Dear Mr. Newberry:
We have reviewed the Initial Site Plan for Free State Run, as submitted by Shimp Engineering, and
offer the following comments:
1. CG -6 should be provided along both sides of Free State Road up to Daisy bane.
2. The existing paved sidewalk along Free State Road should be improved and tied into the
existing concrete walk at Daisy Lane.
3. Extend the milling/overlay tie -in point on the west bound lane of Free State Rd to
approximately STA 10 +50.
4. The proposed retaining wall along Free State Road should not be located within the ROW.
We recommend relocating the sidewalk from the west bound side of Free State Rd. to the
east bound side.
5. Graphically there appears to be a DI -2 on free State Road, approx STA= 13+00, this should
be replaced with a DI -3 during construction.
6. Proposed grades for local Residential Streets shall be less than 15 %.
7. The minimum K value for a sag vertical curve (25 mph) is 26. Please revisit curve #3 and #7.
8. Please provide cross drain locations where applicable.
9. Revisit the station labels on the road profiles for consistency.
10. Revisit the design speed. The design speeds provided on the road profiles are 25 mph
therefore the minimum centerline radius is 200'.
11. Free State Court and Free State Road should intersect at right angles.
12. A landing, having a minimum of 50' in length and a maximum vertical grade of 2 %, should
be provided at each proposed intersection.
13. During final site plan review additional detail is necessary to avoid the potential of water
ponding in the intersection (additional spot elevations or a profile of curb line).
14. The on street parking on Free State Road is posing visibility concerns and should be
relocated across the street or eliminated.
15. Driveway aprons shall be perpendicular to the street. Ex. lots 1, 2 & 26
16. Continue the proposed curb & gutter on Free State Court around the PC and onto Free State
Road (to the east) for future improvements.
17. A cul -de -sac is preferred rather than the "T and Branch' type of turnaround.
18. Revisit the dedicated ROW at the intersection of Free State Court and Private Road A. As
proposed the dedicated ROW is inadequate for a truck to turn around during maintenance
operations such as snow removal.
19. Reduce the number of bends in the waterline (If deflection allows, it is preferred that the
waterline follows the horizontal, vertical curvature of the roads).
20. During final site plan review please provide the following: Storm Sewer profiles, Storm
sewer computations, waterline profiles (provide existing and proposed utility crossings, along
with their clearances). Also provide pavement designs, typical sections of the roads and
sidewalks as well the line of sight profile.
