Elaine and Megan,
I have reviewed the unnamed parcels in the Dunlora area to determine what the Places29 Master Plan recommends for
these two parcels (TMP62F -A and 61 -166).
First, the Parks & Green Systems Map shows a dashed orange line along Rio Road East at the western borders of these
parcels. This is a recommendation for a multi -use path that would serve pedestrians and bicyclists.
Second, the areas covererd by the green hatching are proposed buffers to protect systems of steep slopes and the
streams they are often associated with. These areas also include streams that are covered by the County's Water
Protection Ordinance. The unnamed stream along the northeastern edge of these parcels is a protected stream that
drains directly to the South Fork of the Rivanna River. Areas shown in light brown are steep slopes.
On page 4 -24, the Master Plan states:
The Parks & Green Systems Map... illustrates the recommended system of public and private open spaces that
will serve the active and passive recreation needs of residents, workers, and visitors in the Places29 area. The
map shows a network of linear open spaces that connect the various elements of the green systems in the
Northern Development Areas. Such networks provide ecological benefits to flora and fauna, can be integrated
into stormwater management solutions, and may be used to create non - roadway connections for pedestrians
and bicyclists.
On page 4 -25, the Master Plan states:
This designation [Privately Owned Open Space and Other Open Space Network Elements] on the Parks & Green
Systems Map combines significant clusters and continuous areas of steep slopes, the 100 -year floodplain, and
stream buffers with larger areas of privately owned open space in existing developments. Together, these
features combine to create a significant and comprehensive open space network, which may also include space
for proposed multi -use paths and trails. Where this designation extends onto private property, it indicates that
steep slopes are present and disturbance should be avoided. These slopes should be considered when the
property is redeveloped.
As indicated by the last sentence, open space network elements like the Places29 Recommended Greenway Buffers
should be incorporated into a development as open space rather than being developed as homes or businesses.
