and date.
14. [32.5.6.p,.32.6.6.i] Landscape plan: "JS" should probably be called out as "ZS"
in the drawing. Also, identify 4 plants to the immediate east of the proposed
dumpster. Please revise either landscape schedule or the plan. accordingly.
a.. Trees are proposed very close to water and power lines. Please place trees
farther away from the utilities to allow room for utility work and root
growth.
b. Waterline linetype is not provided in the legend on Cl. Please add it to the
legend, or revise linetype.
15. [32.6.6J] Lighting plan: The lighting plan must conform to Chapter 18 Section
4.17. Therefore, provide cut - sheets on the plan for all fixtures proposed. (All
fixtures must be full- cutoff.)
16. [32.6.6 j] Lighting plan: Lighting is not permitted to be over 0:5 footcandle at the
property line. Please address 0.8 at the northern property line (entrance).
17. [32.6.6.j] Lighting Plan: Albemarle County Code requires a LLF of 1.0. Please
revise data and photometrics accordingly.
18. [32.5.6.n] Trash containers: Be sure to label details on Sheet C10 consistently

with Legend on C4. For example, C4 calls "T" a "trash enclosure ", but on C10
there is no "trash enclosure." I assume it is the "fence screen detail," but for
clarity purposes, either provide a "T" with the detail on C 10, or change the name
to match what it is called out on C4.
a. Similarly, indicate under "C" and "H" and any other details in the Legend
on C4 where exactly that detail can be found (C10).
19., COMMENT: ACSA approval is required prior to approval of this amendment.
However, before ACSA can issue their approval, Rivanna Water and Sewer
Authority (RWSA) must approve the plans. Unless otherwise directed by ACSA,
please coordinate directly with both ACSA and RWSA to obtain ACSA approval.

20. COMMENT: This project proposes private septic; Health Department approval/
confirmation of system proposed is required in writing. If it has already been
obtained, please forward a copy of the approval to me for verification.
21.�COMMENT: ARB approval is required. ARB meeting is set for August 2,20 10,
after which comments will be received.
22. COMMENT: Inspections Division approval is required. See comment in County
View dated 6/21/10, and included in the SRC package 7/8/10.
23. COMMENT: Engineering approval is required. See Comments dated July 1,
.2010, available online on County View, and included in the 7/8/10 SRC package.
24. COMMENT: VDOT approval is required. Comments are -pending.

A. Final site plan (SDP201000046)
1. Please provide the application number of the previously approved site plan that this plan is
amending.
2. All proposed slopes steeper than 3:1 must have low maintenance (not grass) ground cover
specified on the plan.
3. All entrances must have VDOT designations (PE -1, CG -9a, etc.)
4. VDOT approval must be obtained for any plan affecting right -of -way.
5. Please clarify arrow stripping in the parking area.
B. Stormwater Management Plan (WP0201000034).
6. Please provide a completed copy of the standard stormwater maintenance agreement and fee for
recordation for any stormwater management facilities.
7. Please label STR #3 and #4 on the profile.
8. Please replace the sidewalk turn -down with a CG 72 and shift 6" out to allow the minimum 5'
width of sidewalk.
9. Please show all utility crossings on the profiles.
10. Minimum pipe sizes into and out of the facility must be 15" diameter for maintenance.
11. It appears that the some of the runoff in post - development is now flowing to a SWM facility. The
run -off from DA #2 must be captured for stormwater management treatment.
12. With the added impervious from DA #2, please revise the size for the biofilter. If the facility is to
treat 50% removal rate, then the. first 0.5" of runoff is to be treated. Please size the biofilter using
the 2.5% of the total impervious area. In addition:
- Please provide 2.5' of sand /soil media.
- The floor of the biofilter must be flat (0% slope)
- Please provide l'— 1.5' of stone drain in geotech fabric under media, with 6" perforated
pipe to daylight.
- Please provide 1' ponding depth.
Please refer to the SWMH Section 3.11A and 5 -6.1 and the Design Standards. Manual for specs.
and details.

15. Please show on the detail or plan that the wet storage side slope is 1:1 or flatter.
16. Please extend the diversion dike towards the northeast side of the proposed building.
17. Please provide a construction entrance prior to #6 of the construction sequence. Protection must be
provided for all stages of construction.
