I have reviewed the plat submitted by David Blankenbaker for Charlotte Herbert and find the proposed entrance noted
on the plat to be the same location of where I approved this new entrance in the field.A land use permit will be needed
prior to the start of construction for this approved driveway entrance location. If you should have any questions or
concerns please let me know.

The centerline of the approved driveway location from the utility pole is 30'west from pole marked as E10 12 and has
been remarked on the road with white paint.

Good Morning David,
I put a white paint mark in the road when I was up there for the approved
entrance and it is in the proximity of the utility pole. If I need to go back and the
mark is worn off I can go back and repaint it. Just let me know.

I spoke today with Bill Martin, Mrs. Herbert's realtor. I believe you have specifics on the
proposed (approved) entrance onto the property.
I'm guessing the best reference is the utility pole.

The Planner will recommend approval of the plat referred to above when the following items have been satisfactorily
addressed. (The following comments are those that have been identified at this time. Additional comments or conditions
may be added or eliminated based on further review.)
Planning
11. [General Comment] On Sheet 2,please use arrows to better illustrate the location of the spring and the corner of
the spring.
A. [Section 14-302(A)(4)] On Sheet 2,please add the names of the joint owners of the spring and add a description
for"ADB"and"GDB"under the legend.
A. [Section 14-302(A)(9)] On Sheet 1,please add a note that states each parcel contains a building site that complies
with Section 4.2.1 of the Zoning Ordinance.
4. [Section 14-302(A)(10)] The creation of a lot less than 21 acres requires at least one development right. On
Sheet 1,please revise this note to read that Parcel A is assigned 1 development right and may not be further
divided. The residue retains 4 developments rights and may be further divided and when further divided they
shall not consist of more than 17 acres.
/5. [Section 14-302(A)(15)] On Sheet 1,please add the address for Charlotte R.Herbert.
J6. [Section 14-302(B)(7)] On Sheet 1,please add a note to indicate this area lies within a water supply protection
area and specifically lies in the North Fork Rivanna Intake water supply watershed. Also,please add a note to
indicate this area is not within an agricultural-forestal district.
C7. [Section 14-309 and 14-310] Please submit evidence of Health Department approval for this division. If soils
information is necessary,please submit it to this office for forwarding to the Health Department.
/. [Section 14-316] Please submit evidence of VDOT approval for an entrance to each parcel.
Staff has provided references to provisions of Chapter 14 of the Albemarle County Code. The Code is kept up to date by
the County Attorney's office and can be accessed through their department's website at www.albemarle.org.
In accord with the provisions of Section 14-229(B)of Chapter 14 of the Code,if the developer fails to submit a revised
final plat to address all of the requirements within six(6)months after the date of this letter the application shall be
deemed to have been voluntarily withdrawn by the developer.
