EXECUTIVE SUMMARY
AGENDA TITLE: Resolution of Intent for Phase II of the
Industrial District Amendments to better implement the
Economic Development Policy of the Comprehensive Plan
SUBJECT /PROPOSAL /REQUEST: Resolution of Intent to
Amend Zoning Ordinance Sections 3, 4, 5, 26, 27, 28, 30 and
any other relevant sections of the Zoning Ordinance to
improve flexibility and to encourage the infill development of
industrial uses in the Development Areas and to address the
impacts of these industrial uses.

BACKGROUND:
On March 4, 2009 the Board of Supervisors adopted an update of the Economic Development Policy wherein one of the
top short -term priority items was:
"Objective II. Strategy 4. Encourage infill development of business and industrial uses in Development Areas,
including consideration of proactively rezoning to light- industrial uses as needs are identified through Master
Plans and other efforts. Initiate zoning text amendments that further enable business and industrial uses of
the appropriate zoning districts."
The first phase of this Ordinance amendment work, allowing Heavy Industry (HI) uses by special use permit in the Light
Industry (LI) district is scheduled for public hearing with the Board on June 2nd. The attached resolution of intent relates to
the second phase of the industrial Zoning Ordinance amendments.
STRATEGIC PLAN:
The County will continue to maintain a strong and sustainable economy and increase the economic vitality of the
development areas.
DISCUSSION:
The phase II industrial district work includes the following:
1. Performance Standards: — staff plans to first move forward with amendments to the performance standards
(noise, vibration and the like) that address the impacts from the operation of the industrial use. The performance
standards for the Natural Resource extraction district will also be amended with any changes to relevant
standards. This text amendment was identified as a high priority to best implement the first phase industrial
amendment which will allow heavy industry by -right uses, by special use permit in the light industry district;
2. Further Amendments relating to Industrial Districts and Uses: this will follow the performance standards as a
more comprehensive amendment updating the district intent, expanding the development standards and allowed
industrial uses while reducing the general office use and generally updating and reformatting the relevant
regulations.
BUDGET IMPACT:
No cost impact to the budget is expected, however, implementation is expected to result in increased business
activity which in turn can generate additional tax revenues.
RECOMMENDATIONS:
Adopt the Resolution of Intent to Amend the Zoning Ordinance (Attachment A).
