These should all be revised to 55-78. I don't know what's going on with the real estate office that they had it listed as 78A, but at least we caught the correction I suppose. Anyway, I found one other minor mistake on sheet 3 as well. . .so if you could also make that change, that would be great. Please make sure all of the deeds and the declaration also reference the newly corrected TMP. Thanks! If any of the creekside lots are going to use this road, you may want to address maintenance (until it's taken into the state system) in the supplemental declaration. I understand that removing the road might be an uphill battle at this point. I would like to proceed in platting the roadway as designed and approved, without including the turn-around within the r/w. If this road is not going to be extended, then we should remove the road, but if the road is presumed to be extended in the future, then the turn-around should not be included in the right-of-way. There is also an ordinance requirement to extend roads to the adjacent property lines (see section 14-409). If the issue is that no one things that the road will ever be extended, then maybe we just delete the construction of the road, but keep the r/w available. This road is not serving anything for Creekside (all lots are being served from the front street). They can grade in the roadway to the proposed subgrade of the road, and just not construct the road. Cliff, Sorry for the late reply. I don't know much about bonding,that is done through Engineering not Planning...so I spoke with the reviewing engineer(copied) about it. He is fairly new to the County and,obviously,this project and is not familiar with where the bonds stand at this point. Some of the bonding was phased, but I don't think all of it was. I finally had a chance to give this a look and they didn't submit this application until early May,so anticipating approval early June was probably overly ambitious. It looks like reviews were done in a timely fashion (within a few days of our policy goal). Revisions were submitted about three weeks later and again reviews were completed in a timely fashion (VDOT was a little later, but they aren't held to our timelines). Now we're waiting for the next revision submittal. So, I think it's probably two things...1)anticipating review with no comments and approval within a month is unrealistic (that almost never happens)and 2)they have probably received more comments than anticipated ...new issues arose in this phase that haven't happened in the previous phases. The road is about 170' long, and has maybe (1) lot accessing from it (lot 45). Technically, if the road was 150' long and had 2 lots or less accessing from it, it would not even need a turn-around. Also, Creekside IV is in negotiations with Shifflett about acquiring the northern 2 acres and building 3-4 more lots between the property and Jarman's Gap. In certain circumstances, I agree that the turn-around would need to be in the right of way, since it would be a permanent feature. I really do not think this will be a permanent turn-around, and I do not see VDOT accepting this roadway until it's extended, because the roadway doe not serve 3 or more lots. This really could be handled as an easement. As far a maintenance and snow removal, the OT HOA takes care of this, and this would be included. Thanks.
