The final subdivision plat mylars and deed of dedication and easement for HTC - Abington Place Phase I,
received on 07 December 2006, have been reviewed. The engineering review for current development will
recommend approval when the following items have been adequately addressed:
A. Final plat & Deed of Dedication and Easement comments:
1. Some of the lot dimensions and sizes shown on the final plat are different from the lots shown on
the last plat submittal as well as the final site plan mylars for Abington Place Phase I, reviewed
under County file SDP -2005- 00019.
Rev. 4: This comment has been adequately addressed with this plan submittal.
2. The wording on the Deed of Dedication and Easement needs to be exactly the same as the wording
on the final plat. The deed shows "SWM Access Easement Hereby Dedicated to Public Use" and
"Storm Water Management Easement Across Open Space E Hereby Dedicated to Public Use ".
The final plat sheet 6 of 16 shows the verbiage correctly. However, Sheets 7, 9, 10, & 13 show
verbiage that is not the same as shown on the deed of dedication and easement. Please revise the
final plat and the deed of dedication and easement to match each other.
Rev. 4: This comment has NOT been addressed. The verbiage shorn on the final plat does not
match the verbiage on the deed of dedication and easement.
3. With the required changes, please make sure that the date of the revised plat matches on the deed
of dedication and easement.
Rev. 4: Comment NOT addressed. The dates of the final plat and deed do not match each other.
4. Rev. 4: The internal drainage easements ()tithe private streets need to be labeled "DEP".
5. All other previous review comments were adequately addressed with the most recent submittal.

Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by July 31, 2006. Failure to submit this information by this
date will result in suspension of the review schedule. Review will resume when revisions are submitted
along with a reinstatement fee of $65.

The Planner for the Zoning & Current Development Division of the Albemarle County Department of
Community Development will recommend approval of the plat referred to above when the following items have
been satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.) [Each comment is
preceded by the applicable reference to the Albemarle County Code.]
1. [14 -302A 8 and 14 -303D] Provide the area for each portion of the linear park that is split by Abington
Drive.
2. [14 -302A 9] Provide the proper building site note. "Parcel [letter or number] and the residue of Tax
Map /Parcel [numbers] each contain a building site that complies with section 4.2.1 of the Albemarle
County Zoning Ordinance."
3. [14 -302B 5] Note the ZMA number for the NMD designation
4. [14 -302B 8] The minimum setbacks were set with the Rezoning not by the Subdivision Ordinance as
stated in note 5 under General Notes
5. [14 -303 G] Note the ownership of the open space. The numbers differ for the open space from the front
page tabulation to the individual plat pages showing the parcels. On the plat pages show not only the
square footage but also the acreage number.
6. [14 -303 N] Provide the following statement: "The streets in this subdivision shown as private streets may
not meet the standards for acceptance into the secondary system of state highways and will not be
maintained by the Virginia Department of Transportation or the County of Albemarle."
7. [14 -303 S] Provide control points. At least four (4) control points, evenly distributed across the property
and located at survey property corners, and shown on each sheet depicting the property. At the option of
the subdivider, the control points may be shown on a copy of the final plat, rather than on the original
final plat.
8. [14 -316] VDOT approval of the entrances on to public streets.
9. [14 -317, 18 -4.7] Submittal of covenants or other such instrument which evidences the establishment of an
owners' association and provides for ownership and maintenance of proposed open space, private streets
and alleys. Such document shall be subject to County Attorney review and approval and shall be in
accordance with Section 14 -317 of the Subdivision Ordinance - Instrument evidencing maintenance of
certain improvements.

Below are VDOT's comments on the Site Plans for the July 20 Site Review Committee Meeting:
SDP - 2006 -00065 Colonial Baptist Church Missions and Storage Building - Maj. Amendment.
(Steve Tugwell)
• The posted speed is 45 mph so the design speed should be 50 mph. Assuming a 10 mph
decrease in the through lane, the approach speed of 40 mph should have a deceleration length
of 275 feet and a taper of 100 feet.
• All entrances must meet the current standards based on Minimum Standards of Entrances to
State Highways and the Road Design Manual.
SDP - 2006 -00065 Old Trail Villa;?e (Phase I) (Francis MacCall)
• VDOT has never received a traffic impact study for all phases of this development and cannot
adequately evaluate impacts to Rte. 250 and Rte. 691 at either end of Old Trail Drive nor can
we evaluate the functionality of Old Trail Drive to meet the traffic demands.
• The design speed on Rea's Creek Dr. should be 30 mph and it should have 11 foot lanes.
• Block lengths should be a minimum of 500 feet and opposing streets should be a minimum of
250 feet away from other connections when the ADT is projected to be >1500 VPD. Rea's
Creek Drive falls into this category. Parking and connections on this block of Rea's Street
need to be restricted to allow the roundabout traffic to function properly.
• All radial returns that are less than 25 feet on connections need to include an Auto Turn
evaluation for a SU truck. Commercial entrances need to be a minimum of 30 feet in width.
• Sidewalks proposed for VDOT maintenance need to be completely within public right of way.
• Have bicycle accommodations been addressed?
• Indicate the sight distances at all connections including south east leg of the roundabout.
• The Right of Way at the roundabout does not include a clear zone.

• Road and drainage plans with drainage calculations are required.
• The waterline should not run longitudinally along public streets within the travel way. Please
relocate all underground utilities outside of the proposed pavement. The sanitary sewer line

• When the preliminary site plans are developed and submitted for review, please be sure to
include the following:
o Master Plan with all phases of Abington Place
o Trip Generation numbers generated from the proposed site

Requirements and the Road Design Manual
• All commercial entrances and street connections must meet the minimum requirements as

• Please submit the following when the preliminary site plans are developed and submitted to
the county
o Road and drainage plans including drainage calculations
o Improvements to the intersections / connections to rte. 618 including entrance at lot

o Trip generation from the proposed development and existing traffic on rte. 618
o Existing geometry on rte. 618 such as horizontal alignment, road width, shoulder
width, etc.
o Entrance and connection data
• Subdivision plans need to be designed in accordance with VDOT's current Subdivision Street

• All commercial entrances and street connections must meet the minimum requirements as

Please request the applicants submit a written description of the revisions when resubmitting for

1. Some of the lot dimensions and sizes shown on the final plat are different from the lots shown on
the last plat submittal as well as the final site plan mylars for Abington Place Phase I, reviewed
under County file SDP-2005-00019. The applicant has the following options to proceed:
• The applicant can change the lot lines on the final plat mylars to match the final
site plan.
• The applicant can leave the lot lines as shown on the plat mylars and allow staff to
conduct additional review to determine if the final site plan approvals are still
valid for this plat. (Please let us know if this option will be used, in writing, as
soon as possible so staff can start this review.)
2. On the cover sheet, please correct the sheet numbers shown on the lower right corner in the table:
Drawing Index. The pages 9 of 7, 10 of 7, and 11 of 7 are incorrect and need to match the
drawing sheets labeled 9 of 16, 10 of 16, and 11 of 16.
3. The signatures on the final plat need to be black ink. (We have been informed this is a
requirement by the County Attorney.)

Good Afternoon:
This E -mail relates to the Abington Place at HTC Phase 1 final subdivision plat. I have attached the last
engineering review comments for this plat performed on 04 August 2006 as well as shown them below.
There are currently several outstanding items concerning the Engineering review.
A. Final plat comments:
1. Please show all required drainage, SWM maintenance accesses, and all other easements on the plat. [14-
409]
Rev. 1: Comment NOT adequately addressed.
This plat needs to show all the required drainage, SWM maintenance accesses and all other required
easements regarding all parcels associated with this final plat. This includes road plans, SWM plans, and
final site plans.
Here is an example: I refer to Sheet C -1., Sheet 5 of 11, from plans dated 02 August 2006 from Daggett
and Grigg for the final site plan for Abington Place Offices and Condominiums; there is a SWM
maintenance road & access, pipe outfall from Livingston Drive and outfall of the 24 " pipe that need to be
shown in easements going to the SWM facility on TMP 32 -46. The easements for drainage from the public
streets, "dedicated to public use ", will extend outside of the public right -of -way to the first manhole
structure or outfall point whichever comes first. At this point the easement will continue around the
entire SWM facility and will NOT be dedicated to public use.
The mylars for the site plan for Abington Place Condos & Offices will NOT be signed until these
easements are shown on a final plat, reviewed by the County, and recorded. (County Code section 18-
32.7.4)
2. This final plat encompasses several site plans and private /public street plans. All required road, E &SC,
and SWM plans need to be approved before the final plat can be approved. [14-311, 312]
Rev. 1: ALL required plans have NOT been approved at this time. A complete review of this final plat
will he performed when all plans are approved and this plan can he compared to the approved plans.
It appears that all associated site plans, ESC and SWM plans have been approved by the County. It
appears that all required bonds are in place. This comment has been addressed.
3. This final plat encompasses several site plans and private /public street plans. All required road and water
protection ordinance bonds need to be posted and approved before Engineering can recommend approval
to this subdivision plat. [ 14 -412]

to SWM facilities on the plat. The drainage easements associated with drainage leaving a public street
need to be shown in a "Drainage easement dedicated to public use" otherwise the easement is just an
access or drainage easement. The easements for drainage from the public streets, "dedicated to public
use ", will extend outside of the public right -of -way to the first manhole structure or outfall
point whichever comes first.
6. Please provide a revision date all future submittals of this plat. [14- 302B1]
This comment should be adequately addressed with the next submittal of the final plat.
