Megan,
I have reviewed the subject plan and have the following comments:
1. Previous comments submitted on January 13th, 2011 from VDOT have not been addressed. I am
attaching those comments for your use.
2. Right of way widths need to include all elements of the road typical sections. The right of way needs to
include the sidewalk on the collector and the minimum buffer strips from the back of the curb. Buffer strips
need to be a minimum of 4 feet in accordance with the VDOT Road Design Manual, Appendix A -117 and may
need to be wider to accommodate street signs as shown in the diagram in that section of the manual.
3. Clear zones on the collector road need to be in accordance with The VDOT Road Design Manual Appendix
A -20 based on the speed and projected traffic.
4. Entrances for private roads need to meet the requirements for entrances in the VDOT Road design
Manual. The entrances for Granger Lane do not meet the minimum requirements.
5. The intersection of Granger Place and Granger Way was changed since the last plan and made into an
unnecessary intersection instead of a properly designed horizontal curve. The traffic does not warrant this
treatment and needs to be changed back to the adequately designed curve.
6. The proposed right of way where the existing Sunset ties into the proposed Sunset needs to meet the
VDOT minimum design requirements for elements within the typical section.
7. Show horizontal alignment data.
8. The connection to Sunset Extended at Stribling appears to be below minimum standards for a street
connection for vertical requirements.
Please ask the engineer to submit a list of revisions with the resubmission of the plan.

Megan,
I have reviewed the above subject plat and have the following comments:
Response to letter from engineer in response to first round of comments:
The connection appears to meet the connectivity requirements. Please show the connectivity calculation.
2. Sight distances are still incorrect or missing from the plan. Individual sheet comments provided below identify
intersections that need modification.
3. The missing elements required for acceptance of the road layout by VDOT as described in 24VAC30 -92 -70 are the
calculation for connectivity index along with any requested reductions or modifications to the connectivity requirements.
These items are described as section A -5,7, and 8 of the referenced Virginia Administrative Code.
4. The sidewalk requirements are a VDOT SSAR requirement for acceptance into the state maintenance system.
Since Sunset Avenue Extended now connects and functions as a collector road, the requirement for sidewalk along one
side of the street for two lane collectors is now met in accordance with 24VAC30 -92 -120 section I -e. Sidewalk
requirements for the section of sidewalk off the right of way on Granger Way will be addressed with individual sheet
comments.
5. Granger Way has one point of access and will need to meet the minimum widths as described in Table 1, page
B(1) -7, note #1, of the VDOT Road Design Manual.
6. The minimum right of way widths need to be in accordance with page B(1) -40 of the VDOT Road Design Manual
and are to include all necessary elements of the road including the clear zone. Proposed traffic generation needs to be in
accordance with page B(1) -2 of the VDOT Road Design Manual and needs to include all trips on the collector roadway,
including external. The clear zone needs to be determined based on the projected traffic and may fall outside of the
proposed ROW for Sunset Avenue Extended.
In addition to the above, I have reviewed the changes to the plan for the second submission and have the following:
Typical Sections for the proposed collector road, Sunset Ave Extended:
1. The proposed trips shown on the road is 574 and total trips generated by the development are 756 VPD. All lots
within the development access Sunset Ave Extended. In addition to the generated trips from the development, the road
needs to be designed for offsite projected trips. These projections are available by Albemarle County. The design speed
of the road is adequate but the clear zone may need to be increased due to the increase in trips and that may affect the
proposed right of way widths. The clear zone needs to be in accordance with the VDOT Road Design Manual, page A -20.
2. Urban Collector Road lane widths are 11 feet minimum for under 2000 VPD and 12 feet minimum for over 2000
VPD. Please see the Road Design Manual, Standard GS -7, page A -14.
3. CG -6 is required on the urban collector road according to the GS -7 standard.
Typical sections for the proposed Granger Way, Granger Place and Stribling Place:
1. Granger Way has one access point with ADT projections greater than 400 VPD. The pavement width needs to be
designed fro 2001 -4000 VPD as stated in the Road Design Manual, page B(1) -7, note #1.
2. The sidewalk proposed off the right of way along Granger Way meets the sidewalk requirements under the SSAR's
for alternate pedestrian accommodations. A dedication of right of way or an easement must be made to the county for
the sidewalk. VDOT will enter into a maintenance agreement with the county assuring that the county will maintain the
sidewalk prior to road acceptance as stated in the SSAR Guidance Document page 64.
3. The size of the lots and the setback for the building envelopes does not appear to justify reducing parking to one
side of the street for the local roads.
Sheet 3
1. The right of way on Sunset Avenue Extended must include all roadway elements and may need adjusted when
projected traffic is added to the road.
2. Recommend that some horizontal curves are added to Sunset Ave Extended for speed control.
3. Sunset Court needs sight line easements.
Sheet 4
1. Show sight distance lines at the intersection of Stribling and Sunset Ave. Extended.
2. The plat needs to show dedicated right of way for the relocation of Stribling Ave.
3. Add sight distance easements on lot 60 for the alley connection.
4. The sight lines for Granger Way to Sunset Ave. Extended are incorrect.
5. The minimum width of a commercial entrance to a local road is 24 feet according to appendix F of the VDOT Road
Design Manual. The radii on curb returns need to be in accordance with the design vehicle and appendix F of the Road
Design Manual.
6. Sight distance for the local road is 280 feet.
Sheet 5
1. The waterline needs to be located outside of the pavement for the collector road and preferably outside of the right
of way.
2. Fire hydrants need to be located out of the clear zone.
Sheet 6
1. Cul -de -sacs and intersections need to have grades less than 6 %.
Please ask the engineer to submit a list of revisions with the next submittal of the plan.
