PIe se note the following errors in the action letter which are
different than the staff reports:
· Agenda Item No. 7 (Sugar Hollow) Twenty-one parcels
totallinq 1.524.316 acres. rather than twenty parcels
totalling 1,1/9.396 acres.
Also, please add Tax Map 40. Parcel lOA to the Suqar Hollow
ordinance. You have correctly shown Tax Map 40, parcel 10
(part, Parcel A). Parcel lOA is an existing parcel found in
the Real Estate records; Parcel 10 (part, Parcel A) was
recently subdivided and has not yet been numbered by Real
Estate. The Parcel A designation was taken from the
surveyor's plat and will probably be changed to something
else by Real Estate since we already have a Parcel lOA.
(Moorman's River) Five parcels totallinq 170.453 acres on
the east side of Rt. 671 near Millington and west side of
Rt. 601, rather than two parcels totalling 156.953 acres.
(The ordinance is correct.)

esulted in the rezoning of some 24 acres from R-1, Residential

-64. On September 12, 1991 the Board of Supervisors approved a
evised application plan intended to reduce environmental and
esthetic impacts. The agreements for the development were
evised in 1991 to reflect the revised application plan

foot curb to curb cross-section running approximately as
shown on the landscape plan for Lakeside Apartments dated
March 15, 1993 and labeled as access road. Costs incurred
in having the road accepted into the state system shall not
be borne by the applicant unless the need for dedication is
generated by this development.

The approved agreements for the above referenced development
are:
1. Development shall be in accord with plan dated June 3,
1991 and titled "Exhibit C2 Lakeside Apartments".
2. The applicant agrees to reserve for dedication, upon
demand of the County, a 50 foot right-of-way from Route
742 to Tax map 91, Parcel 2. The applicant agrees to
construct a 40 foot curb to curb cross-section running
approximately 600 feet perpendicular to Route 742 and
then approximately 200 feet parallel to Route 742.
Costs incurred in having the road accepted into the
state system shall not be borne by the applicant unless
the need for dedication in generated by this
development.
3. Recreational facilities shall be for the use of the
residents and guests of Lakeside Apartments only;
4. Staff approval of maintenance agreement for dam to
include a provision that the total lake level and lake
area on this plan shall not be reduced;
5. A 15-foot pedestrian access easement shall be provided
adjacent to the lake for the benefit of the residents
of the Lakeside Development;
6. Administrative approval of the final plans.

he Albemarle County Architectural Review Board (ARB) reviewed the above noted application
Ian at its meeting on April 5, 1993. The ARB has recommended approval to the Board of
upervisors, and will issue a certificate of appropriateness subject to the following:
1) Increase the size and in some areas the species of the trees, beyond and not
including the row of Tulip Poplar to 2 1/2" caliper up to the front of the first row
of buildings. This will help to mitigate the height of the buildings, and reduce
the effect of removing the existing vegetation.
2) Add three additional Pin Oaks as indicated in green on the plan labeled Exhibit
dated April 5, 1993 and initialed MI.
3) Use less Bradford Pear within the parking area, replace these trees with some
other similar species,
4) Submit a photometric plan and manufacturer's information concerning typical
lamp specification.
5) ARB review and approval of materials proposed for use on the building these
should include the following: brick, vinyl siding, gutter, columns, trim material,
roof shingles and color samples for all visible exterior materials proposed.

status of Reassessment Appeals
The 1993 Real Estate reassessment of 30,056 parcels has
suIted in a number of inquiries and appeals.
Inquiries have been received from 1,221 taxpayers compared to
little less than 1,200 for the 1991 reassessment. The number is
t that different. These numbers represent number of taxpayers,
e number of parcels would be somewhat higher since many taxpayers
n more than one parcel.
The 1,221 inquiries have resulted in 513 field reviews of
ich 145 are still to be completed. Board of Equalization forms
ve been mailed to 74 taxpayers and 25 have been completed and
turned. This compares to 86 mailed and 52 filed for the 1991
assessment. Again, this is not that different since I would
pect additional appeals prior to the April 30, 1993 deadline.
The normal appeal process is as follows:
1. Taxpayer requests review by March 31.
2. Real Estate assessor (s) review and advise taxpayer of
changes, if any. Adjustments made usually result from the
opportunity to inspect the interior of the house since, in
most cases, the taxpayer was not at home for the original
approval.
3. Taxpayer files appeal to Board of Equalization by April
30. Taxpayer must have appealed to Real Estate assessor prior
to appealing to Board.

Currently we anticipate completing all field reviews by May 1,
1 ~93 which may require some extension of the deadline for Board

CROZET CROSSING
Price change of homes to reflect the appraisal value. CHF has ordered
n appraisal that will be made after the first 3 bedroom and 4 bedroom
omes are completed. The sale price has been set at the midpoint of the
ange suggested by the appraiser in November, 1992. After the new
ppraisal, if it is lower than the current prices, CHF will reduce the
rices before the final closing. If the new appraisal is above the current
rices the contracts already written will remain the same. A decision will
hen be made about future sales.
Current status of construction. There are approximately 16 houses in
arious phases of construction. The ten houses in Phase I will be
ompleted during April and May. Houses in Phase II will be completed in
uly and August.
Sales. As of April 12, 1993 John Shepherd has written contracts for
ive homes with buyers who have been to Crozet Crossing classes in 1992. A
lass held in March for approximately twenty people should produce new
uyers for the latest houses. CHF plans to advertise for buyers in the
ear future.
Citizens Advisory Committee. This committee plans to meet at the
ubdivision this month to inspect the homes and discuss any matters of
'nterest. A meeting scheduled for Thursday, April 9th was cancelled and
escheduled.
Open House. Plans are underway to hold an Open House to allow invited
uests from Albemarle County and the Crozet community to inspect the homes.

s me agricultural/forestal districts in Albemarle County. The
a reage on two of the districts was stated incorrectly. Correc-
t'ons are as follows:
Moormans River Agricultural and Forestal District, a total
170.453 acres was added instead of the 156.953 acres stated in
e letter.
Sugar Hollow Agricultural and Forestal District, a total of
24.316 acres was added instead of the 1519.396 acres stated in
e letter.
I hope this has not caused too much of an inconvenience.

pr( tect and to encourage the development and improvement of the Commonwealth's
ag icultural/forestal lands for the production of foods and other agricultural
an forestal products. . ." and "to conserve and protect agricultural and forestal
la ds as valued natural and ecological resources which provide essential open
sp ce for clean air shed, watershed protection, wildlife habitat, as well as for
ae thetic purposes."
Fa tors to Consider
Th following factors must be considered by the Planning Commission and the
Ad isory Committee and at any public hearing when a proposed district is being
co sidered:
1. The agricultural and forestal significance of land within the district and
in areas adjacent thereto;
2. The presence of any significant agricul tural lands or significant forestal
lands within the district and in areas adjacent thereto that are not now
in active agricultural or forestal production;
3. The nature and extent of land uses other than active farming or forestry
within the district and in areas adjacent thereto;
4. Local developmental patterns and needs;
5. The Comprehensive Plan and, if applicable, the zoning regulations;
6. The envirorunental benefits of retaining the lands in the district for
agricultural and forestal uses; and
7. Any other matter which may be relevant.
EfFects of a District:
1. The proposed district provides a community benefit by conserving and
protecting open space resources such as forests, farmlands, stream
valleys, wildlife habitat, cultural and aesthetic resources.
2. The landowner receives certain tax benefits*, and restrictions on public
utilities and government action (such as land acquisition) to protect the
agricultural/forestal use of the land. In exchange, the landowner agrees
to not develop his property to a "more intensive use" during the specified
number of years the district is in effect.

*~ ince Albemarle County currently permits all types of use value assessment, a
d.strict designation may not provide any additional real estate tax reductions.
Lind in a district is protected from special utility assessments or taxes.
3. Future land use decisions must recognize the agricultural/forestal
district. The district may have no effect on adj acent development by
right, but could affect proposed rezonings or uses by special use permit
which are determined to be in conflict with the adjacent
agricultural/forestal uses.
4. In general, a district may have a stabilizing effect on land use. The
property owners in the district are making a statement that they do not
intend to develop their property in the near future, and that they would
like the area to remain in the agricultural and forestal uses. Adjacent
property owners may be encouraged to continue agricultural uses if they do
not anticipate development of adjacent lands_
AIDITION II TO SUGAR HOLLOW DISTRICT:
Lccation: The proposed addition is located on the north and south sides of Rt.
6 4 (Sugar Hollow Road) and also on the east and west sides of Rt. 810 (White
Hell Road) at Rt. 811 (Jones Mill Road/Bearwood Road).
Ac reage: The proposed addition contains 1,524.316 acres in 21 parcels. The
e>isting district contains 3,269.69 acres.
Time Period: The proposed time period is the same as for the original district,
ot 10 years from September 6, 1989. The review date is September 6, 1999.
A~ricultural and Forestal Significance. Land in the proposed addition is being
u~ed for agriculture, forestry and horticulture (peaches and apples).
S .jgnificant Land not in AD'ricultural/Forestal Production: The use value
a~ sessment program is a good indicator of the actual use of the properties.
Tlree of the twenty-one parcels (9.48 acres) are not enrolled in the program.
l~ 2.5 acres are enrolled under agriculture; 1,240.5 acres are enrolled under
fcrestry; 77.9 acres are enrolled under horticulture (peaches and apples); and
4.0 acres are non-qualifying due to dwellings.

WITHDRAWAL FROM IVY CREEK DISTRICT:
Enablin~ Le~islation: Section l5.l-l5l3A of the Code of Virginia provides for
con~ideration of written requests to withdraw all or part of land lying within
an agricultural/forestal district for good and reasonable cause. The local
plajnning commission and advisory committee shall provide recommendations; and the
loc~l governing body shall hold a public hearing. The applicant may appeal an
unfavorable action to the circuit court.
Bv-lriD'ht Withdrawal: By-right withdrawal from a district is permitted during the
tim~ the district is reviewed or upon the death of a property owner. Other
req~ests for withdrawal are subject to approval by the Board of Supervisors, and
are reviewed under the following withdrawal policy established in 1987 by the
Board of Supervisors:
Wit~drawal Criteria:
In order to establish "good and reasonable cause shown", any request by a
lardowner to withdraw property from a district must meet the following criteria:
1. The proposed new land use will not have a significant adverse effect upon
farming and/or forestry operations in the remaining balance of the
district;
2. The proposed new land use is in compliance with the most recent approved
Comprehensive Plan;
3. The proposed land use is consistent with the public interest of the County
(i.e-promotes the health, safety or general welfare of the public) and not
solely to serve the proprietary interests of the landowner requesting
withdrawal;
4. The proposed land use was not anticipated by the landowner at the time the
property was placed in the district, and there has been a change in
conditions or circumstance since that time.
Withdrawal Procedure:
1. Owner of the property requesting withdrawal submits application with fee
of two hundred fifty dollars ($250.00) to the Department of Planning and
Community Development;
2.

Staff Comment: The applicant's request, dated January 29, 1993, is related to
the proposed Rt. 29 Bypass. The proposed route (Alternative 10) for the western
byp~ss of Route 29 was altered due to the location of the Ivy Creek District.

This area is not shown as important farmland/forests in the Open Space
Plan, due to mixed soils and the proximity of subdivisions. The subject
property and the adjacent property are separated from the remainder of the
Ivy Creek District.
2. The proposed new land use is not in compliance with the most recent
approved Comprehensive Plan.
3. The proposed land use is consistent with the public interest in that an
agreement has been reached between the County, the City, the University
and VDOT (signed 12-11-91; 12-16-91; and 2-2-92) which acknowledges that
a bypass could be built in this area following all other CATS
improvements, if it is found to be necessary. However, another
consideration is the stated purpose of agricultural/forestal districts,
which include protection of agricultural/forestal lands for.. .clean air
sheds, watershed protection, and aesthetic purposes. It could be argued
that approving the request for withdrawal would not be consistent with the
public interest in this respect, particularly as regards aesthetics.
4. Whether or not the proposed land use was anticipated could also be argued
both ways. At the time the Ivy Creek District was approved (November,
1988), Alternative 10 had not yet been chosen as the final alignment.
Alternative 10 was selected by the Commonwealth Transportation Board on
November 15, 1990. The original 27 conceptual alternatives were presented
to the public in June, 1988. These were narrowed down to 7 candidate
build alternatives sometime before May, 1990 when a Draft Environmental
Impact Statement was prepared. Therefore, the landowner was aware of
the possibility that the bypass could be located in this area, although
the final alignment had not been chosen.

AGRICULTURAL/FORESTAL DISTRICT QUESTIONS
1. Outline the review process if an agency of the
Commonwealth or a political subdivision intends to
acquire in excess of one acre from anyone farm or
forestry operation within an agricultural/forestal
district' (or if the total acquisition within a district
will exceed ten acres):
The agency shall at least thirty days prior to such
action file a notice of intent with the Board of
Supervisors containing such information and in such
manner and form as the Board may require. The notice
of intent shall contain a report detailing all reasons
in justification for the proposed action including, but
not limited to, an evaluation of alternatives which
would not require action within the district.
The Board of Supervisors, in consultation with the
Planning Commission and Advisory Committee, shall
review the proposed action to determine the effect on
agricultural and forestal resources within the district
and the effect on the policy of Chapter 36, Code of
Virginia, and the necessity of the proposed action to
provide service to the public in the most economical
and practicable manner.
If the Board of Supervisors finds that the proposed
action might have an unreasonably adverse effect upon
either state or local policy, the Board shall issue an
order within the thirty-day period to the agency
directing them not to take the proposed action for an
additional sixty-day period.
During the additional sixty-day period the Board of
Supervisors shall hold a public hearing and make its
decision as to whether the proposed action will have an
adverse effect on state or local policy, and whether
the proposed action is necessary to provide service to
the public. The Board shall, by the issuance of a
final order, report its decision to the agency. If the
agency is aggrieved by the final order of the Board, it
may appeal the decision to the circuit court having the
juriSdiction of the territory wherein a majority of the
land affected by the 2cquisition is located. (Section
15.1 - 1512.D.)

2. Can the County take action to recommend a road through
an agricultural/forestal district? Does such an action
require that the County abandon the agricultural
district or remove parcels within the district?
In order for the County to recommend a road through an
agricultural/forestal district it must follow the same
procedure outlined in the first question. The Board of
Supervisors would have to find that the acquisition of
land in the district would not have an adverse effect
on agricultural and forestal resources, or on state or
local policy, and that the proposed action would be
necessary to provide service to the public in the most
economical and practicable manner. Such a finding
would necessitate an evaluation of all reasonable
alternatives. The Countv would not have to abandon the
district or remove parcels based on such a finding.
3. Outline if, and under what procedure, the County can
abandon an agricultural/forestal district or remove a
parcel within a district.
The only time the Board of Supervisors may modify or
terminate an agricultural/forestal district without the
consent of the property owner is during the review
period. The review date is established when the
district is created, by mutual agreement of the Board
of Supervisors and the property owner. (The review
date for Ivy Creek Agricultural/Forestal District is
November 1, 1995, at which time the Board could choose
to terminate all or part of the district.)
The property owner may request that a parcel be
withdrawn from an agricultural/forestal district. Such
request for withdrawal is a matter of right during the
district review or within two years of the date of
death of the property owner. With those two exceptions,
the property owner's request for withdrawal may be
permitted at the discretion of the Board of Supervisors
if the request meets County established criteria for
"good and reasonable cause shown." (Sections 15.1 _
1511.F; 15.1-1513A; 15.1-1513D.)

WHY AGRICULTURAL/FORESTAL DISTRICTS ARE IMPORTANT TO THE
COUNTY, AND WHY THE COUNTY HAS THEM:
o Agricultural/Forestal districts are endorsed by the
Comprehensive Plan as a voluntary technique to protect
the Countyts agricultural and forestal resource base
and support active agriCUltural/forestal operations.
Districts may be considered, in effect, as voluntary
and temporary agricultural zoning.
o The purpose of agricultural/forestal districts is
two-fold: to conserve and protect
agricultural/forestal lands for the production of
agricultural products, and to conserve and protect such
lands as natural resources which provide open space for
clean air sheds, watershed protection, wildlife habitat
and aesthetic purposes.
o Districts protect the agricultural/forestal use of the
land ,through certain restrictions on public utilities
and government action. Tax benefits to the landowner
include the right to continue to qualify for use value
assessment even if the program is rescinded by the
County, and protection from special assessments or
taxes. Local land use decisions must recognize
agricultural/forestal districts.
o The districts are a voluntary growth management tool
which reduces the need for greater regulatory controls.
The landowner agrees to conditions which limit the use
of development rights during the time that a parcel
remains in a district.
o The large percentage of districts in the County
indicates a strong commitment by rural landowners to
maintain the agricultural/forestal use of the land.
Adjacent property owners may also be encouraged to
continue agricultural/forestal uses if they do not
anticipate development of adjacent lands.

Chairman, stephen Murray, called the meeting to order at 8:00
Committee members present were Stephen Murray, Chairman,
Jo eph Jones, Vice-Chairman, Walter Perkins, Lindsay Dorrier,
Sr., Bruce Hogue, Marcia Joseph and Bruce Woodzell. Members
absent were Corwith Davis, Jr., Jacquelyne Huckle, and W. D.
Ma pin. staff members present were May Joy Scala, Senior
Pl nner, and Gordon Yager, District Conservationist. Members of
the public present were Sherry Buttrick, applicant for the
Ad ition to Moorman's River, Mary and David Kalergis, applicants
for the Withdrawal from Ivy Creek, and Maryanne and William
Ca pbell, adjacent owners of the Addition to Moorman' River.
Withdrawal from Iv Creek District
The Chairman asked Ms. Scala to present the staff report. Ms.
Scala read the report, and noted that the soils had not been
re iewed by Gordon Yager, but they were of mixed quality, with
only a small portion considered prime.
. Kalergis said he heard at the Metropolitan Planning
ganization (MPO) meeting that eleven homes would be taken by
e bypass. He said he still supports the concept of
ricultural/Forestal Districts.
Perkins asked if Virginia Department of Transportation (VDOT)
purchased any homes yet in Montvue?
Woodzell said ~t least two had been purchased, but was not
re if they were _n Montvue or Squirrel Ridge.
. Jones asked Ms. Buttrick if she knew of any other place in

Chairman said that this is an extremely unusual request. The

Kalergis said he is not waiting for the review to withdraw

aericultural districts and those in the districts. (Mr. Campbell

Ml. Hogue said he hopes the applicant feels the same after he
f'nishes dealing with VDOT.
Ml. Yager asked how this would affect the adjacent parcel ( in the

M~. Scala said she specifically asked that question of the
r'ght-of-way department - they said it would not be affected.
TIe Chairman asked if this decision would make other enemies?
M . Kalergis said he received a letter from Montvue Homeowners'
A~ sociation thanking him for his decision. He said he considered
g<ping with the protection of the district, but the bypass would
s ill be in his back yard. It was not a good design and it would
t ke 7-11 houses in Montvue.
M . Jones said in favor of the district, it held up the bypass
lpng enough for Mr. Kalergis to make a decision.
M . Kalergis said the district is a real protection - very
ppwerful.
M . Dorrier asked if VDOT could condemn the land in a district.
M~. Buttrick said yes, but VDOT chose not to.
Mr. Kalergis thought that was because the consultant's report was
sp weak. He is grateful for the protection of the district. He
d d not put his land in the district just because of the highway
- he talked abut doing it for a long time. He had not yet seen
tl1e "spaghetti map" (the original 27 conceptual alternatives)

Gordon Yager gave the soil report, stating that about 40% is
suitable for cropland. He said the property is very similar to
the rest of the district.
Ms. Joseph pointed out that (given the applicant) the property is

Mr. Woodzell moved to accept (recommend approval of) the

susgested reducing the fee from $250 to $50 per district, as i-~
used to be, or $25 per applicant for both new districts and for

Mr. Perkins said to check the Board minutes - he thought the fees
were supposed to remain low.

3. The proposed land use is consistent with the public interest in that an
agreement has been reached between the County, the City, the University
and VDOT (signed 12-11-91; 12-16-91; and 2-2-92) which acknowledges that
a bypass could be built in this area following all other CATS
improvements, if it is found to be necessary. However, another
consideration is the stated purpose of agricultural/forestal districts,
which include protection of agricultural/forestal lands for.. .clean air
sheds, watershed protection, and aesthetic purposes. It could be argued
that approving the request for withdrawal would not be consistent with the
public interest in this respect, particularly as regards aesthetics.
4. Whether or not the proposed land use was anticipated could also be argued
both ways. At the time the Ivy Creek District was approved (November,
1988), Alternative 10 had not yet been chosen as the final aligmnent.
Alternative 10 was selected by the Commonwealth Transportation Board on
November 15, 1990. The original 27 conceptual alternatives were presented
to the public in June, 1988. These were narrowed down to 7 canc.idate
build alternatives sometime before May, 1990 when a Draft Environ~ental
Impact Statement was prepared. Therefore, the landowner was aware of
the possibility that the bypass could be located in this area, although
the final alignment had not been chosen.

ST~F COMMENT: These types of facilities are regulated by the
supplemental regulations of Section 5.1.12 which states:
"5.1.12
PUBLIC UTILITY STRUCTURES/USES
a. The proposed use at the location selected will not
endanger the health and safety of workers and/or
residents in the community and will not impair or
prove detrimental to neighboring properties or the
development of the same;
b. Public utility buildings and structures in any
residential zone shall, wherever practical, have
the exterior appearance of residential buildings
and shall have landscaping, screen planting and/or
fencing, whenever these are deemed necessary by
the commission;
In addition, trespass fencing and other safety
measures may be required as deemed necessary to
reasonably protect the public welfare;
In cases of earth-disturbing activity, immediate
erosion control and reseeding shall be required to
the satisfaction of the zoning administrator;
c. Such structures as towers, transmission lines,
transformers, etc, which are abandoned, damaged or
otherwise in a state of disrepair, which in the
opinion of the zoning administrator pose a hazard
to the public safety, shall be repaired/removed to
the satisfaction of the zoning administrator
within a reasonable time prescribed by the zoning
administrator;
d. In approval of a public utility use, the
commission shall be mindful of the desirability of
use by more than one utility company of such
features a utility easement and river crossing,
particularly in areas historic, visual or scenic
value, and it shall, insofar as practical,
condition such approvals so as to minimize the
proliferation of such easements or crossings as
described by the comprehensive plan."
Th~s facility is on land zoned CO and is separated from
re~idential development by a road and a steep stream valley.
Ba~ed on preliminary data it does not appear that the proposed
fapility will be visible from the Entrance Corridor.
Ve~ification of visibility from the Entrance Corridor will be

obtained and, if necessary, the Architectural Review Board will
re iew the building plans. This type of facility is currently
located in Forest Lakes. Staff is unaware of any problems
associated with the Forest Lakes facility and does not anticipate
p oblems with the proposed facility. Traffic generation from this
ty e of use is extremely low. No employees work regularly at this
si e and travel to the site only to perform maintenance and other
work involving the switching operations. The proposed design is a
brick building which encloses all activities except parking. Staff
opinion is that the building design alleviates any need for
fencing. The design of the building minimizes visual impact on
a jacent residential property. Staff will review and approve a
site plan for the substation prior to any development activity.
A roffer of ZMA-92-03 is "UREF will design and install landscape
b ffer area as shown on the plan to screen the proj ect from
F ntaine Avenue and residential neighborhoods adjoining the
Research Park". This area was shown to be graded in the Mass
G ading Plan submitted by the applicant. staff will review a
landscape plan as part of the site plan. Staff opinion is that the
p oposed development is consistent with the proffers of ZMA-92-03.

the following: Low traffic volume, distance to residential
elopment and small building size (approximately 25' x 32').

e real estate rate at 0.72 cents per hundred dollars while
oviding for a 0.02 cent decrease in the personal property rate
advertised for our public hearing. This option would reduce
e overall salary scale increase for general government's and
hools' classified and administrative personnel from 1.3%, as
dgeted, to 1% as well as require an additional $100,000
mbined reduction in school and general government operating
dgets. Lastly, in an effort to demonstrate the Board's
llingness to make sacrifices as well, it freezes all Board
mbers salaries at their current level.

. But if you are looking for someone to blame, you will have to look beyond
Henrico, whose budget for the next fiscal year is a paradigm. Other localities could
learn much from it.
JI, Last year County Manager Virgil Hazelett read a book called Reinventing
Govenzment. He was so impressed that he required all his department heads to read
it, too, Then he charged them to cut their budgets by 5
percent, without cutting services. Most did.
Henrico hardly has reinvented government the
way (for example) Czechoslovakia has. But true, if
incremental, spending cuts surtace so rarely that to
some they must have seemed revolutionary. Hazelett
says Henrico achieved them by promoting flexibility and
by paying attention to results rather than to "resource
input."
More specifically, the budget. . .
- Seeks to establish a reserve fund of 5 percent
of the general revenue fund.
- Preserves the county's merit pay system by
~azelett doubling the number of steps in the county's pay scale.
,. - Eliminates $430,000 in buildings and grounds maintenance contracting
costs through the sensible approach of teaching employees how to perform the
necessary tasks.
- Heduces building inspections, and delays hiring for a vacancy. The county
~gures it can do this without a loss of effectiveness because of the present building
slump.
.r! _ Eliminates 15,8 positions In the schools through retirement and attrition.
(How do you eliminate 0.8 positions? By cutting back on part-time employment,)
- Cuts spending for the Board of Supervisors by 5.6 percent; for the County
Manager by 6 percent; for Personnel by 18,6 percent; for General Services by 7.4 I
percent; for Social Services by 9.2 percent; for Education (which is more than half .
the county budget) by 2.1 percent; for Parks and Recreation by 5.4 percent; for
Economic Development by 6 percent; for Planning by 5 percent.
Courts will maintain their funding, as they should. Henrico will hire 20 more
( police officers in anticipation of 1994, when 31 will become eligible for retirement.
~- And it anticipates another spending decrease in fiscal 1994, followed by a modest
2.2 percent increase in each of the two subsequent fiscal years.
Perhaps the major fly in the ointment from the taxpayer's point of view is the
county's decision to pro-rate personal property taxes from a vehicle's date of
purchase - a practice other localities employ, and a/ail accomPli in Henrico against
which it now is useless to rail. Reassessments will jump 6 percent from fiscal '92 to
fiscal '93.
~ ~ Other than that, the budget seems to be good, solid work. If it sets a pattern

Dear David,
The Albemarle County Farm Bureau urges you to vote
against the proposed Real Estate property tax increase. We
feel that the county's landowners can no longer carry t~e
major tax burden in Albemarle.
The major resentment among the population seems to
center on control, or the inherent lack thereof, when
taxation is based on land value. The only individuals in
control of land values are property buyers, who have not
built this county, and property sellers, who are fleeing.
Those of us who have contributed through it all and desire
to stay are caught in the whims of those two and those who
want to spend tax money.
To reduce the personal property tax rate adds insult to
injury, because the value of personal property is one of the
few things an individual can control. We can buy a car new,
used, expensive or cheap, and we know fairly well how much
its value will decline annually. To reduce the rate on a
depreciating asset is redundant and a hollow gesture. I
don't know if the proposed Real Estate tax increase, on the
heels of this major assessment, will actually drive people
out of their homes, but I do know that the worst that could
happen with a personal property rate increase would be ~hat
some might only be driven out of their cars.
The Farm Bureau urges you to examine beyond the line
items of the proposed budget to discover where efficiencies
and redundancies might lie within departments' budgets, as
we do in our businesses. Also, we would welcome a
constructive dialog where the County and the Farm Bureau
could work together to pursue alternative means of taxation
that could relieve the pressures on Real Property and
production agriculture.
