Ray From: Joanne Tu Purtsezova Division: Planning Date: April 30, 2012 Subject: LOR #1 to SDP - 2011 -028 Willow Glen (updated comments in association with SUB- 2012 -042) Fax: 434 - 972 -4126 As previously mentioned, the review comments below are compiled from Planning, Engineering, and VDOT. Planning LOR #1 to SDP - 2011 -028 reflects boundary line adjustments that have not yet been approved. Approval of SDP - 2011 -028 will be contingent on approval SUB - 2012 -042 Willow Glen — BLA, for which initial review comments have been provided. References are to the Albemarle County Code. Since the last set of LOR review comments, minimum open space, common open space, and recreational use requirements have been confirmed. 1. [32.5.6a] Name of owner and developer. Due to changes following the approval of SUB - 2011 -133 Willow Glen — Final and SUB - 2011 -135 Dickerson Ridge — BLA, general site data appears to have changed. Are either of these currently Willow Glen Albemarle, Inc.? If so, please revise /update this information. Also, add/revise the date of last revision with each submittal. 2. [32.5.6b/32.6.6a] Written schedules. Update the land use breakdown to reflect changes approved with SUB - 2011 -133, SUB - 2011 -135, and SUB - 2012 -042, which is currently under review. (Update proposed uses and maximum acreages occupied by each use. Since an updated landscape plan is required, provide an updated sum figure for maximum amount of paved parking and vehicular circulation areas. Changes in open space and common open space, the change in ROW width of Shannon Glen Court from 55' to 57', etc, should be reflected in the updated sum figures.) 3. [32.6.61/32.7.9] Landscape plan. SDP - 2011 -028 Willow Glen — Minor, includes both required and supplemental plantings, as does the original site plan, SDP - 2008 -086 Willow Glen — Final. If any landscaping is proposed to be modified, provide an updated landscape plan for review and approval to verify that minimum requirements are met. 4. [32.6.6j] Outdoor lighting. Outdoor lighting is not currently shown on the LOR, so none appears to be proposed. However, if outdoor lighting in excess of 3000 lumens is proposed, provide a lighting plan to include photometric plan, luminaire schedule, manufacturer's cut sheets, etc. for review and approval. As previously indicated, the following revisions need to be incorporated in conjunction with SUB - 2012 -042. [32.5.6s] 1. Show the new 3' private sanitary sewer easement on lot 141 associated with SUB -2012- 042. 2. Indicate which easements are existing, and which were /are proposed with SUB- 2011 -133 and SUB - 2012 -042 to confirm that all easements shown have been recorded or will be recorded with SUB - 2012 -042. 3. Please call out / "bubble" the proposed changes from SDP - 2011 -028 to the current LOR" or provide a list of requested changes on the cover sheet. Engineering The WPO plans will need to be revised to match the LOR. Please submit applications and fees for both the E &SC and SWM plan revisions. VDOT SDP - 2011 -00028 LOR# 1 to Willow Glen Joanne, I have reviewed the referenced plan and have the following comments: Albemarle County Engineer General Construction Notes: 1. # 7 needs to refer the Manual of Uniform Traffic Control Devices, 2009 edition and the Virginia Work Area Protection Manual, 2011. 2. Note #9 needs to refer to the Manual of Uniform Traffic Control Devices, 2009 edition. 3. Note #11 needs to remove the requirement to post speeds at 5 mph below design. Roads designed at 25 mph are posted the same. Standards and Specifications: 1. #1 is VDOT Road and Bridge Specifications 2007 2. #2 is VDOT Road and Bridge Standards 2008 3. #5 is the MUTCD, 2009 edition and the Virginia Work Area Protection Manual, 2011 Add VDOT Inspection notes: 1. Mandatory inspections at the following phases are required for roads that are proposed to be state maintained: a. Installation of any enclosed drainage system before it is covered b. Installation of any enclosed utility placements within the right -of -way before being covered C. Construction of the cuts and fills, including field density tests, before placement of roadbed base materials d. A final pavement design, based on actual soil characteristics and certified tests, shall be completed and approved before the pavement structure is placed 2 e. Placement of base materials, including stone depths, consistent with the approved pavement design, prior to placement of the paving course or courses, followed by field density and moisture tests and the placement of a paving course as soon as possible f. Construction of pavement, including depth and density, upon completion as part of the final inspection. g. The contractor is responsible for contacting VDOT a minimum of one week prior to each of the above phases of construction to schedule an inspection. h. Failure of the contractor to schedule these inspections will require additional testing of the roads at the discretion of VDOT or may lead to the roads not being eligible for state maintenance.
