On behalf of the applicant, and in accordance with County Code Section 14 -232, I am
requesting approval of Private Roads for the Preserve at Glenmore Subdivision. The
specific waiver request requirements per code section are addressed below.
Most of the waiver request requirements address public vs. private roads. As this
proposed subdivision in a portion of Glenmore Subdivision, which is comprised entirely
of private roads, most of the justification requirements will not make sense, but I will
attempt to address each requirement.
14- 232 -A -1
(i) The property is located in rural area (RA).
(ii) Private streets will alleviate significant environmental degradation to the property
as opposed to Public Streets. With VDOT's new SSAR requirements, additional
roadway will have to be constructed to provide the required secondary access point if
public streets are constructed.
"Significant Degradation" is demonstrated according to 14- 232 -A1 (b) by the additional
environmental impacts such as increased erosion and sedimentation, increased
stormwater runoff and additional loss of tree cover as result of the additional roadway
required by public roads
(iv) No more lots are proposed on the private streets than can be created on public
streets with R -O -W dedication.

The general welfare will be better served by the construction of private streets in The
Preserve at Glenmore Subdivision. The Preserve at Glenmore Subdivision is to be a part
of Glenmore Subdivision which is a gated private road subdivision. The allowance of
any road that is not private will be a disservice to the residents currently served by the
existing private road network. The approval of private streets will allow the developer to
address public safety and general welfare issues by controlling access to the private
streets in the development. The approval of the private streets is not strictly in the

proprietary interest of the developer, but rather protects the general health and safety of
the existing residents of Glenmore Subdivision.
14 -234 -C
1. The private streets as shown on the preliminary subdivision plat will
adequately carry the traffic volume generated by the subdivision. The private streets will
be designed to public road standards.
2. The comprehensive plan does not provide for a public street in the location of
the proposed private streets.
3. The fee for the private street will be owned by the Glenmore Community
Association. Maintenance of the private roads will be by Glenmore Community
Association and covered by an approved private road maintenance agreement.
4. The private street will not serve through traffic and will not intersect the state
highway system in more than one point.
5. N/A
In addition to all of the code requirements addressed above, due to the current economic
conditions the public will be better served by private streets in this subdivision. With
shrinking budgets for transportation and maintenance items, requiring public streets for a
subdivision is doing a disservice to the public by requiring additional tax revenues to own
and maintain streets that will do nothing more than serve the lots in a subdivision. With
the proper maintenance agreements in place, there is no risk to the public in allowing
private streets for this subdivision.
