Special Use Permit Application
Dear David,
Please find attached our Special Use Permit Application requesting a cemetery use on the above
mentioned property located in Ivy. This package includes the following.
1. A completed Special Use Permit Application form
2. $2,000.00 application fee (check #1967)
3. 16 colored copies of a Concept Plan
4. 16 copies of the boundary survey
5. 16 sets of aerial maps in 2002 and 2010
6. 16 sets of an excerpt from the Health Department septic permit showing the existing
septic field and reserve locations
I represent Congregation Beth Israel (CBI) located on East Jefferson Street here in
Charlottesville. Mr. and Mrs. Mayo are members of the congregation and would like to gift their
5 -acre property to CBI upon receipt of the approved site plan, and to continue to live on the
property until their demise, unless they decide to leave sooner at their sole discretion. Since this
lot has approximately % acre of open field, the congregation would like to utilize this opportunity
and expand their current cemetery which is located near the intersection of Elliot and 1St Street.
This cemetery is slowly running out of gravesites.
GENERAL INFORMATION
1. Beth Israel performed 8 burials last year (2011).
2. Only gravesites are proposed. The number is difficult to say at this time.
3. New buildings will not be constructed, including maintenance buildings, mausoleums,
columbarium or the like.
4. The gravesites will have typical headstones and/or a base marker.

5. A small parking area is desired at the end of the existing driveway, near the top of the
knoll. The size and type of surface is undetermined at this time. It is anticipated the
people attending a funeral would walk from here to the gravesite.
6. Maintenance for mowing would be contracted out.
7. Maintenance for digging the grave, setting the casket, filling in the hole and setting the
headstone would be contracted out. The small amount of soil remaining will be used to
fill in low or settled areas on the property or removed from the site.
8. The Mayo's will remain in their home.
VDOT
Joel DeNunzio has classified this proposed use as low volume commercial (less than 50 vpd)
allowing us to use stopping sight distance as design standard. We met with a John Winn, a
specialist with VDOT, and determine there is sight distance at the entrance. In addition, Joel
would like the entrance to be slightly widened (24 feet wide for a distance 30 feet back from the
edge of pavement). This is acceptable to my clients.
In addition, Joel estimated the following from the ITE Trip Generation Manual; 5 vpd during the
week with the PM peak of 1 vph for each acre of size. The Saturday average is 6 vpd with the
Saturday peak hour at 3 vph for each acre.
