This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. Please submit 7 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. Provide proof of each reviewer's tentative approval once received. The Lead Review will notify you when it is time to submit copies for signature. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained: Planning Division (3 copies 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. 2. [32.5.2 f] Watercourses and other bodies of water. Show limits of Water Protection Ordinance Buffer on property. WPO buffer information can be found on County's GIS website. 3. [32.5.2(n)] Outdoor lighting. Any proposed outdoor lighting must be shown on the site plan. A photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sec. 4.17 of the Zoning Ordinance. 4. [32.5.2 1] Existing and proposed utilities. Indicate deed book and page reference as well as ownership and width of existing utility easements. S. [32.5.2 q] Traffic generation figures. Provide traffic generation figures on plan. 6. [32.7.5.1] Water Supply and Sewage System. All private water and sewer facilities shall be designed and constructed to the standards of the Virginia Department of Health and be approved by the Health Director. Health Director approval is required prior to final site plan approval. The water supply also shall satisfy the requirements of section 32.7.6(b) to provide fire protection. 7. [32.6.2 j] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site plan. 8. [32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to use existing trees to satisfy any of the landscape plan requirements, please include the following: 1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. 2. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to ensure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, the checklist shall conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter amended. 9. [32.7.9.4(c)] Existing landscape features. In landscape plan identify weather existing wooded areas are composed of evergreen, deciduous, or a mix of type. 10. [32.7.9.6] Landscaping within a parking area. An area of at least five percent of the paved parking and vehicular circulation area shall be landscaped with trees or shrubs with at least one large or medium shade tree per ten parking spaces or portion thereof. This requirement does not appear to have been met with the landscaping shown on the initial site plan. Provide calculations to show this requirement has been met with the final site plan. 11. [32.7.9.8] Tree canopy. The minimum required tree canopy for the site is ten percent. It appears the majority of the tree canopy requirement will be met with existing trees. Provide calculations on the final site plan to show this requirement has been met. 12. [17 -403] A Tier III Groundwater Assessment is required prior to approval of final site plan. Albemarle County Engineering Division (1 copy) 1. DEQ's VSMP approval will be required prior to final site plan approval. Albemarle County Historic Preservation (1 copy) Recommended Changes: 1. Archaeological resources may exist in the proposed area of work. A Phase 1 Archaeological Survey is recommended to determine if such resources exist. Depending on the results of the Phase 1 Survey, additional evaluation and treatment may be necessary. Virginia Department of Historic Resources input is recommended and the need for an Environmental Impact Statement should be confirmed. Virginia Department of Transportation (1 copy) The existing entrance does not meet the existing requirements for commercial entrances on a highway with shoulders. The throat width should be a minimum of 30' and the entrance radii should be a minimum of 25'. 2. The sight lines for the entrances should be added to verify the availability of adequate sight distance at the entrance. Fire Rescue (1 copy) 1. Fire access road shall be installed to within 150 ft of all of the first floor VSFPC 503.1.1 2. Fire access road shall have an unobstructed travel width of 20 ft VSFPC 503.2.1. The area leaving the parking lot is only 9.78 ft wide. A fire truck can't make the turn onto such a narrow road.
