County engineering understands that an updated set has been provided to VDOT from this submittal. The plan cannot be approved as submitted and will require the following corrections before approval can be granted: A. General Review Comments 1. Per Proffer 9A of ZMA -2007 -00001 (Hollymead Al ), please provide a critical slope waiver request which will be considered by the Planning Commission. 9. Critical Slopes, Erosion and Sediment Control and Stormwater Management. A. Critical Slopes. The Owner shall apply for critical slope waivers for any roads located in critical slopes governed by § 18-4.2 et seq. of the Albemarle County Code, 2. This road plan cannot be approved until the SWM plan for the Great Escapes Movie Theater is approved and includes from Sta.16 +00 to Sta. 1 8 +75 of Meeting Street in the calculations. (WPO- 2008- 00086 had included Sta. 10 +00 to Sta. 16 +00 of Meeting, Street in that project's SWM plan.) 3. The ESC plan for Great Escapes Movie Theater must include the construction of Phase 11I of Meeting Street within its limits of disturbance and provided adequate protection as necessary. (WPO- 2008 -00086 had not included any part of Meeting Street within its limits of disturbance.) The grading of the road plan must match the grading shown for the roadway within the ESC plan. 4. A subdivision plat for the ROW dedication should be recorded no later than when the request for a Certificate of Occupancy for any building on the movie theater site plan is submitted to the Zoning Department. Prior to recordation, the applicant must request a road bond be computed by completing the request form and submitting it with the $250 fee to the county. 5. Please note that Proffer 1 of ZMA -2005 -00015 requires the construction and acceptance of Meeting Street from Towncenter Drive to the southern property boundary within 2 years of approval of the first site plan. The first site plan for this area was approved on December 31 2008. This proffer is enforced by the Zoning Department. It is up to the Zoning Administer when the construction of this road to the proffer will be required. 6. The road plan cannot be approved until the two public transit stops for Hollymead Area A2 have been approved by the Director of Planning as required by Proffer 3 of ZMA -2007 -00001 (Hollymead A2). If the public transit stop is to be the located on this section of road. the design of the stop will need to he included in the road plan. 3. Public Transit Stop Construction, The Owner shall construct two public transit stops within Hollymead Town Center Area A-2. The location of the public transit stops shall be identified on the approved General Development Plan and retained in the County files. The locations shall be approved by the Director of Planning prior to approval of the first subdivision plat or site plan for Nollymead Town Center Area A -2. Construction of the public transit stops shall occur in conjunction with irnprovements for the subdivision plat or site plan or the public street plans which include the area for the transit stops, The design of each public transit stop shs be subject to approval by V3OT and the County Engineer, and shall include no less than 20O square feet of paved surface and two benches.. 7. Please remove all references to the 2010 overlot grading area plans. These plans have not been approved. 8. The Rivanna Water and Sewer Authority has stated its desire to use a portion of Meeting Street as a corridor for a transmission line to serve the area. County engineering encourages the applicant to work with RWSA and VDOT to determine where the line is to be installed in the future and keep the Community Development Department informed. B. Road Plan Review Comments 1. VDOT approval is required. Once VDOT approval is received, please forward the letter to countv engineering. 2. The road cross - section in the current plan does not match what was shown on the originally approved rezoning plan. The applicant must request a variation to the Planning Department for a change to this road section. (Providing left turn lanes appears to he easier with the cross - section possessing the I Oft median.) 3. A left hand turn lane from Northbound Meeting Street into the Great Escapes site will likely be needed. Please provide a turn lane warrant for this movement. 4. Please provide a crosswalk for the greenway trail. 5. VDOT generally requires lft of additional ROW from the edge of VDOT- maintained features. 6. The lane configuration southbound from the roundabout is awkward. The through movement needs to transition to the right lane abruptly as currently designed. 7. What is the design speed for the roadway?
