Subject: ZMA201500002 Franklin Street Steep Slopes
We have reviewed the application plan for the rezoning referenced above (drawn by AJH and dated 1- 20 -15). The
following comments are those that have been identified at this time. Additional comments may be added or eliminated
based on further review.
A comment of "no objection" was received from the following reviewers:
Albemarle County Service Authority (Alex Morrison)
Inspections Division (Jay Schlothauer)
Virginia Department of Transportation (Troy Austin)
Rivanna Water and Sewer Authority
1. Capacity issues for sewer that may affect this proposal None Known
2. Requires Rivanna Water and Sewer Authority Capacity Certification See below*
3. Water flow or pressure issues that may affect this proposal None Known
4. "Red Flags" regarding service provision (Use attachments if necessary) None Known
*If the proposed development will produce over 40,000 gal of wastewater per day, RWSA will require a flow capacity
certification prior to final site plan approval.
In addition, RWSA has the following comments for the applicant:
1. Any connection to an RWSA sewer manhole to serve the proposed development will require RWSA approval.
2. RWSA has an existing access easement along Moores Creek Lane. It is imperative that RWSA maintain 2 -way
access along Moores Creek Lane at all times during construction.
3. The contractor will be responsible for repairing any damage to Moores Creek Lane caused by construction
activities.
4. RWSA is designing a water meter to be located at the corner of Franklin Street and Moores Creek Lane as part of
its Urban Water Wholesale Master Metering project. The applicant should be advised that the design must take
into account the proposed meter location and associated easement.

Zoning
1. Sheet 1 of 2 should be the only sheet that is eventually acted upon. Sheet 2 of 2 should only be an illustrative plan
showing one way the site could be developed. The property owner should not be held to the development shown
on sheet 2.

Planning
1. Please label Sheet 1 as "Sheet 1 of 1" and specifically title Sheet 2 as an "Exhibit."
2. On Sheet 1, please remove any slopes shown that lie outside of the property boundary for TMP 77 -40B.
Alternatively, please add a note that states "Slopes shown beyond the boundary of Tax Map and Parcel 07700-00 -
00 -040BO are not subject to this rezoning request."
3. I would like to better understand the extent of the slopes where the field -run topography shows areas less than
25% slope. On Sheet 1, please add a table with area summaries for each of the classifications shown under the
legend. Additional labeling of the slopes adjacent to Franklin Street would also allow for a better understanding of
the fragmentation within these areas.
4. Consider adding a different color to each classification of slope shown under the legend to make the plan easier to
read.
