Perez, Senior Planner Division: Planning Date: April 7, 2015 Subject: SUB 201500048 Kauffman — Two Lot Division Fax 434 - 972 -4126 The County of Albemarle Planning Division will grant or recommend approval of the Subdivision Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [14- 303(E)] Dimension standards and information on all lots, streets, alleys, easements, and shared driveways. Please review the full contents of this section. Please edit the label of the "30' Access Easement" to be "New 30' Private Street Easement. " Also, the easement holders need to be identified on the plat. 2. [14- 232(B)2, 14- 235(B), 14- 303(N)] Statement pertaining to private streets. Revise note #7 to simply state: "The street in this subdivision may not meet the standards for acceptance into the secondary system of state highways and will not be maintained by the Virginia Department of Transportation or the County ofAlbemarle. " 3. [14- 302(B)10] Stream buffers. On the plat for Lot B provide dimensions for the required 100' stream buffer on each side of the stream/feature. Revise appropriately. 4. [14- 302(B)(7)] Reservoir watershed /agricultural- forestal district. On the plat revise note #4 so it reads: "TMP 28 -27 lies in the South Fork Rivanna water supply watershed. " 5. [14- 302(A)(10)] Right of further division of proposed lots. On the plat revise note #2 for development rights. Currently the note reads: "Lot A of 11.059 acres is assigned 4 development rights ", assure the second portion of the required statement is provided so the statement reads: "Lot A of 11.059 acres is assigned 4 development rights and may be further divided. " 6. [14- 302(B)(1)] General Information. When the plat is revised, please provide the date of the last revision on the plat. 7. [14 -317] Instrument evidencing maintenance of certain improvements. Provide a private street maintenance agreement for the proposed private street for review and approval from County Attorney. A template for such an agreement is attached. 8. [14 -309 & 14 -3101 Soil evaluations & Health director approval of septic systems. The submitted soils evaluations were forwarded to the Health Department, pending their approval. The plat cannot be approved until their approval is received. Staff has provided references to provisions of Chapter 14 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 14- 229(B) of Chapter 14 of the Code if the developer fails to submit a revised final plat to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
