At that meeting, many of you raised questions related to the survey design, the ways the survey questions will be asked, and the subjects that would be included in the survey. To give you an idea of how CSR designs questionnaires and prepares reports, I have enclosed ists of survey questions CSR recently used in Charlottesville and Prince William County as well as the questionnaire CSR designed and used for Albemarle County's 1994 Comprehensive Plan survey. I have also enclosed copies of the Executive Summary that CSR prepared for Charlottesville and the one prepared for Albemarle County back in 1994. CSR plans to conduct Albemarle County's survey by randomly interviewing 700 County residents by telephone beginning January 15th after pre-testing the survey instrument in early January. The results of the survey will be provided to county staff and the Board of Supervisors to assist us to assess citizen's satisfaction with county services and to get some feedback on our policy direction for the upcoming years. I will contact each of you by telephone the week of November 26t~ to find out if you have further questions or suggestions after you review these materials. And if you would like, I will schedule a time for you to meet with me the week of December 3ra to review the draft questionnaire CSR will have prepared based on staff recommendations and the information you provided at the November 7th Board meeting. Guterbock, Director The City of Charlottesville Neighborhood Planning Needs Survey was a telephone survey conducted by the Center for Survey Research at the request of Charlottesville's City Council and Manager. The purposes of the survey were to: · Assess the perceptions of residents regarding the quality of life in Charlottesville and in their neighborhoods. · Determine the opinions of residents regarding the relative importance of goals to be included in the year 2000 comprehensive plan. · Determine residents' level of satisfaction with a variety of City services. · Assess opinion about improvements that might be needed in neighborhoods. CENTER FOR SURVEY RESEARCH ix Assess residents' concerns about safety and security in the City and in their neighborhoods. Assess opinions about housing issues in the neighborhood. Assess opinion about needed community resources. Where possible, assess changes in opinion from prior surveys (1975 and 1993).~ Drawn from a sample of listed telephone numbers, a total of 1,075 city residents were Called by interviewers at CSR's CATI (Computer-Assisted Telephone Interviewing) lab at the University of Virginia in July, 2000. The study was designed to allow for statistical comparisons among five sectors of Charlottesville: North, West, South Central, South, and East. For purposes of analysis, the data were weighted to compensate for the uhder-representation of minorities and renters in the sample. The findings of the survey are summarized here: On quality of life, respondents were asked ro rate both the City of Charlottesville as a whole and their own neighborhood on a scale of 1 to 10, with 1 being worst and 10 being best. The mean rating for all residents for the City was 7.91. The mean rating for neighborhoods was 7.42. In every sector, as well as overall, residents rated their neighborhood lower than the city overall. The 2000 mean of 7.91 is a significant increase over the 1975 rating, which was 7.19, and is also significantly higher than the 1993 rating of 7.56. 1These are reported in: Hadden, Jeffrey K., and Edwin E. Erickson, Charlottesville' What We Say, What We Do, What We Hope For, the final report of the Charlottesville Goals Study for the Central Piedmont Urban Observatory, 1975; x NEIGHBORHOOD PLANNrNG NEEDS 2000 Regarding the strategic goals, 86 percent of all respondents said that improving the quality of education is very important, which places that goal at the top of the list for the City as a whole, and for all sectors except the South, for which it ranked second. The most important goal for the South was making neighborhoods and streets safer, which ranked second for the City overall, identified by 81 percent of respondents as very important. The third and fourth most important goals were preserving natural resources and open space and making:~h0using more affordable. Other goals which more than 70 percent of respondents said were "very important" were expanding affordable health care services, emphasizing development programs for youth, improving affordable child care and expanding services for the elderly. Those goals which fewer respondents than half said were very important were: improving access to service anti information from the City government, providing better .public transportation, better parks and recreation, keeping future growth of the University on or near UVA grounds, and promoting economic growth. The rankings for each goal for the city overall and by sector are detailed in the accompanying tables. Asked about their satisfaction with services, 89 percent of respondents said they were satisfied with City services in general, essentially the same as the 90 percent level in 1993. More than half, 59 percent, said that they were very satisfied. Respondents to our survey, though highly satisfied overall with City services, were more divided on their satisfaction levels with specific items. The highest-ranking satisfaction item is provision of open green spaces and parks, with which 87 percent of respondents said they were satisfied. Respondents were asked to rate the importance of seven possible improvements to their neighborhoods. Ranked by the percentage of respondents who said a specific item was "very important," the top improvement was maintaining rental properties, which 50 percent called very import-ant. Fewer than half of respondents rated increasing home ownership, effective traffic contr-'~ls, creating an organized neighborhood, maintaining streets, gutters, and alleyways, creating an attractive neighborhood, and quality of housing as very important. Regarding safety issues, 13 percent of respondents indicated that crime is the most important problem in their area. This varies significantly bv sector of the City. About 28 percent of respondents from the South Central area indicated that crime is the most important problem in their area, while only 3 percent of respondents from the North and East sectors did. Another set of questions asked whether respondents felt safe in their neighborhoods during the daytime and at night. Nighttime is clearly the most problematic: sixty-two percent of respondents in the South Central sector felt safe at night, while at the other extreme, 89 percent of residents of the North sector felt safe. The daytime figures ranged from 90 percent feeling safe in South Central to almost 100 percent in the North. We also asked residents about their sense of safety in particular areas of the city, during the day and at night. In business areas in general, 96 percent said that they felt safe during the day. That figure dropped to 67.5 percent at night. Perception of safety on the Downtown Mall was similar: 96.5 percent of our respondents said they felt safe during the day; the level dropped to 63 percent at night. People appear to feel least secure in the West Main Street, where 92 percent felt safe during the day, but 46.5 percent felt that way at night. xii NEIGHBORHOOD PLANNING NEEDS 2000 On other neighborhood issues, we asked respondents whether they agreed or disagreed with a battery of statements. These items suggest a high level of agreement that neighborhoods and houses are well maintained, it's easy to get around on foot, bus service is satisfactory, and it's easy to park. Meanwhile, more than 56 percent believe that rent:in their neighborhoods is too high. Approximately 64 percent agree that the cost of buying a home in their neighborhood is too high, and 37 percent say there is too much noise. 'IXr~ine final set of quesuons, respondents were asked how necessary they thought particular community resources are in their area. These may be ranked by the percent of respondents saying that each is "very much needed." For the City overall, the mai ority of respondents (55.4 percent) think that more efforts to keep kids away from crime is very much needed. Next most important are services to teens to avoid pregnancy (53 percent), followed by more affordable medical care (50 percent). RWT,Jr/dbm 94.118 Attachment EXeCUTiVE SUMMM Y 1994 ALBEMARLE couNTY PLANNING NEEDS SURVEY REPORT OF RESULTS The 1994 Albemarle County Planning Needs Study was conducted by the Center for Survey Research [CSR] at the University of Virginia at the request of the Board of Supervisors of Albemarle County. This telephone survey of over 500 randomly selected County residents, conducted in April 1994,, was timed to assist the Board, the County Planning Commission, and the Department of Planning and Community Development in the process of reviewing the County's Comprehensive Plan. Specifically, the survey was designed to: determine the level of public support in Albemarle County for key planning and land use policies that have been implemented under the current .Comprehensive Plan; determine how County residents feel about various emerging planning and land use issues that are being considered in conjunction with review of the plan; assist in the community visioning process by identifying the most important goals county residents have ~for the future of the Charlottesville-Albemarle area; assess residents' support for several specific proposals regarding cooperation between the County and the City of Charlottesville; and determine the level of citizen satisfaction with the area's quality of life and with the provision of services by Albemarle County government. The survey was conducted using CSR's Computer-Aided Telephone Interviewing system and xi is no majority support for merging the City and County police departments or the City and County schools.'3'Only 39 percent of County respondents would favor a full consolidation of the City and County governments. Our survey shows that a majority of County residents desire a slower rate of growth. Specifically, when' asked whether it would be in the best interests of the County for population growth in the 1990's to continue 'at the same pace that was experienced in the 80's, 37 percent of County households favor a slightly slower rate of growth and 23 percent favor a much slower rate. A significant minority, 37 percent, favor the current pace of growth. Very few desire faster growth in the area. The percent desiring a "much slower" growth rate is significantly lower among black respondents, reflecting their concern with the need for continued economic growth in the area. The County's current growth management policy, as outlined in the current Comprehensive Plan, is overwhelmingly supported by county residents; 86% of those questioned thought the growth management policy is "a good approach" for the County to use. (The relatively few who dislike the current plan appear to be about evenly divided between those who would like to see greater restrictions on. growth and those who would prefer a less restrictive approach.) County residents are also clearly favorable to most of the specific current land use policies that we asked about: they support current restrictions on the subdivision of rural land parcels: they s~pport "land use taxation;" they want the amount of land currently de.signated for growth to remain the same. However, a majority of residents (57 %) feel that the County should not continue to accommodate growth in the areh of Route 29 North, and would prefer to see growth channeled elsewhere in the County. There is strong support for more subsidized housing in the County. Residents support various specific 'proposals that could be implemented to encourage wider availability of affordable housing. Female respondents and African-Americans are especially favorable to these proposals. Over 70% of respondents favor a change in zoning regulations that would xiii allow the creation of auxiliary apartments in single-family homes, Renters and low-income residents of the County are even more strongly in favor of that proposal. With regard to other regulatory issues related to planning and development, County residents are favorable to existing and proposed methods of regulating development in the County. Three-quarters of County residents feel that recent development in the CoUnty has been "mostly attractive," and 80 % of respohdents favor the continuation of Architectural Review of new development along major routes into the County. Two-thirds would favor new restrictions on development atop "highly visible mountains and ridges." And an overwhelming 91% of County residents feel there should be an 'ordinance for protecting historic sites and buildings in the County. Along with their concerns that growth and development be managed and regulated in certain ways, County residents registered strong support for increasing economic growth in the County. Seventy-nine percent of Albemarle households want more aggressive polices to spur economic growth. In addition, 70 percent of the population want the County to make efforts to increase the variety of new jobs. Only 27 percent of the population believe that there is the right mix of jobs presently available. Conce, rn with bringing more jobs into the County and increasing the variety of jobs is especially sirong among black residents of the County. County residents also registered ,their support for providing bike paths and enhanced landscaping along major new roads built in the County. There was somewhat less support for providing sidewalks. A large majority of ~- responiilents favor'the use of available highway funds for the improvement of roads in the County's "most congested" areas. In summary, the' survey reveals that most County residents support the current overall direction of Albemarle County's growth and development plans. Their "vision" of the County's future, as reflected in their ranking of planning goals, lays emphasis on preserving features of the Cour~ty that underlie the high quality of life they experience here. The one xiv area of current policy which a majority of residents does not support is the accommodation of further growth and development in the areas along Route 29 North. Residents express strong approval of several possible policy initiatives that would further regulate development and increase the amount of affordable and subsidized housing available in the County. Nevertheless, strong majorities favor more emphasis on economic growth in the Count-y, and there are significant minorities who would like to see less restriction on growth in specific policy areas.
