Reference your 27 May 2011 letter: RE: SDP201100033 Dunlora Forest -
Preliminary Tax Map Parcel 062F0- 00- 00= OOOAO'
A member of our Board of Directors has reviewed plans for the proposed
development of Dunlora Forest as cited in reference above, in your office.
It appears,. and is actually stated in reference, that these plans are contingent on
County approval of "disturbance of critical slopes" and on a "bonus density
increase for more units per acre than is allowed with the standard level of
development required for R4 zoning."
We find neither compelling evidence nor overriding value to the County,
community and /or especially the adjacent property owners to justify granting
these requests and therefore approving_ these plans for execution and
development.
We hereby request,_ pursuant to reference, that the Planning_ Commission review
the development proposal. We further ask that that Commission deny the
requests for disturbance of critical slopes and exception to the .density of units
per acre limitation.

Re: SDP201100033 Dunlora Forest
This is in response to your letter dated May 27, 2011 regarding the proposed building of 93
units identified above.
It is our understanding that this proposal will result in the placement of dwellings on land
which is partly swamp (there is a stream running through the site) and MOSTLY a steep slope —
which is contrary to a County Ordinance prohibiting the building of living quarters on excessively
steep sloping areas.
Additionally, as a matter of aesthetics, such a project will severely restrict the outlook of
existing property owners, such as ourselves, who bought these properties primarily for their
location.
Bearing in mind that the aforesaid ordinance exists primarily for the safety of the relevant
area, we suggest that the building of the proposed units should be denied.

Dear Ms. Yanigos,
We write this letter in response to the notice referenced above, dated May 27 of this year. As
residents of Duntora and homeowners directly affected by the aforementioned proposal, we
fee( strongly that it should be denied.
The proposal as we understand it states that the new development wilt infringe on critical
slopes in areas directly adjacent to our property. There is a county ordinance against
building living quarters on excessively steep sloping areas, such as those which directly abut
our property as well as several of our neighbors. We feel this ordinance directly affects the
safety of the properties in these areas and should be upheld. In addition, there is a stream
running through portions of this land, the surrounding ground being very wet and often
swampy. Building on these lands does not provide a stable :platform for homes and is
disruptive to the ecology of the area.
In addition to our above mentioned concerns, there is also the matter of the overall beauty of
the forest. We purchased our home in large part due to the privacy, stability, and scenery
afforded us by. this adjacent land, being aware that there was an ordinance against building
on such sloping areas. It is of great concern that our privacy and the stability and safety of
our home as well as the lands adjoining our home are at risk.
We deeply appreciate your attention to this matter and strongly suggest that the proposal for
further building in the specified areas be denied.

Dunlora Forest
I have reviewed the proposal on Dunlora Forest. I have concerns about the exit onto Pen Park Road. I
live in RiverRun and have experienced the increase of traffic due to the Catholic School and the
bottleneck at Rio and Pen Park Roads.
At times, as drivers turn into Pen Park from Rio in both directions, the comings and goings of the 400
residents of RiverRun, the coming in or going out of the Catholic school parents, coupled with the traffic
generated by Pen Park and residents of the detached homes just across from the proposed exit backing
from their drives directly onto Pen Park ...... attimes, well, it is-can be a nightmare already.
Please reconsider this aspect of the proposal.

Dear Ms Yaniglos:
We are writing to express our concerns about the proposal to develop a parcel of property
on Rio Road, SDP 2011 00033 Dunlora Forest, tax map parcel 062FO- 00- 00- 00OA0.
We believe that inspection of the property will show that it is unsuitable for the proposed
use as high- density housing. (1) On much of the property, the slope is over 25 %. This means
that: (a) there will be a great deal of erosion as a result of construction; (b) the new owners of
the proposed housing and their neighbors can expect continuing problems of runoff down steep
slopes; (c) the planned road grades will be over 10% (above county standards), and it is
unlikely that the developers can revise the plan to meet this county standard. (2) Traffic on Rio
Road is already very heavy, and there are few (or perhaps no) possibilities for mitigating the
problem. That road is already saturated. Furthermore, the entrance to the property from Pen
Park Rd. is very close to Rio Rd. and not safe. During morning commute /Catholic school drop
off time, it will be hard to enter Pen Park Rd.; during afternoon rush hours, entering traffic trying
to turn left from Pen Park road into the proposed property Tay back up onto Rio Rd. (3) We are
in the midst of the worst recession in 70 years, and there are many unsold 1lpuses on the local
market. One might claim that selling the properties is the developer's problem; however it does
not pay a city or County to have a bankrupted developer with a pWi4lly,fh1ished project.
For these reasons we ask that you vote against approval of this project.

Proposal
Dear Ms. Yaniglos:
I am writing to voice the concerns of the Board and the homeowners in the
Riverrun Homeowners Association re certain key aspects of the subject proposed
development.
Our major concern is the proposed entrance onto Pen Park Rd. There is already
significant congestion in the mornings and the afternoons on Pen Park Rd (exactly
where the entrance is proposed from Dunlora Forest) waiting to get onto Rio
Road. All of the traffic from the 400+ homes in Riverrun, plus all the traffic
associated with the parents picking up and dropping off their children at the
Catholic School as well as all the traffic in and out of Pen Park accounts for the
present congestion.
In addition there are several homes directly across Pen Park Rd, from the
Proposed Entrance for Dunlora Forest. Their driveways enter directly onto Pen
Park Rd, presently presenting safety issues as these cars must back onto Pen Park
Road, their driveways offering no other option.
Not only are we concerned about the added congestion, but we are also
concerned about the increased safety issues posed by this proposed entrance on
Pen Park Rd so close to the intersection of Pen Park Rd and Rio Road. Since the
Dunlora Forest Development has already proposed another entrance directly
onto Rio Road, we strongly request that the proposed entrance onto Pen Park
Road be denied.
Given the major traffic load issues already on Rio Road, coupled with the
additional traffic load from the soon to be completed Section 8 Units on Rio Road,
the 400 approved apartments in Belvedere, the newly added apartments at
Mallside and the proposed apartment complex beside Albemarle Square, all of
which will add traffic from three directions onto Rio Road, we request that the
proposed housing density for the Dunlora Forest Development not be allowed to
exceed the maximum housing density per acre for R4 zoning.
With the close proximity of the streams and the watershed to the Rivanna River
we also urge the denial of any disturbance of the Critical Slopes for building
purposes in the proposed development.
We appreciate your consideration of our concerns and we plan to attend the
Public Hearing on July 12tH
