Preliminary comments for the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Division of Current Development (Engineer) Albemarle County Division of Current Development (Planner) Albemarle County Department of Fire Rescue Albemarle County Service Authority Virginia Department of Transportation (Will be forwarded upon receipt) Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17" copy to the Department of Community Development including responses to each of the attached comments of the Site Review Committee by March 14. Failure to submit this information by this date will result in suspension of the review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $240. Dam - Marshall Area - Waiver The Planner for the Current Development Division of the Albemarle County Department Community Development will recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. No changes or revisions are required. While not a requirement staff encourages gating or other methods of controlling access to the site. If you choose to provide gating or other methods of controlling access it should be shown on the plans submitted for signature. Final tentative approval from this department will be subject to the following conditions: [These conditions are those which have been identified at this time. Conditions may be added or eliminated based on additional review.] 1. [32.7.9.4(c)]Place the Landscape Conservation Checklist on one page of the plans and have this checklist signed. A copy of the checklist is attached for your use. 2. [32.7.2.1] Approval by the Virginia Department of Transportation. 3. [32.7.2.4] Approval of Stormwater Management Plan 4. [32.7.2.4.3] Approval of an Erosion and Sediment Control Plan. For general information I offer the following comments: 1. It has been determined after consultation with the Zoning Administrator that delineated parking is not required based on the nature of the use. 2. I have contacted the Health Department and confirmed that no facilities are required on site. County of Albemarle Conservation Plan Checklist — To be placed on Landscape Plans (Handbook, pp 111- 284 - 111 -297 for complete specifications) 1. The followine items shall be shown on the plan: ❑ Trees to be saved; ❑ Limits of clearing (outside dripline of trees to be saved); ❑ Location and type of protective fencing; ❑ Grade changes requiring tree wells or walls; ❑ Proposed trenching or tunneling beyond the limits of clearing. 2. Marlines: ❑ All trees to be saved shall be marked with print or ribbon at a height clearly visible to equipment operators. ❑ No grading shall begin until the tree marking has been inspected and approved by a County Inspector. 3. Pre - Construction Conference: ❑ Tree preservation and protection measures shall be reviewed with the contractor on site. 4. Equipment Operation and Storage: ❑ Heavy equipment, vehicular traffic and storage of construction materials including soil shall not be permitted within the driplines of trees to be saved. 5. Soil Erosion and Stormwater Detention Devices: ❑ Such devices shall not adversely affect trees to be saved. 6. Fires: ❑ Fires are not permitted within 100 feet of the dripline of trees to be saved. 7. Toxic Materials: ❑ Toxic materials shall not be stored within 100 feet of the dripline of trees to be saved. 8. Protective Fencing: ❑ Trees to be retained within 40 feet of a proposed building or grading activity shall be protected by fencing. ❑ Fencing shall be in place and shall be inspected and approved by a County Inspector prior to grading or construction. 9. Tree Wells: ❑ When the ground level must be raised within the dripline of a tree to be saved, a tree well shall be provided and a construction detail submitted for approval. 10. Tree Walls: ❑ When the ground level must be lowered within the dripline a tree to be saved, a tree wall shall be provided; and a construction detail submitted for approval. 11. Trenching and Tunneling: ❑ When trenching is required within the limits of clearing, it shall be done as faraway from the trunks of trees as possible. Tunneling under a large tree shall be considered as an alternative when it is anticipated that necessary trenching will destroy feeder roots. 12. Cleanup: ❑ Protective fencing shall be the last items removed during the final cleanup. 13. Damaged Trees: ❑ Damaged trees shall be treated immediately by pruning, fertilization or other methods recommended by a tree specialist. NOTE: IT IS THE DEVELOPER'S RESPONSIBILITY TO CONFER WITH THE CONTRACTOR ON TREE CONSERVATION REQUIREMENTS. Please provide a benchmark for the existing topography. 3. The hatching on the plans appears to show concrete instead of gravel. Please use the correct hatching for gravel. 4. A Water Protection Ordinance application and review fee must be submitted for Erosion and Sediment Control review. Please provide estimated duration of the site's usage. It is recommended to show 2 phases. Phase 1 should consist of the E &S plan and Phase 2 should show the removal of the gravel and reseeding of the entire site to bring the site to its previous natural condition after its use. 5. the silt fence from the west side of the site and extend the diversion dike up the entrance so that all of the runoff from the construction entrance area can be captured as well. Once these comments have been addressed, please submit two (2) copies of the revised plans, calculations, and narratives to Current Development Engineering. Current Development Engineering is available from 2:30pm — 4:00pm on Thursdays to discuss these review comments.
