comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by January 18, 2012. Failure to submit this information by this
date will result in suspension of the review schedule. Review will resume when revisions are submitted

The first submittal of major site plan amendment for the Boars Head Inn & Sports Club Expansion (SDP -
2011- 00082), received 12 December 2011, has been reviewed. Engineering can recommend approval to
the plan after the following comments have been addressed.
1. This plan cannot be approved until the WPO plan is approved. The review of the WPO plan will
be provided in a separate document.
2. Please provide. curbing to the north end of the travelway improvements or request a waiver by the
Chief of Current Development per 18- 4.12.2.c. [18- 4.12.15. ,-]
3. Please provide curbing around the employee parking lot or request a waiver by the Chief of
Current Development per 18- 4.12.2.c. [18- 4.12.15.,-] There is a possibility that the curbing on the
downhill end of the parking may be waived by engineering review, but this will be determined
with the review of the SWM plan.
4. What is the proposed sight distance for the entrance to employee parking lot? What are the
average and posted speeds on Wellington Drive at this location? [I8- 4.12.15.d]
5. The 6ft width requirement for sidewalk adjacent to parking spaces should be measured exclusive
of the 6" curb. 118- 4.12.16.e and Design Manual]

The Albemarle County Planning Division hereby approves the request for a critical slopes
waiver.
In granting this waiver, the following was considered:
4.2 CRITICAL SLOPES
These provisions are created to implement the comprehensive plan by protecting and conserving steep hillsides
together with public drinking water supplies and flood plain areas and in recognition of increased potential for soil
erosion, sedimentation, water pollution and septic disposal problems associated with the development ofthose areas
described in the comprehensive plan as critical slopes.
It is hereby recognized that such development of critical slopes ;may result in:
rapid and/or large -scale movement of soil and rock; not anticipated
excessive stormwater run -off; not anticipated
siltation of natural and man -made bodies of water; not :anticipated
loss of aesthetic resource; manmade /landscaping will be replaced
in the event of septic system failure, a greater travel distance of septic effluent, all of
which constitute potential dangers to the public health, safety and/or welfare.

These provisions are intended to direct building and septic system locations to terrain more suitable to development
and to discourage development on critical slopes, and to supplement other regulations regarding protection of public

The Albemarle County Planning Division hereby approves the request for a 20' buffer grading
waiver..
In granting this waiver, the following was considered:
21.7 NIyNDI. M YARD REQUIREMENTS
c. Buffer zone adjacent to residential and rural areas districts. No construction activity including
grading or clearing of vegetation shall occur closer than twenty (20) feet to any residential or rural areas district.
Screening shall be provided as required in section 32.7.9. (Amended 9 -9 -92)
2. Waiver by the agent. In accordance with the procedures stated in section 2.5 of this chapter, the agent may waive
the prohibition of construction activity, grading or the clearing of
vegetation in the buffer zone in the following circumstances:
(i) adequate landscape screening does not currently exist and the installation of screening
which meets or exceeds the requirements of this chapter would result in disturbance to
the.buffer; installation of screening that exceeds the landscape screening
requirements is anticipated (significant more plantings as indicated in
proposal/request).
(ii) an arborist or landscape architect certifies that trees in the buffer are dying, diseased or
will constitute a fall hazard; N/A
(iii) the county engineer determines that disturbance of the buffer is necessary in order
to address an existing drainage problem; N/A or
(iv) disturbance of the buffer will result in improved screening through the use of a berm, a
retaining wall or similar physical modification or improvement. In such a case, the
developer or subdivider shall illustrate the result of both the existing screening without
disturbance of the buffer and the screening that would be provided as a result of the
disturbance of the buffer. improved screening is anticipated

Below are VDOT's comments on the Site Plans for the January 5fi', 2012 Site Review Committee Meeting:
SDP - 2011 -00082 Boar's Head Inn & Sports Club Expansion -Maior (Joanne Purtsezova)
1. The daily increase in traffic from this expansion is estimated to be 323 vehicles per day according
to ITE trip generation. The majority of traffic is not necessarily expected to occur during. the AM
peak hour of the day.
2. The sites main access to a state maintained road is at the intersection with route 250 where there
is currently a traffic signal. The increase in traffic may increase the congestion along the Route
250 corridor. f,
3. The Standards and Specifications notes on the title sheet of this plan should be revised to the
following:
a. The latest version of the VDOT Road and Bridge Specs is dated 2007.
b. The latest version of the VDOT Road and Bridge Standards is hated 2008.
c. The latest version of the MUTCD from the FHWA is 2009 and the VDOT Work Area
Protection Manual is dated 2011.
4. All proposed construction is off state highway right of way and a Land Use Permit will not be
needed for this site.

I apologize for my delay in sending comments, much of the RWSA engineering staff was out for some portion of the
holidays. RWSA has reviewed the Site Plan Amendment for the Boars Head Sports Club as prepared by Water Street
Studio and dated 12/12/2011 and has the following comments for the engineer.
Sheet 1 of 12:
1. Please include the RWSA General Notes (attached).
Sheet 2 of 12:
1. Show the RWSA sanitary sewer where it passes though the existing court area and adjacent to the pond in tax
map parcel 59D2 -01 -2.
2. Update the labels on the,RWSA sewer line to show correct pipe sizes and materials (see attached pdfs – please
note that CZI - 023_1 - 16 shows the 2005 relocation of the sewer from CZI -MH -1 la to CZI- MH -12a. CZI -MH -12
has been abandoned.). Include ownership in sanitary sewer labels (e.g. RWSA 16" DIP S.S.)
3. Use RWSA ID Numbers for Sanitary Sewer Manholes (e.g. CZI- MH -112a - as shown on attached pdfs).
4. Show and label the RWSA 30' Sanitary Sewer Easement which is centered over the pipe through the entire
project area.
Sheet 4 of 12:
1. Label all RWSA sewer lines and easements as requested for sheet 2.
2. Please include the following note for the connection to the RWSA sanitary sewer manhole:
All connections to RWSA manholes shall be watertight and made with a flexible rubber boot. All coring methods,
the coring contractor and all materials for construction shall be approved by RWSA in writing prior to
construction. RWSA Engineering Staff shall be present for all cores into the manholes. Bypass pumping may be
required at the sole discretion of RWSA staff. Grouting of the manhole bench or interior maybe required, at the
sole discretion of RWSA staff, for a smooth transition of flow. Existing' manholes shall be backfilled to original
grade to the satisfaction of RWSA. Contact RWSA Engineering a minimum of 3 business days in advance to
schedule a core of a manhole.
Sheet 5 of 12:
1. Show the RWSA sanitary sewer line and easement where it passes through the proposed employee parking area
and across Wellington Drive.
2. Any manhole lids in the paved area will have to be raised or lowered where applicable to meet finished grade.
3. Please provide additional information on the nature of the wooden or stone steps to be constructed across the
RWSA easement. Generally, RWSA does not allow any structures or plantings within its utility easements;
however, given the minor nature of the proposed construction, this may be allowable with the understanding that
any such stairs would have to be removed at the owner's expense should RWSA have to excavate for pipe repair
or replacement.
Sheet 6 of 12:
1. In Sanitary Sewer `Z' Profile, correct sizes and materials of RWSA sewer lines.
2. RWSA will not allow a drop connection into existing manhole CZI -MH -11 a. Please move the drop connection to
manhole Z1 so that the new 8" line will come into the RWSA manhole at the bench.

General Water & Sanitary Sewer Notes
February 2011
1) All materials and methods of construction shall. comply with the latest version of the General
Water and Sewer Construction Specifications as adopted by the Albemarle County Service
Authority on January 15, 1998, except as modified below or modified in Special Notes.
2) RWSA shall approve all construction materials and methods of construction. A preconstruction
conference shall be held with RWSA prior to the start of any work.
3) The contractor shall be responsible for notifying Miss Utility (1- 800 -552- 7001).
4) RWSA Engineer (Victoria Fort at (434) 977 -2970 ext. 205) shall be notified three business days
prior to the start of construction.
5) All work is subject to inspection by RWSA staff. No tie -ins to the existing system shall be made
without coordination with and the presence of RWSA staff. No work shall be conducted on
RWSA facilities on weekends or holidays without special written permission from RWSA.
6) For. sanitary sewer line construction: RWSA may require bypass pumping for tie -ins to the
existing system. All doghouse manholes must be pressure- tested before a connection is made to
the system.
7) The location of existing utilities as shown on the plans is from data available at the time of design
and is not necessarily complete or accurate. The Contractor shall be responsible for the
verification of the location, size and depth of all existing utilities, both surface and subsurface.
The Contractor shall immediately notify the Engineer of any discrepancies between the plans and
field conditions. The Contractor shall use due diligence to protect all utilities and structures from
damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be
repaired by the Contractor to the original condition at no additional cost to the Owner.
8) Erosion and sediment control facilities shall not be permitted in the RWSA easement without
special written permission from RWSA. No grading shall be permitted in,the RWSA easement
unless permitted otherwise by RWSA in writing.
9) No blasting shall be permitted within 100 feet of RWSA facilities without written permission and
RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey
may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass
pumping and /or pre- and post -CCTV may be required. RWSA may also require certification
from a licensed professional engineer stating that the proposed blasting will not damage any
RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to
the original condition at no additional cost to the Owner.
10) The contractor shall observe minimum separation requirements for utility crossings. When a
crossing is made under an existing facility, adequate structural support shall be provided for the
existing pipe. The area of the crossing shall be back-filled with compacted 57 stone to the
springline of the existing pipe.
11) New water main installations shall be pressure tested, chlorinated, flushed and have water
samples approved prior to making any permanent connection to the public water system.
Approved methods of filling and flushing new water mains will be required to prevent.any
contamination of the public water system.
12) All easements for new RWSA facilities shall be recorded prior to placing the new facilities into
service.
13) No permanent structural facilities will be permitted in the RWSA easement. This includes
building overhangs, retaining walls, footers for any structure, drainage structures, etc.
14) Trees are not permitted in the RWSA easement.
