Dear Mr. Shimp:
The members of the County's Site Review Committee have reviewed the development proposal
referenced above. Preliminary comments from the Community Development's Planning Division,
the Division of Zoning and Current Development and the Architectural Review Board are included
below. Additional comments from the following agencies are attached:
• Albemarle County Service Authority
• Virginia Department of Transportation
• Thomas Jefferson Health District
Planning Division
The Planning Division is concerned about adding additional parking to this site because the added
spaces will mean more pavement in the County's watershed/water supply preserve area. Has the
applicant considered adding a second service or any other changes in operation instead of expanding
the parking?
Division of Zoning and Current Development
1. A site plan amendment will be required.
2. The new parking area is shown over reserve and existing drainfields. It is recommended that
Health Department approval be required prior to Planning Commission review of the Special
Use Permit. [See attached comments from the William Craun, Health Department.]
3. The proposed playground is on a drainfield. This is likely not a problem, but should be
considered in light of the previous comment.
4. This site will need to meet all the requirements for final site plans, and the Water Protection
Ordinance. The computations submitted with the special use permit can be reviewed with the
final plans. It is unlikely that this much parking can be added without requiring the biofilter to be
enlarged, but enlargement appears feasible, so review of this detail can be deferred to final plans.

Likewise, it appears curbing will be required, although it does not appear to be on this drawing.
Unless waivers are specifically requested and granted with the SP, the ordinance requirements
will need to be met.
5. The proposed site plan indicates under the note "Total Parking Required" that County staff
should "refer to Parking Study." County staff has not received a parking study that meets the
requirements of Section 4.12.6 of the Zoning Ordinance. The second part of this section, which
applies to churches in the Rural Areas reads:
In the rural areas identified in the comprehensive plan, the number of proposed spaces shall
be shown in a parking study submitted by the church; the number of required spaces shall be
determined by the zoning administrator, who shall consider the recommendations in the
parking study, traffic generation figures either known to the industry or estimated by the
Institute of Transportation engineers, peak parking demands, and other relevant information.
The applicants will need to submit a parking study in writing in order to provide a basis or
justification for the 147 proposed spaces. Without such a basis /justification, County staff's
review of either the number of square feet in the sanctuary or the number of seats, as outlined in
the same section for development areas, demonstrates that the request for 147 spaces exceeds the
120% maximum number of parking spaces allowed on the site.
6. Please indicate whether the church is asking for any increase in the seating capacity beyond 250
seats. Also, are other buildings being used for the congregation or other activities while the
sanctuary is being used? If the answer to either of these questions is "yes," then it will change the
parking needs and will affect your parking study described in #5 above.
7. The proposed "grass pave" surface for parking areas will need to be approved by the County
Engineer as an alternate parking surface.
Architectural Review Board
Comments will be provided after the Architectural Review Board (ARB) reviews your proposal on
December 15, 2008.
The comments listed above and attached to this letter reflect information available at the time the
development proposal was reviewed and should not be considered final. However, the Site Review
Committee has attempted to identify all issues which could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit seven full size copies of the proposed site
plan and one 11" x 17" or legible reduced copy to the Community Development Department.
A description of the development review process, including resubmittals, and the resubmittal
schedule are attached.

Regarding the proposal for paving over the reserve area of the church, I see no problem as there is no major
excavation However, they should keep in mind that this pavement would need to be torn up if the reserve
area would be needed. One other option is to go ahead and install the reserve area before paving so it could
be more easily utilized when needed.
