ARB Meeting Date October 20, 2008 Staff Contact Margaret Maliszewski SITE/PROJECT HISTORY • The ARB conducted an advisory review for the rezoning and special use permit and a preliminary review of the site development plan for Area A of the Hollymead Town Center in October 2005. The action letter from that review is included as Attachment A to this report. • In February 2006, the ARB reviewed as an "other business item a revised layout for Area A. It was the consensus of the ARB at that time that the revised layout, showing one relocated building, would not be a problem, but the scale of Building F at the corner was identified as a potential problem. • In August 2006, the ARB reviewed as an "other business "" item another revised building layout for Area A. It was the consensus of the ARB at that time that the revised layout would be an improvement if there was a heavy buffer that screened the visibility of the parking and if the utilities did not prohibit sufficient plantings. • In February 2007" the ARB reviewed as an "other business "" item the issue of the stormwater easement and planting along the EC frontage of Area A. It was the consensus of the ARB at that time that the buildings should be moved back to get the required landscape area in. • On June 4, 2007. the ARB completed another advisory review for the rezoning of Area M (ARB- 07 -40). Specifically, the review addressed a plan for frontage landscaping. The action letter from this review is included as Attachment 13 to this report. • The rezoning for Area A was approved in September 2007. • In July 2008" the ARB reviewed as an "other business "' item a proposal to use tilt -up panels for the Kohl's store. It was the consensus of the ARB at that time that the tilt -up panels could be considered, but samples showing the color and finish would be required. ARB 10/20/2008 Hollymead Town Center Area A 1 - Page 1 CONTEXT Area A is the southernmost section of the Hollymead Town Center development. Area B, located to the north /east of Area A, is the commercial area of the town center that has already been constructed. The Forest Lakes development and Holly Memorial Gardens are located across Route 29. PROJECT DETAILS /CHANGES The applicant proposes to construct a retail shopping center, including a Kohl's department store as the anchor. The project includes 12 buildings, parking lots, road construction, and associated site improvements. The building layout has changed since the 2005 review. The parking area located between buildings C and D adjacent to the EC has been converted to a biofilter. Landscaping has been revised. Elements of the Kohl's design have been revised. Retaining walls have been added to the plan. VISIBILITY The shopping center is expected to be highly visible from the EC. In particular, Buildings A. B, C, D, E, J and K will have the most visual impact. ANALYSIS (based on architectural plans A501 -A506 dated 9/3/08; colored Kohl elevations sheet DE -1 with revision date of 8- 29 -08; site plan sheets C13 -C16, C19 dated 8- 18 -08; site section sheet 1 dated 9/2/2008; color town center perspectives and Rt 29 elevation undated) NOTE: In this submittal, south elevations face the EC. Issue: Kohl's architectural design Comments: The Kohl's store is proposed to be located approximately 500' from the EC. • The architectural elevations of the Kohl's building are not to scale. • Comments from the previous meetings indicated that the red brick planes between the entrances and corner towers should be eliminated. These brick panels remain to the left of the entrances on the EC (south) and front (east) elevations. Total elimination of the brick panels is not recommended. However, with the asymmetrical facade design and the competing entrance and sign elements, the elevations appear unbalanced and the series of elements does not produce an overall coordinated appearance. • Together with the "Kohl's" signs, which appear to be approximately 6' tall x 35' long, the brick panel elements look like billboards. A similar brick panel and sign appear on the rear (west) elevation. It was previously suggested that the signs be moved above the entrances, but this has not been done. • It was previously suggested that the rear elevation, which was composed primarily of alternating brick panels and spans of EIFS- covered wall, should receive alternate treatment. The corner tower elements of the front and EC elevations have been added to the middle and west end of the rear elevation to help break up the blankness, but the elevation is still clearly a rear elevation that is visible from the EC. The sign attracts additional attention to this rear elevation. • The north, south and east elevations are composed of elements that project from the main block of the building. The projections on the plan don't match those on the elevations. • It was previously recommended that the height of the western end of the building be reduced to match the height of the main block of the building. This was not done. • Materials and colors have been submitted, although actual brick samples were not included. The "Super white" Dryvit for the entrances is a bright white, as is the white for the accent bands and the aluminum storefront. • The color renderings include storefronts whose glass area is rendered in multiple colors. It is not clear if ARB 10/20/2008 Hollymead Town Center Area Al - Page 2 this is supposed to represent a reflection, signage, or some other treatment. • Trellises are proposed on the east and south elevations where tilt -up panels are proposed. The elements look similar to those used at Target. The trellises are not shown on the plan, and a detail clarifying their material, construction and appearance is not included in the plans. • Tilt -up panels are proposed for large portions of the Kohl's elevations. Three colors ( "quiet hideaway - , "pepper spice and '`brown bag ") are proposed for the coating system. The ARB previously expressed concern about the color and finish of the panels. Color samples have been provided. It isn't clear if the finish and texture shown on the sample board are accurate. Recommendations: • Provide legible, to- scale, black and white line drawings of the Kohl's building. • Revise the Kohl's design to establish balanced elevations with elements combined in a way that provides for an overall coordinated appearance. • Reduce the size of the Kohl's signs to eliminate the billboard appearance. Incorporate the signs into the entrance elements. Eliminate the sign from the west elevation. • Coordinate the plan with the elevations regarding footprint. building projections, trellises, etc. • Reduce the height of the western end of the building to match the height of the main block of the building. • Provide details on the design. construction and treatment of the trellises. • Provide brick samples for the Kohl's building. Indicate the material of the coating system for the tilt -up panels. Clarify its texture and finish. Provide samples. Provide a less bright white for the Dryvit at the entrances. the accent bands, and the storefront. • Clarify on the elevations that all proposed windows use clear glass and that they are true windows — not display windows or sign areas. If the windows do not provide views into the active space of the building, provide details on their design, construction and treatment. Issue: Shopping center buildings Comments: • Some of the elevations for the shopping center buildings are labeled as front, back, right, and left. See Attachment C for a list of the coordinating directions (north, south, east, west). Note that in this submittal, south elevations face the EC. It would be helpful if future submittals included the directions on the elevation labels. • The general design of the shopping center buildings follows that of the design that was reviewed with the rezoning application. However. the building layout has changed. The long building that originally fronted the EC has been deleted and now four buildings separated by biofilters and parking front the EC. The introduction of multiple smaller buildings is an improvement. • Typical column, corner and arch profiles have been provided. • Comments from the October 2005 and June 2007 meeting indicated that the towers ofthe shopping center buildings should be limited to 30' in height. The towers still exceed that height and reach approximately 39' high. • Building J, at the corner of Rt. 29 and Town Center Drive, is a large building. It measures 200' (along the EC) x 150'. The EC elevation runs in a continuous plane without any significant projections. Breaking down the south elevation by incorporating projections or other treatments would help reduce the mass along the EC and provide for more coordination between the scale of Building J and the other Buildings fronting the EC. On the planting plan, what appears to be the entrance on the west elevation does not match the entrance in the elevation drawings. • The east elevation (facing Town Center Drive) of Building J. includes a wall to screen a dumpster and loading area, located approximately 140' from the EC. Cryptomeria are proposed along the wall. These ARB 10/20/2008 Hollymead Town Center Area Al - Page 3 trees can reach 35' tall and 15' wide. A row of six Serbian Spruce (which grows 55' high x 25' wide) continues from the row of Cryptomeria towards Building K, fronting the parking area between Buildings J and K. Proposed elm trees and flowering cherry trees, and a row of existing trees are located between the evergreens and Town Center Drive. (Cryptomeria is a fast grower; Serbian Spruce is a slow grower.) Although the dumpster would be screened by the brick wall, this service area will be visible from the EC. Trucks in the loading area will be visible. The arrangement is similar to the one at Target, though at a much smaller scale. The architecture of the building would not completely screen the service area from view. In the proposed design, planting would be providing much of the screening. • The submittal does not include information on the proposed windows. Windows visible from the EC must appear to be true windows. • Building K is a bank with a drive - through structure. The drive - through is located at the west end of the north elevation, where visibility will be minimized. Consequently, the drive - through is not expected to have a negative impact on the EC. • Buildings F and G are located approximately 350' from the EC. A sidewalk with trees is located between the buildings, and a retaining wall and biofilter are located at the west end of the pair. Buildings H and I are arranged in a similar fashion and are located just beyond Buildings F and G (as viewed from the EC), with a travelway separating the building pairs. • Buildings D and E have the same southern (EC) and side elevations. Building C is similar in design, with the taller barrel vaulted element at the end rather than the center. • Building 0 is located approximately 900' from the EC and is not expected to have an impact on the EC. Recommendations: • Include directions (north, south, east, west) in the labels on the architectural elevations. • Reduce the tower elements in the shopping center to 30' tall maximum. Adjust other elements accordingly to maintain proportions, ensuring that rooftop equipment won't be visible. • Coordinate the plans and the elevations for Building J, particularly regarding the location of the entrance. • Revise the design of the EC elevation of Building J, by incorporating projections or other architectural treatments, to reduce the mass and increase coordination with the other buildings located along the EC. • Revise Building J to use the architecture of the building to screen the loading area, then supplement with planting. • Revise the plans to include information on the windows of the shopping center buildings, indicating that all windows visible from the EC utilize clear glass and are true windows providing views into the buildings. Issue: Planting along EC frontage Comments: • Previous comments indicated that all tree plantings shall be located a minimum of 20 feet from the closest overhead power line, and that the distance should be dimensioned on the planting plan and a note added for further clarity. The note does not appear on the landscape plan. Trees are located 20' from the overhead electric line that is illustrated on the plan, but the electric line is shown outside the electric easement, and the trees are not 20' from the easement. • Most of the shrubs proposed along the frontage fall within a utility easement. • The plant list includes three tree species (Red Maple, Sweetgum, Elm) that are proposed at multiple sizes (3.5" and 2.5 "), but are identified with a single key (AR, LSR, and UP). For clarity and to ensure that EC trees will be planted at 3 caliper minimum, different key letters should be used. • CBC appears on the plan (south of Phase 2), but it does not appear in the plant list. Recommendations: ARB 10/20/2008 Hollymead Town Center Area Al - Page 4 • Clarify why the electric line is shown outside the electric easement. Revise the planting plan to include a dimension clarifying that all tree plantings shall be located 20 feet on center minimum from the closest overhead power line. Add a note to the planting plan indicating: "All large tree species shall be located 20 feet on center minimum from the closest overhead power line." • Provide documentation that easement holders do not object to the plants proposed within their easements. • For clarity, revise the plant list to provide different key letters for plants of the same species proposed at more than one size. • Include CBC in the plant list or delete it from the plan. Issue: Rooftop Equipment Comments: The Kohl's elevations include dashed -in rooftop equipment. One unit extends above the roofline, but it is not expected to be seen from the EC due to the lower elevation of the EC. Rooftop equipment for the shopping center buildings has not been addressed. Recommendations: Provide information on the plans showing that equipment for the shopping center buildings will not be visible from the EC. Include the following note on the architectural and site plans: "Equipment shall not be visible from the Entrance Corridor. Issue: Parking lot planters Comments: In the previous review it was recommended that the minimum parking lot planter size have 100 sf of surface area and that a minimum 3' depth of planting medium be provided for each tree. A detail should be included in the plan to clarify that these conditions will be maintained. Recommendations: Revise the plan to include a detail indicating that the parking lot planters have a minimum of 100 sf of planting area and a minimum of 3' depth of planting medium. Issue: Lighting Comments: The cut sheet for the parking lot pole light is included in the site plan, but it is not legible. The lighting and landscape plans are provided at different scales, so possible tree and light pole conflicts cannot be identified. Some light poles are located on top of drainage pipes or within drainage easements. Recommendations: Revise the lighting plan to include cut sheets that are legible. Provide the lighting plan at the same scale as the landscape plan. Eliminate all light pole /drainage conflicts, as well as any other lighting /utility or landscape conflicts. Issue: Stormwater management facility Comments: • A previously approved stormwater pond is located south /west of the truck route. Only a portion of the pond and its grading and landscaping are included on the current plan. Grading and planting are proposed in close proximity to the pond. so coordinated grading and planting can't be ensured without showing the pond on the plan. Previous comments indicated that plants should be provided throughout the facility, and integrated with the planting elsewhere on site. and that the planting should relate to the pedestrian trail. Recommendations: • Revise the plans to include the stormwater pond located west of the truck route. • Revise the landscape plan to provide plants throughout the entire surface area of the stormwater pond. Integrate them with the proposed landscaping elsewhere on the site. The pond plantings shall relate directly to the pedestrian trail. Issue: Retaining walls Comments: ARB 10/20/2008 Hollymead Town Center Area Al - Page 5 • The planting along the west side of Kohl's and the truck route does not appear to be sufficient to mitigate the blank facade or to integrate the various elements of the proposed development. The Kohl's building backs up to the travelway, so planting is limited to the south side of the travelway, and the proposed planting is limited to trees planted 40' on center. • Two retaining walls running approximately 400' long with maximum heights of 8' each are proposed between the truck route and the stormwater pond, from Building B to the middle of Building A (Kohl's). Previous comments indicated that tall evergreen shrubs should be planted at the top of the retaining walls and that evergreen trees should be planted along the truck route. This has not been done. Willow oaks and Sweetgums are proposed along most of the west side of the truck route (there is a 130' gap in the row near Building B) and Serbian Spruce are added near the EC end of the route. The retaining walls will be visible from the EC and they are expected to have a negative impact if not appropriate treated. • A retaining wall reaching 16' tall and 200' long is proposed along the east side of the truck route in the vicinity of Building B. At the south corner of Building B, the wall turns the corner at an angle, then turns to run parallel to the EC. Emerald Green Arborvitae, which reaches 12' tall, is proposed in a staggered row on the south /west side of Building B, at the top of the wall. No plants are proposed at the bottom of the wall and planting area is minimal. Additional planting area with additional plants at the base of the wall would be appropriate to mitigate the height of the wall. An elevation of the north side of the truck route including the retaining walls, the buildings, and the proposed plants would help clarify the visibility and appearance of these elements. • Retaining walls reaching 5' and 6' tall and 100' long are proposed west of Buildings F and H. These walls are expected to have minimal visibility from the EC. • Additional walls running approximately 500' in length and reaching 13' in height are proposed at the northwest corner of the site. • A retaining wall is proposed on the west side of the travelway that runs along the west side of the Phase 2 area. The wall reaches a height of 3'. A note regarding the wall is obscured by a row of shrubs. • The plan identifies the material of all retaining walls as Reddi -Rock, but the size and color of the block are not identified. Safety railing is proposed on the taller retaining walls, but the color of the railing is not indicated. Recommendations: • Revise the landscape plan to provide a mix of deciduous and evergreen trees and shrubs along the tops of both retaining walls on the west side of the truck route. Coordinate this planting with the street tree planting. White Pines or Leyland Cypress shall not be used. Ensure that there is sufficient planting area between the walls to accommodate the proposed plants. • Add plants at the base of retaining wall located on the north side of the truck route sufficient in size and number to mitigate its appearance from the EC. Provide an elevation of the east side of the truck route, including the retaining walls, Buildings A and B, and the proposed plants, to clarify the relationship among the retaining walls, buildings, planting, and EC. • Indicate on the drawings the size of the Reddi -Rock block and the proposed color. Provide a color sample for review. Indicate the color of the safety railing on the railing detail. • Make the note regarding the retaining wall located on the west side of the travelway west of Phase 2 legible. Issue: Loading spaces/Dumpster Comments: Loading spaces are not clearly shown on the landscape plan. A loading /dumpster area is located at the north corner of Building J. Dumpsters are proposed between Buildings C and D and between buildings D and E in the parking area just north of the biofilters. The dumpster detail shows a 9' high brick dumpster ARB 10/20/2008 Holiymead Town Center Area A l - Page 6 enclosure. The dumpsters open away from the EC. Recommendations: Provide for review a site plan that clearly identifies all proposed loading spaces. Ensure that loading spaces are located so that they are not visible from the EC. Issue: Signs Comments: No details on signage have been provided. Recommendations: Provide for review a comprehensive proposal for sign design throughout Area A. Although actual sign text is not expected, all design details are, including: wall sign placement, sign size, type, materials, colors, etc. Ensure that wall signs will not appear over - scaled for the buildings on which they will be located. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. Shopping center buildings: tower heights 2. Kohl's building: tilt -up panels, colors, brick wall areas with signs 3. Retaining walls and associated planting 4. Proposed grading and planting at stormwater pond: integration with overall site Staff offers the following comments on the site plan and building design: Regarding the Kohl's design 1. Provide legible, to- scale, black and white line drawings of the Kohl's building. 2. Revise the Kohl's design to establish balanced elevations with elements combined in a way that provides for an overall coordinated appearance. 3. Reduce the size of the Kohl's signs to eliminate the billboard appearance. Incorporate the signs into the entrance elements. Eliminate the sign from the west elevation. 4. Coordinate the plan with the elevations regarding footprint, building projections, trellises, etc. 5. The Board took the following actions. Regarding the Special Use Permit for the bank drive -thru, the Board by a vote of 4:0, forwarded the following recommendation to the Planning Commission: The ARB has no objection to the request for the Special Use Permit based on the site layout illustrated on sheet S 1 of 4 by Rivanna Engineering dated 8/22/05 and the architectural design illustrated in the site elevation drawings by NBJ Architecture (undated). Regarding the Rezoning, the Board by a vote of 4:0, forwarded the following recommendation to the Planning Commission: The ARB has no objection to the request for the rezoning. with the following conditions of approval: 1. The plan shall provide formal pedestrian connections throughout the shopping center including connections to the storm water pond trail. 2. The pond plantings shall contain continuous plantings throughout the entire surface area of the feature and they shall be integrated with the proposed landscaping elsewhere on the site within the confines of currently proffered DEQ and County requirements. The pond plantings shall be based on local planted typology (woodland, meadow, grove, hedgerow etc.) and relate directly to the pedestrian trail. Regarding the Site and Building design, the Board made the following comments and suggestions for the benefit of the applicant's next submittal. 1. The shopping center buildings: Reduce the tower elements to 30 feet tall, maximum. Provide variations /hierarchy in the roof forms. Alternate the barrel roof forms. Provide full scaleable drawings of the shopping center. 2. The Kohl's Department Store: Provide drawings that are to scale and fully legible for review. Provide a list of proposed materials and colors with actual samples of each. Eliminate the darker red planes of brick between the entry elements and the corner towers and along the back of the building. Relocate the Kohl's logo above the building entrance. To relieve the blankness of the back elevation; alternate /additional treatment is required. Provide more details on the trellis elements. Align the stepped up area of the primary roof line between the tower elements on the northwest corner of the building with the remainder of the building cornice. 3. If the back of the Kohl's building is not appropriately treated, integrate the building into the fabric of the shopping center by one of two approaches: • Reconfigure the site layout by moving the Kohl's store to the north, reorienting the longest side to the north /south axis and centering it in the internal U shape of the shopping center. • Break the Kohl's single footprint into multiple buildings (more to scale with the remainder of the shopping center) and provide internal connecting devices. Strengthen the U shaped form of the shopping center by aligning the southernmost faces ofthe two (after the reorientation of Kohl's) remaining buildings along the southern edge of the shopping center. 4. All loading spaces between the shopping center buildings and the EC shall be placed internally and eliminated from the EC or show how the area will be beautifully integrated and landscaped. 5. The two walled dumpster areas located adjacent to the EC shall be fully enclosed on all four sides. The storm water pond shall be reconfigured as follows: • The plan shall provide formal pedestrian connections throughout the shopping center including connections to the storm water pond trail. • The pond plantings shall contain continuous plantings throughout the entire surface area of the feature and they shall be integrated with the proposed landscaping elsewhere on the site within the confines of currently proffered DEQ and County requirements. • The pond plantings shall be based on local planted typology (woodland, meadow, grove, hedgerow etc.) and relate directly to the pedestrian trail. 9. Remove the loading areas from the space between the shopping center buildings and the Route 29 Entrance Corridor. Internal loading areas are recommended. 10. Include a plant schedule on the planting plan listing plant species and proposed size at planting. 11. Limit the use of small planters, is possible, in the parking lot. Increase the planter sizes. The L- shaped hedge included at the loading area in the northeast corner of the proposal shall be continued across the EC edge of the project, continuously, to the 'Truck Route'. Include the following on the planting plan: `Note: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height: the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant'. 13. The planting along the south edge of Kohl's should be increased by: • Specifying that the shrubs proposed along the tops of the retaining walls be evergreen and reach 6 -8 feet mature height, minimum. • Including evergreen tree plantings along the south edge of the `Truck Route' from the west edge of Kohl's to meet the street tree planting. White Pines or Leyland Cypress shall not be used. 14. Provide complete information on any site lighting proposed, including manufacturer's cut sheets with all options identified (fixtures, lamps proposed. fixture finish. etc.) and a photometric plan of the site. The Board voted (4:0, Lebo abstained) to forward the following recommendation to the Board of Supervisors: The ARB cannot support the request for the rezoning as submitted because the materials are insufficient to determine if the proposed landscaping is feasible given the drainage easement and overhead utilities that are not shown on the plans. If the Board of Supervisors does decide to approve this rezoning the ARB feels that the following revisions are necessary to meet ARB Guidelines. 1. Revise Sheet A4 of 6, Landscape Plan, by changing the 20' -wide curved sidewalk located between Buildings C and D and Buildings E and J, to a 10' constant width. Provide a continuous 35' maximum spacing of street trees across the frontage of Area Al . Proposed spacing of large shade trees, between Buildings C and D and Buildings E and J, shall be reduced to the 35' maximum. 2. Revise Sheet A4 of 6, Landscape Plan by showing the proposed Stellar Pink Flowering Dogwood tree inside of the drip line provided by the "Rotundiloba" Sweetgum trees in front (south) of Building C. 3. Revise Sheet A4 of 6, Landscape Plan, to show the location of existing overhead power lines along the frontage of Area Al. Revise the drawing as needed so that all tree plantings are located 20 feet on center minimum from the closest overhead power line. Additional plantings may be required in this area once building elevations are provided. 6. The landscape buffer between Route 29 and the development is of critical importance. 7. The applicant has not presented clear information in support of the adequacy of this buffer. 8. The ARB feels that every effort must be made to maximize the vegetative buffer area including the possible necessity of relocating existing or proposed utilities within the planting corridor. 9. All landscape comments are being provided as advisory only and are subject to final ARB approval. The ARB also forwarded the following recommendations to the Planning Commission /Board of Supervisors on the rezoning based on the October 3, 2005 ARB review. 1. The plan shall provide formal pedestrian connections throughout the shopping center including connections to the storm water pond trail. 2. The pond plantings shall contain continuous plantings throughout the entire surface area ofthe feature and they shall be integrated with the proposed landscaping elsewhere on the site within the confines of currently proffered DEQ and County requirements. 3. The pond plantings shall be based on local planted typology (woodland, meadow, grove, hedgerow etc.) and relate directly to the pedestrian trail. Regarding the Site and Building design, the ARB offered the following comments and suggestions, also based on the October 3. 2005 ARB review, for the benefit of the applicant's next submittal. 1. The shopping center buildings: Reduce the tower elements to 30 feet tall, maximum. Provide variations /hierarchy in the roof forms. Alternate the barrel roof forms. Provide full scaleable drawings of the shopping center. 2. The Kohl's Department Store: Provide drawings that are to scale and fully legible for review. Provide a list of proposed materials and colors with actual samples of each. Eliminate the darker red planes of brick between the entry elements and the corner towers and along the back of the building. Relocate the Kohl's logo above the building entrance. To relieve the blankness of the back elevation; alternate /additional treatment is required. Provide more details on the trellis elements. Align the stepped up area of the primary roof line between the tower elements on the northwest corner ofthe building with the remainder of the building cornice. 3. If the back of the Kohl's building is not appropriately treated, integrate the building into the fabric of the shopping center by one of two approaches: • Reconfigure the site layout by moving the Kohl's store to the north, reorienting the longest side to the north /south axis and centering it in the internal U shape of the shopping center. • Break the Kohl's single footprint into multiple buildings (more to scale with the remainder of the shopping center) and provide internal connecting devices. Strengthen the U shaped form of the shopping center by aligning the southernmost faces of the two (after the reorientation of Kohl's) remaining buildings along the southern edge of the shopping center. 4. All loading spaces between the shopping center buildings and the EC shall be placed internally and eliminated from the EC or show how the area will be beautifully integrated and landscaped. 5. The two walled dumpster areas located adjacent to the EC shall he fully enclosed on all four sides.
