I have reviewed the information submitted for the above - referenced application and I have the following
comments.
Regarding impacts on historic resources:
Birdwood was listed in the National Register of Historic Places in 2003. The Virginia Department of
Historic Resources has determined that if the proposed work is executed as shown, it will not impact the
listing of Birdwood in the Register (listed under Criterion C for Architecture). The map included with the
nomination shows a boundary that does not include the location of the new golf facility.
DHR has also commented that there may be potential for archaeological sites in the construction area,
particularly field slave quarter buildings originally situated away from the main house and closer to fields.
Such resources could have archaeological significance. DHR recommends caution as the project moves
forward. More specific recommendation from DHR's Regional Office Archaeologist was requested but not
received. 1937 aerial photographs show a structure or other object standing in the location of the house that
is to be removed, at the west corner of the building to be constructed. DHR has approved the removal of
this house. It is likely that construction of this house disturbed any archaeological resources in the
immediate area. Historic aerial photos show no other site features evident in the vicinity of the proposed
location of the new building. Nevertheless, staff supports DHR's recommendation for caution regarding
potential archaeological resources as the project moves forward.
Regarding Entrance Corridor impacts:
The perspective views of the proposed building suggest that it is consistent with the Entrance Corridor
Design Guidelines. However, the topography of the site and the location of existing wooded areas suggest
that the proposed building will not be visible from the Entrance Corridor street. If the building is
determined to be visible, a Certificate of Appropriateness will be required. Given the distance from the
street, the proposal is eligible for staff level review as a County -wide Certificate of Appropriateness. Final
determinations regarding visibility and type of Entrance Corridor review required can be made at the site
plan review stage.
