To construct a church with a footprint of 18, 875 sf and associated site improvements.
Context
The central and southern parts of the site were formerly occupied by a mobile home park. The area is now overgrown.
A dilapidated residence stands near the southwest corner of the site. A few outbuildings stand in various locations
elsewhere on site. The northern end of the site is wooded. A stream runs along the east side of the property. A mix of
residential and commercial uses is on the north side of Rt. 250. The I64 interchange stands to the west. The Shadwell
property, which is under a historic preservation easement, is across Rt. 250 to the south.
Visibility
Because the density of the existing wooded area to remain in unclear, it is difficult to know exactly how visible the
proposed development will be from the Entrance Corridor. Wooded area along the EC frontage is currently heavy, but
proposed clearing may open views into the site along the frontage. The south elevation and some of the east elevation
of the church are expected to be visible from the EC. Views will be available into the site along the entrance drives,
with graded slopes visible.

Staff recommends the following as the primary points of discussion:

4. Perimeter parking lot trees at the southern parking lot and along the west side of the western parking lot
Staff recommends that the ARB forward the following recommendations to the Agent for the Site Review Committee:
— Regarding requirements to satisfy the design guidelines,
o As per § 32.4.2.2(b)(3) and 30.6.4(c)(5) and EC Guidelines 6, 17, 18, 19 and 39, service areas are not integrated into the overall plan
of development and are not compatible with the surrounding natural area; rolling terrain is not being preserved; and an organized
pattern of roads and service lanes does not guide the layout of the site. Consequently, the following changes are required:
• Eliminate the service drive to the septic fields. If the drive can't be eliminated, relocate and/or reorient the drive to significantly
reduce visibility from the EC and provide landscaping to better integrate the drive into the surrounding natural landscape.
• Add trees on the re- graded slopes at the south end of the building and parking areas to help integrate the regular grading of the
slopes into the surrounding natural landscape.
Regarding recommended conditions of initial plan approval:
o A Certificate of Appropriateness is required prior to final site plan approval. The following items (in addition to all other relevant
checklist items) will need to be addressed with the next ARB submittal:
• Eliminate the service drive to the septic fields. If the drive can't be eliminated, relocate and/or reorient the drive to significantly
reduce visibility from the EC and provide landscaping to better integrate the drive into the surrounding natural landscape.
• Add trees on the re- graded slopes at the south end of the building and parking areas to help integrate the regular grading of the
slopes into the surrounding natural landscape.
• Revise the landscape plan to include details regarding the replanting of disturbed areas within the stream buffer and the 20'
buffer on the west side of the site.
• Clarify the appearance of the pipes and ditches at the lower end of the entrance drive. Show how these elements will have an
appropriate appearance from the EC.
• Add the standard mechanical equipment note to the site and architectural drawings: "Visibility of all mechanical equipment from
the Entrance Corridor shall be eliminated."
• Provide a legible lighting plan. Include cut sheets for the proposed fixtures in the site plan. Ensure that spillover does not exceed
.3 fc at all property lines and coordinate this requirement with the notes on the plan.
• Remove the "This plan received preliminary ARB approval...." note from the landscape plan.
• Show the existing tree line along the Rt. 250 frontage and the tree line to remain consistently on all sheets. (The tree line is not
shown on the Rt. 250 Improvements plans or the existing conditions plans.)
• Revise the plans to include all easements associated with all utilities.
• Provide documentation from VDOT stating that the proposed grading and planting in the right -of -way is acceptable.
• Provide large shade trees at 31/2" caliper, 35' on center, and interspersed ornamental trees, along the Rt. 250 frontage of the
property in areas where grading is proposed and in areas where on -site wooded area to remain is thin.
• Increase landscaping to better integrate the entrance drive into the surroundings. Provide 21/2" caliper trees, spaced 40' on center,
along the full length of the entrance drive.
• Provide perimeter trees for the southern parking lot, 40' on center, 2%2" caliper at planting. Provide a staggered row of evergreen
shrubs along the eastern and southern perimeters of the southern parking lot, 24" minimum at planting.
• Add the standard planting note to the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature
height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant."
• Coordinate the landscape plan and the Rt. 250 Improvements plan regarding off -site grading.

The Albemarle County Architectural Review Board, at its meeting on January 20, 2009, completed a conceptual review of the site and building design
and an advisory review for a special use permit of the above -noted request to construct a two story multi - purpose building to include a sanctuary,
administrative offices, classrooms, along with playground, parking and associated site work. The Board offered the following comments for the benefit of
the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be
added or eliminated based on further review and changes to the plan.
Regarding the Advisory Review for the Special Use Permit:
The Albemarle County Architectural Review Board, by a vote of 4:0 accepted the applicant's request for deferral of the proposed special use permit.
Regarding the Conceptual Review of a Site and Building Design:
The ARB provided the following comments on the conceptual review of a site and building design to be addressed in the applicant's ARB submittal for
preliminary review:
Submit a Preliminary ARB Site Plan application that addresses all of the checklist requirements and that includes:
1. A revised building design, addressing all Entrance Corridor Guidelines, with a design, including form, fenestration, materials, and colors that are
compatible with historic buildings in the area, sensitive to nearby structures in the Corridor, with a human scale that is integral to the building and

site design. Submit samples of all proposed building materials and colors with the application.
2. Revised west and south elevations free from any appearance of blankness through the use of design details, including but not limited to, the use
of fenestration.
3. Drawings with a notation that the glass reflectance value shall be limited to 7 %. Include a sample of the glass with the submission.
4. The location of all proposed mechanical equipment. Include site and building sections that clearly demonstrate the equipment's lack of visibility,
as seen from the Corridor. Include proposed dimensions of the mechanical equipment on the drawings.
5. Revised site and building drawings reflecting the same building footprint design.
6. A revised site /grading /parking design that reduces the grading impact and tree removal required, with a grading design that is more reflective of
the surrounding topographic conditions. The use of steep, 2:1 slopes should be limited. Include a landscape plan that adequately addresses all
Entrance Corridor guidelines and includes an appropriate planting design for all proposed slopes.
7. A revised stormwater containment design where the use of level spreaders, visible from the Entrance Corridor, is replaced with a method of
stormwater containment that fits naturally into the topography with no need for screening.
8. A landscape plan that meets or exceeds all Entrance Corridor landscape guidelines, with the existing and proposed trees lines, the limits of
grading and clearing, and the location and method of tree protection clearly indicated.
9. A lighting photometric plan showing the location of all proposed site, building and decorative lighting. Provide a luminaire schedule of all
proposed exterior lighting on the photometric plan, clearly indicating all lighting options chosen, including but not limited to heights and colors
proposed for all fixtures and poles. All fixtures emitting 3,000 or more lumens shall be full cutoff style fixtures.
Furthermore, the ARB recommended that the applicant submit the following items for the next ARB review for the Special Use Permit:
1. A 3D model clarifying the degree of visibility of the site and building development.
2. Material samples, including the copper, block and glass.
3. A landscape plan, as developed as possible.

Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval
signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those
requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will
facilitate review and approval.

Dear Mr. Delph:
The Albemarle County Architectural Review Board, at its meeting on March 16, 2009, held a work session on ARB2008- 00171. The ARB had the
following comments:
As a result of the work session, it was the consensus of the ARB that the following issues must be addressed in the next submittal:
1. Provide a natural planting scheme. Concentrate on planting to minimize views of parked cars from the EC.
2. Clarify proposed materials, colors and textures; provide an accurate key on the drawings.
3. The reflectivity of the proposed copper panel and the color of the block should be carefully considered and accurately represented in submitted
drawings
It was also indicated that the action on the conceptual review of the site and building design from January 20, 2009 should be revised as follows:
1. #1 should be revised as follows: A building design addressing all Entrance Corridor Guidelines, with materials and colors that are compatible
with historic buildings in the area, sensitive to nearby structures in the Corridor. Submit samples of all proposed building materials and colors
with the application.
2. #2 should be deleted.
3. #6 should be deleted.
