RE: SDP201400028 Wickham Pond — Block 1, Phase 2 — Townhomes — Initial Site Plan
Dear Alan and Vito:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
An Erosion and Sediment Control Permit may be issued after the following approvals are received:
1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle.
2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the
Code.
3. Approval of all easements for facilities for stormwater management and drainage control.
4. Submittal of a tree conservation checklist.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,500.
Please submit (8) copies of the final plans to the Community Development Department. The
assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first
set of comments on the final site plan, please work with each reviewer individually to satisfy their
requirements. Provide proof of each reviewer's tentative approval once received. The Lead Reviewer will
then notify you when it is time to submit final copies for signature. The Department of Community
Development shall not accept submittal of the final site plan for signature until tentative approvals for the
following conditions have been obtained:
Planning Division Approval of (2 Copies are required to be submitted for review)
1. [General Comment] Please be aware of the timing requirements and other responsibilities associated
with the proffers for affordable housing. For questions related to proffers, please contact Rebecca
Ragsdale in Zoning at 434 - 296 -5832, ext. 3226. The best point of contact for the Office of Housing
is Ron White at 434 - 296 -5839.
2. [General Comment] On Sheet C -1, please revise the application number to read SDP201400028.
3. [General Comment] On Sheet C -1, please revise the name of the development to specify this is
Block 1, Phase 2 of Wickham Pond.
4. [General Comment] On Sheet C -3, please revise the layout of the proffer sheets to make sure it
shows the original signed copy of this document (i.e. please show the signature of Charlotte
Dammann).
5. [32.5.2.a] General information. On Sheet C -1, please revise Note 5 to reflect the corrected deed book
and page reference. I believe the plat is now found in D.B. 4454, PG. 1. Please also reflect this
change on Sheet C -2 and Sheet C -3 where applicable.
6. [32.5.2.a] General information. On Sheet C -1, please revise Note 6 to indicate this parcel is also
zoned Entrance Corridor and Steep Slopes overlay district. Please remove Note 10.
7. [32.5.2.a] General information. On Sheet C -1, please revise Note 3 to show the TMP as 05600 -00-
00- 09100.
8. [32.5.2.b] Information regarding the proposed use. On Sheet C -1, please revise Note 23 regarding
parking calculations. Section 4.12.6 requires 2.0 spaces per unit.
7. [4.12.9] Street and alley parking. Prior to final site plan approval, the Zoning Division will need to
confirm that the parking requirements have been met. Currently, only five spaces of the required
twelve spaces have been met. These spaces are calculated from the approximate 85 feet of parallel
parking area abutting the lot.
8. [32.5.2.n] Existing and proposed improvements. On Sheet C -3, please show the location of any
proposed outdoor lighting. On Sheet C -1, please revise Note 19 to read that any outdoor lighting
shall comply with ZMA200500018 and that any lighting above 3,000 lumens shall additionally
comply with Section 4.17. If any proposed lighting will be above 3,000 lumens, then a photometric
plan will be required with the final site plan.
9. [32.5.2.n/Page 22 of COD] Existing and proposed improvements. On Sheet C -3, please show the
location of the picket fence.
10. [32.5.2.n] Existing and proposed improvements. On Sheet C -3, please indicate the type of paving
material for the front walkways to the units (Page 23 of the COD indicates that "sidewalks serving
individual units shall be concrete or brick ").
11. [32.5.2.p] Landscape plan. A landscape plan is not required prior to initial site plan approval, but one
will be required prior to final site plan approval.
Engineering Division Approval of. (1 Copy is required to be submitted for review)
1. An Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle
2. A Stormwater Management Plan meeting the requirements of Chapter 17 of the Code.
3. All easements for facilities for stormwater management and drainage control.
4. Add General Note (supplement Note 20) stating that there are managed slopes on this parcel.
5. Show location of existing and proposed utilities and utility easements, including existing
telephone, cable, electric and gas easements (18 §32.5.2.1.). Existing and proposed water and
sanitary sewer are shown. Existing storm and UGF utilities are shown.
6. Show location of proposed fences, if any.
General information - ACCD accepts 3,963.53 sf of total site impervious area (Sheet C -1); this value
will be added to "197,327 sf of imperviousness within a drainage area of 11.3 acres" (WP02010-
00058, 28- Oct -2010 ACCD SWM Plan review comment) (18 §32.5.2.a.).

Albemarle County Service Authority Approval. 0 Copies are required to be submitted for review)
Provide the ACSA with 1 copy of the final site plan for review (Attn: Alexander Morrison). If the ACSA
determines that the existing water service stub -outs must be relocated, an additional 2 copies of the plans
will be required for full construction review.
1. Dedication of Wickham Pond Phase 2 Block 1 is required prior to the ACSA granting approval on the
final site plan.
2. Include any applicable details (sewer lateral, water service connection, meter box, etc.) which can be
found at www.serviceauthorityorg
Include the ACSA Water and Sewer General Conditions.
There is an existing 8" sanitary sewer located on site. There is an existing 10" watermain located on site.
