RE: Region Ten Wellness Recovery Center at Mountainwood

Dear Amelia:
The Region Ten Community Services Board is planning to renovate a portion of
an existing structure on the Mountainwood campus. Part of this renovation will
comprise the Wellness Recovery Center, a nine -bed, community based, residential
program. It is licensed by the Virginia Department of Mental Health, ,Mental
Retardation and Substance Abuse Services as a residential crisis stabilization
program. The average length of stay for each individual will be from three to five
days.
The goals of the program are to stabilize individuals and mobilize resources of the
community support system, family members, and others for ongoing maintenance,
rehabilitation, and recovery. Services include psychiatric assessment, crisis
counseling, education and group counseling, case management and linkage to
community resources. The participants in the program will receive meals that will
be prepared either by microwave oven or stovetop warming; no commercial
kitchen will be included.
The property is currently zoned Commercial Office, with a special use permit for
R-15. The planned program is comprised of two uses. The first is medical office
space, which is allowed by right under the current zoning. The second use, which
is integrated with the medical office, is a residential boarding house. Under
Section 18.18.2 of the Albemarle County Code, boarding houses are allowed in R-
15 zoning. According to the Albemarle County Code, a boarding house is defined
as "a building arranged or used for lodging, with or without meals, for

compensation ". Given that the State is compensating the Region Ten for this
program, we believe that it falls within this definition.
The current R-15 special use permit allows 49 residential units. 41 apartments are
currently existing onsite, leaving 8 possible additional louts. There will be 6
bedrooms included in this use; they would be designated either as a single grouped
residential unit, or six separate units. In either case, it would still fall below the 49
units allowed by the R-15 special use permit.
Region Ten has asked us to provide you with this explanation, with the purpose of
obtaining your interpretation prior to moving forward with the project. Time is of
the essence, as they would like to begin the project as soon as possible. As such, I
would like to know how long it will take to issue a response. Should you have any
