Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by December 19, 2011. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.

The Albemarle County Planning Division will grant or recommend approval of the final
subdivision plat referenced above once the following comments have been addressed and subject
to the following conditions. [Each comment is preceded by the applicable reference to the
Subdivision and Zoning Ordinances, unless otherwise specified.]
1. [14- 302(B)1] General Information. Please add date of last revision to plat when
revisions to the following requested changes are submitted.
2. [14- 302(B)5]
Zoning classification (including all applicable zoning overlay
districts). Please add Airport Impact Area overlay district under zoning.
3. [14- 302(B)7]
Reservoir watershed; Please revise water supply watershed note to
state: "Tax Map 32 Parcel 49K is within the Powell Creek watershed,
but does not drain into a water supply watershed and is not within an
Agricultural - Forestal district."
4. [14- 303(G)]
Ownership of common areas. / [18 -3.1] Definition of common open
space. / Please notate that "The common areas shown hereon will be
owned and controlled by the Willow Glen Community Association."
5. [14- 303(x)]
Temporary Turnarounds. Please add a note that: "The area on this plat
designated as a temporary turnaround will be constructed and used as
other streets in the subdivision until Shannon Glen Court is extended to
Heathrow Glen Circle, at which time the land in the temporary
turnaround will be abandoned for street purposes and will revert to
adjoining property owners in accordance with specific provisions in
their respective deeds."

sheet 4 of the Willow Glen Phase 1 Minor Site Amendment dated May
2, 2011: "The owner shall maintain a running tally of which lots /units
qualify as `affordable' in accordance with the approved proffers. See
sheet 2 for proffers. This tally shall be submitted to the County at the
beginning of each new phase or building permit request."

The Albemarle County Service Authority (ACSA) has no technical
comments on the SUB being reviewed. Engineering comments are usually
reserved for the site plan review stage. Subdivision plats should correctly
show ownership of properties and existing easements. Recordation of new
easements should occur before dedication to and acceptance by the ACSA.
The ACSA can review the proposed subdivision plat and determine if it
is included in the jurisdictional area for water and /or sewer service.
Water and /or sewer connections to the ACSA system are allotted on a first
come, first served basis at the time connection fees are paid. The ACSA
does not reserve capacity in its system for a specific project.

Dear Mr. Brooks:
Below are VDOT's comments on the Site Plans for the December 8"', 2011 Site Review Committee Meeting:
SDP - 2011 - 00078, SUB- 2011 -00134 Old Trail Village Phase 9 Block 11- Prelim. (Megan Yaniglos)
• The proposed Road "A" entrance and the entrance for Block 14 need to line up directly across
from one another as shown on previous submissions of this, block.
• The proposed right of way needs to be a minimum of 1 foot behind the sidewalk. The right of
way along Old Trail Dr. should be dedicated to 1 foot behind the sidewalk of Old Trail Dr.
• The minimum width of Claremont Lane needs to be 29 feet except at the connections to Upland
Dr. and Glenn Valley Dr. where you can use chokers at the intersections as shown in the VDOT
Road Design manual, Appendix B(1) -49.
• The design speeds on Claremont Lane and Glenn Valley are 25 mph.
• Road and drainage plans will need to be submitted for review for any proposed state maintained
roads.
• Drainage easements will be needed. Sight distance easements may be needed when the sight
lines are shown on the road plans.
SUB- 2011 -00134 Willow Glenn Subdivision — Final (Joanne Purtsezova)
• The proposed road right of way on TMP -32 -56 and TMP -32 -50 for the connection of Shannon
Glenn Court to Towncenter Dr. is not shown on this plat.
• The 18.38 foot right of way where it overlaps the proposed public use right of way for Shannon
Glenn Court needs to be quitclaimed.
