4 -100 Definitions.
(18) Companion animal. The term "companion animal" means any domestic or feral dog, domestic or
feral cat, non -human primate, small or miniature pig under 24 inches in height and weighing less
than180 pounds, guinea pig, hamster, rabbit not raised for human food or fiber, exotic or native animal, reptile,
exotic or native bird, or any feral animal or any animal under the care, custody, or ownership of a person or any
animal which is bought, sold, traded, or bartered by any person. Agricultural animals, game species, or any animals
regulated under federal law as research animals shall not be considered companion animals for the purposes of this
chapter.
JUSTIFICATION:
(1) Generally considered the 4`" most intelligent animal (behind humans, primates, and dolphins /whales), pigs —
especially restricted to the small, non - agribusiness size as defined above — comfortably fit the concept of a
companion animal, and are specifically acknowledged as such throughout densely populated regions of the USA';
(2) Breeds fitting into the size constraints above include the famous Vietnamese Potbellied, Choctaw, Ossabaw
Island, all varieties of Miniature pigs (now especially popular from the ownership of Harry Potter star Rupert Grint),
and the American Guinea Hog;
(3) Perhaps surprisingly, the once- rich tradition of American farming now swallowed whole by the giant
agribusiness industry has left behind numerous endangered breeds, especially those in the category as defined
above —small pigs2;
(4) One must search long to find a more worthy concept than affording a two -way environment with an animal
innocently willing to provide companionship, but itself on the precipice of extinction. When possible, the long -term
educational (arguably moral) benefits of sustaining a near - eliminated animal breed are lasting and important;
(5) The ALBC critical list is headlined by the historically significant American Guinea Hog (AGH), today offering
a compelling example of the small breed as companion;
(6) Given our unique venue, there is great irony that the AGH was brought to the United States in 1804 by Thomas
Jefferson3 and in the 19`x' century became the South's most - popular pig;
(7) Native to Albemarle County and its unparalleled stature in American history, this unique breed became yet
another of Mr. Jefferson's rousing successes —then careened toward extinction in the latter half of the 20`" century.
Today, only 200 survive, most all via companion efforts;
(8) It is the hope that this discussion provides appropriate rationale to respectfully extend the concept of unusual,
but most - meaningful, animal companionship throughout the County.
