[32.5.20,11k,l)] Verify that the location(s) and dimensions of all existing or proposed utilities and utility easements including water, sewer, drainage, telephone, cable, electric and gas are shown on the plan. Provide the Deed Book and Page reference for any existing easements. Any proposed easements should be labeled with the intended owner. Rev1: Comment addressed. 12. [32.5.2(n)] Provide dimensions for all existing and proposed improvements including the travelways, walkways, building addition and other paved areas. Rev1: Comment not fully addressed. Dimension the building addition and the canopy. Rev2: Comment addressed. 13. [32.5.2(n)] Clarify if the sidewalk connection to the eastern side of the building is being replaced. It is not shown on the layout sheet, but it does appear to be present on the landscape sheet. Rev1: Comment not fully addressed. As discussed, please make sure the layout and landscape plans show the same sidewalk configuration. Rev2: Comment addressed. 14. [32.5.2(n) & 4.12.16(c)] Access aisles adjacent to 9' wide parking spaces must be a minimum of 24' wide; verify that all parking aisles are 24'. Rev1: Comment not fully addressed. As discussed, make sure the access aisles are 24' wide in all areas where 9' wide parking spaces are provided. Rev2: Comment addressed. 15. [32.5.2(n) & 4.12.17(c)] Indicate if the travelway that goes under the canopy is meant for one -way or two -way traffic. If one way, provide markings and signs. If two -way, it must be 20' wide minimum. Rev1: Comment addressed. 16. [32.5.2(r)] Provide a legend showing all symbols and abbreviations used on the plan. Rev1: Comment addressed. 17. [32.6.20) & 32.7.9.5] It appears that three street trees are being removed and are replaced with five Magnolia stellata. Street trees should be selected from the "Large Deciduous" tree category on the County's Approved Plant List. Magnolia stellata is listed under "Small Ornamental ", so this selection doesn't technically meet Site Plan landscape requirements. However, if the ARB finds this species acceptable, then it will be accepted for Site Plan requirements as well. Rev1: Comment addressed. 18. [32.6.20) & 32.7.9.6] An area of at least 5% of the paved parking and vehicular circulation area shall be landscaped with trees and shrubs. Provide a note indicating how much internal landscaped area is removed and how much is included in the revised design. If there is a net loss, provide information showing the 5% requirement is still being met for the overall site. Rev1: Comment addressed. 19. [32.6.20) & 32.7.9.6] One large or medium shade tree (as listed on the County's Approved Plant List) is required for every ten parking spaces. Provide a note indicating how many `parking lot' trees are being removed and how many are included in the revised design. If there is a net loss, provide information demonstrating that the one tree per ten spaces requirement is still being met for the overall site. Rev1: Comment addressed. 20. [32.6.20) & 32.7.9.8] The tree canopy requirement for this site is 10 %. Provide a note indicating how much is removed and how much is included in the revised design. If there is a net loss, provide information showing the 10% requirement is still being met for the overall site. Rev1: Comment not fully addressed. The County Approved Plant Canopy Calculations should be used to calculate the canopy provided instead of the Virginia Nursery Landscape Association guide (see http: / /www.albemarle.ora /upload /images /forms center /departments /Community Development /forms /applications /Plant Canopy Calculations 02 05 03.pdf. Canopy provided is based on a 10 -year calculation of all species that will get taller than 5' (as provided in the county list). The information provided on the plan states 20 trees are existing within the limits of disturbance with 3 remaining, but the plan shows 19 trees with 2 remaining; please clarify. Revise the plant schedule to list the canopy provided for all species that get taller than 5' using the values provided in the County's list linked above. You can also specify the species that will remain and use the canopy bonus as indicated in the landscape plan ordinance. Feel free to give me a call if you need clarification or assistance on this. Rev2: Comment not fully addressed. Please change the column heading in the tree canopy chart to "10 -year Canopy" instead of 20 -year. The canopy numbers provided for Acer rubrum, Aesculus x carnea and Quercus phellos are all incorrect: Acer rubrum and Quercus phellos can use the 2.5" caliper canopy numbers that are provided on sheet 10 of the County's plant canopy calculations (since you are proposing 2.5" caliper trees at planting); Aesculus x carnea is considered a medium deciduous tree on the County's plant list and it's canopy value is on sheet 2. Please revise the canopy chart and landscape requirements notes accordingly. Additionally, please show and note all utilities and utility easements on the Landscape Plan sheets; it appears that at least one tree may be proposed on top of a utility lateral, and permission from easement holders will be required if planting is proposed within any easements. As before, feel free to get in touch if you have any questions. 21. [32.6.20) & 32.7.9.4] There are a few inconsistencies between plant call -outs, planting design and the numbers provided in the plant schedule. The plant schedule lists 23 Buxus microphylla, while the call -outs indicate 25 are provided and the actual symbol count is 24. The plant schedule lists 50 Spiraea japonica, while the call -outs indicate 49 are provided and the actual symbol count is 50. It appears the numbers provided in the plant schedule for both Adiantum pedatum and Hemerocallis also do not match the numbers provided in the call -outs. Please verify numbers and make sure that all symbols, call -outs and the plant schedule are consistent. Rev1: Comment addressed. 22. [32.6.2(k) & 4.17] Is any outdoor lighting proposed? If so, all lighting (including bollards and building mounted fixtures) must be shown on a lighting plan that includes a photometric plan, luminaire schedule and cut sheets for each proposed fixture. Rev1: Comment addressed. 23. [Comment] This amendment cannot be approved until ACSA, VDOT, Engineering and Fire /Rescue complete their reviews and grant their approval; comments will be forwarded upon receipt. Inspections has reviewed the plan and has no objection. ARB comments have been provided. Rev1: Comment not fully addressed. Inspections, VDOT, ACSA and Fire Rescue reviewed the initial submittal and had no objection. Rev2: Comment not fully addressed. This amendment cannot be approved until Engineering completes their review and grants their approval; comments will be forwarded upon receipt. ARB comments have been provided. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
