Commissioner April 21, 2015 Ms. Megan Yaniglos Principal Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2014- 000207 Cascadia, Blocks 1 -3 Road Plans Dear Ms. Yaniglos: We have reviewed the Final Road Plan for Cascadia, Blocks 1 -3 dated 12.11.1-14 with revisions dated 3/12/15 as submitted by Dominion Engineering. It appears that these road plans include all sheets included in the Final Site Development Plan for Cascadia, Blocks 1 -3 dated 1211114 with revisions dated 3/12/15 as submitted by Dominion Engineering with the exception of sheets SP24 and SP25, Sanitary Sewer Profiles. As a result, review comments are based on review of the Final Road Plan and sheets SP24 and SP25 of the Final Site Development Plan and we offer review comments as follows: 1. As discussed with the design engineer via telephone, the Cascadia Drive (Entry) typical section will be revised such that the width of the section from face of curb to median of the egress lanes will be 22' (as currently shown) and the width of the section from face of curb to median of the ingress lane will be changed to 16'. The median will remain 10' wide as currently shown. 2. On sheet SP 11, the on- street parking Delphi Lane between approximately station 10 +00 and 12 +00 will be obstructing the available sight distance at the intersection of Delphi Drive and Delphi Lane. 3. Crosswalks should be located between the stop sign and the intersection. The location of the crosswalk at the intersection of Marietta Drive and Delphi Drive should be revised. 4. In general, CG- I2s should be oriented at each crosswalk such that it does not direct a pedestrian towards the intersection. The orientation of the following crosswalk locations should be looked at to see if the CG- I2s could be oriented differently: a. Terrace Lane /Marietta Drive b. Delphi Lane /Delphi Drive c. Delphi Drive/Terrace Lane d. Cascadia Drive /Route 20 (no crosswalk, but the CG -12s direct towards Route 20) 5. Both sides of Delphi Drive between Knoll Lane and Delphi Lane should be signed as no parking so that the sight distance for Knoll Lane is not obstructed by parked vehicles. 6. On sheet SP 14, the CG- 12 at the intersection of Terrace Lane and Delphi Lane does not align with the crosswalk. Also, the stop sign at this location appears to be on the wrong side of the crosswalk. 7. The edge striping along the east side of Route 20 should align with the gutter pan of the Cascadia Drive connection. This comment is based on the north side of the Cascadia Drive connection as shown on sheet SP 16A. 8. The transition length for the proposed left turn lane in Route 20 may be 300' as indicated in Appendix F of the Road Design manual and as requested by the design engineer via e- mail. 9. The transition length should be measured with a 75' offset from the centerline of Cascadia Drive to the south as shown in Appendix F of the Road Design Manual. The transition length should begin at the beginning of the left turn lane taper to the north as shown in Appendix F of the Road Design Manual. 10. On sheet SP 19, the length of storm structure 38 is shown as X in the profile. The actual length of this structure should be shown in the profile. 11. Spot elevations should be provided at the intersection of Delphi Drive and Terrace Lane to ensure positive drainage to storm structure 32. 12. As discussed with the design engineer and developer, the section of Marietta Drive adjacent to lots 22 and 23 cannot be accepted into the Secondary System for maintenance by VDOT without a turnaround. If the current design will be acceptable to the County, this section of roadway will remain privately owned and maintained.
