How will the proposed special use affect adjacent property?
The proposed special use permit for the parking structure will not adversely affect adjacent properties.
The subject parcel is in the heart of the designated development area, and is surrounded by similar scale
commercial uses.
How will the proposed special use affect the character of the district(s) surrounding the property?
The proposed special use will not adversely affect the character of the districts surrounding the
property. The subject property is zoned HC highway commercial, and the vast majority of the
surrounding properties have a similar zoning, and /or have existing commercial uses that are similar in
character to what exists on the property already, and similar to the scale of what is-proposed for the
special use.
How is the use in harmony with the purpose and intent of the Zoning Ordinance?
The purpose and intent of the Highway Commercial zoning district is stated in section 24.1 of the Zoning
Ordinance to permit development of commercial establishments ... primarily oriented to highway
locations rather than to central business concentrations. It is intended that HC districts be established
on major highways within the urban area and communities in the comprehensive plan. The existing use
of the property is consistent with this intent, and the proposed expansion of the uses on site will
similarly be consistent with this intent.
How is the use in harmony with the uses permitted by right in the district?
The proposed use is in harmony with all of the other uses permitted by -right in the HC district.
What additional regulations provided in Section 5 of the Zoning Ordinance apply to this use?
Section 5.1.41, which requires that a site plan is required for each parking lot and parking structure,
unless the requirement is waived as provided in section 32.2.2.
How will this use promote the public health, safety and general welfare of the community?
The proposed SUP for a parking structure will permit the Owner to expand its business, which has
existed at this location for over 23 years. In addition, it will permit the efficient use of the land in the
designated development area.

involved in the use, operating hours and any unique features of the use:
Colonial Nissan has designed anew building that will maximize the use of previously developed land by
implementing a roof that will double as a parking area for retail inventory. This area will be for storage
only and is not intended in any way to be display space. The overall operation of Colonial Nissan will not
change as the new building comes online. Automotive sales and service in the same manner previously
applied.
