Dear Tim,
Thank you for the recent resubmittal for these special use permit applications. Please find review
comments for SP201000036 included in this letter; no changes regarding SP201000037 were
requested in our previous letter.
Please see the attached resubmittal schedule for a list of dates on which you can submit your
revisions and responses to review comments (below and attached), as well as for possible
Planning Commission dates (please note that the listed dates are the earliest possible, but actual
dates need to be selected to suit the revision schedule for each project.)
COMMENTS
Planning (Scott Clark)
• Previous comments have been addressed.
Please provide information from the Virginia Department of Health regarding
approvability of the proposed on -site toilets once the design has been determined (please
see Zoning comments below).
The Parks & Recreation Department would like to work with the applicants to set up a
river - access easement for canoe launching. We should discuss this as part of the review
and determine how this will work with the proposed plan and with the landowner's need
(assuming that the land will remain with the current owner; if the club will be purchasing
the land, this may be simpler).
Current Development — Planning (Bill Fritz)
The applicant has stated that the parking area will include prime and double seal instead
of gravel. I again stress that the applicant should review all design requirements of
Section 4.12 to determine if other modifications may also be necessary. Prime and
double seal is only one requirement. Curb and gutter, slope and other design elements of
Section 4.12 must be met.
Zoning (Amelia McCulley)
I have reviewed this second submittal and have a few comments. My comments will be
combined for both special use permits. The applicant responded to all of my prior
comments /questions.
1. In my opinion, it is preferable for the applicants to build a bathroom structure
rather than the permanent use of porta johns for an ongoing use. We generally
allow porta johns for temporary uses such as festivals. We may want to discuss
internally to see how to accomplish this.
2. The plan should reflect the location of the floodway line versus the floodway
fringe. Structures that are accessory to this recreational use (such as bleachers)
are allowed in the fringe but not in the floodway. At the site plan stage, we will
recommend signage which warns people that overnight parking is not allowed due
to the potential for flooding.
Virginia Doartment of Transportation (Joel Denunzio)
The sight distances and trip generation comments appear to have been addressed.
Adequate sight distance at the proposed entrance in accordance with the requirements of
appendix F of the VDOT Road Design Manual will be required prior to VDOT issuing an
entrance permit.
The previous comment by VDOT to submit left and right turn lane warrants has not been
adequately addressed. The applicant needs to submit warrants in accordance with
Appendix F of the VDOT Road Design Manual. Page F -52 of this manual shows the
method for a left turn analysis and page F -73 shows the analysis for right turn lanes or
tapers.
