work out exactly what is necessary for the Floodplain Development Permits, so until they do that we can proceed as

Gwen,
I have reviewed the revised plat and it is acceptable. I do want to be on the record as saying that I don't believe there
are three building sites outside of floodplain, stream buffer, and critical slopes on Parcel A, so I don't think those three
development rights can actually be realized. However, since the development rights are theoretical only at this stage you
do not have to prove the building sites in order to assign the development rights. So, if your client wants to assign them
that way, the plat is still approvable but they should understand that parcel's limitations.
Another issue has come up just today where Glenn is saying that FEMA would like to have a Floodplain Development
Permit submitted for any subdivision or site plan that has floodplain present on the parcel regardless of whether or not
disturbance is actually proposed near the floodplain. We are trying to get some clarification on this issue and plan to
discuss it in more detail in our weekly planning meeting tomorrow morning. For now, here is the form:

Please find attached another pdf copy of the plat for Barbara R. Studholme.
The plat has been revised to change the assignment of development rights.
Our client decided to assign three rights to Parcel A (8.22 acres) and two rights to Parcel B (14.74
acres).
Please let me know when you have had a chance to review this and it is ready to sign.
