A. Final Site Plan (SDP201500019) 1. Coordinate review of slight increase in critical slope impacts with Planning Division. This increase is driven by Albemarle County Fire and Rescue access requirements, and does not affect Engineering Site Plan review comments. Also, see VSMP plan review comments dated 4/8/15 (VSMP Application to amend VPDES CGP VAR10G420). 2. Extend existing contours at least 50 -ft beyond each PL boundary. [18- 32.5.2.d.] 3. Sheet C7.0 — Revise pavement design, per VDOT Pavement Design Guide /2009. If ADT =685, and SSV =4, DR = 13.44. Thickness equivalence for Asphalt concrete SM -9.5A =1.67. This means VDOT #21A base stone depth should be 10" minimum /maximum. Pavement Design Guide, App. I, II, III available (contact reviewer). 4. Curb blocks are not required at any location where currently provided. If installed, these blocks may limit parking spaces to the point that aisles between spaces are less than design width. Recommend eliminate curb blocks, and instead, provide plantings as visual barriers beyond curbs east of front and rear parking lots, and downslope of main entrance travelway. Ensure 3 -ft min radius curbs (2' radius /C3.1). This is a Site Plan element. Septic field details (Drawing by Old Dominion Engineering) are not required to be included with Engineering Review Comments Page 3 of 3 Site Plan, but septic line profile with bedding detail between church and septic field is required. 8. Publish conditions or exemptions granted by critical slopes waiver on plans —title sheet or elsewhere. 9. Retaining wall a. C3.1 —Show 1.26' batter, plan view (wall highest point: sta. 96 +00). b. Restate preliminary comment: Provide landscape cluster plantings at each end of wall, in addition to plantings shown on sheet L5.0, to discourage access. Wall is 18' H in places. c. Restate preliminary Site Plan comment: Provide at least 18 -24" separation between concrete flume and back of retaining wall. Ref. fence post with sleeve -it detail, RW 1.0. d. Revise concrete flume detail (RW 1.0) consistent with channel detail, sheet C7.0. e. Add NOTE explaining sleeve -it fence post detail without concrete flume applies to last 14- 15' retaining wall only. Add stationing information to this retaining wall detail. f. Examine and revise PVC Coated Cantilever Base design which appears unworkable with fence post sleeve -it cylinder form. g. Provide appropriate inspection Notes —for example, these notes taken from a separate Approved project: RETAINING WALL NOTES i. SEE SHEETS i7& i8 FOR RETAINING WALL DESIGN & RELATED DETAILS COMPLETED BY CIRCEO ENGINEERING. s. THE OWNER SHALL ENGAGE INSPECTION AND TESTING SERVICES (QUALITY CONTROL) DURING CONSTRUCTION TO ENSURE PROJECT DESIGN REQUIREMENTS ARE MET; THE LACK OF QUALITY CONTROL BYTHE OWNER DOES NOT RELIEVE THE CONTRACTOR OFTHESE REQUIREMENTS. 3. QUALITY CONTROL SHALL INCLUDE BUT NOT BE LIMITED TO: FOUNDATION SOIL INSPECTION, VERIFICATION OF GEOTECHNICAL DESIGN PARAMETERS, AND VERIFICATION THAT CONSTRUCTION IS IN GENERAL COMPLIANCE WITH THE DESIGN DRAWINGS. y. ONLY QUALIFIED AND EXPERIENCED TECHNICIANS SHALL PERFORM TE STING AND INSPECTION SERVICES. Sheet C3.1/3.2 — Revise labels that refer to "New Filterra unit details on sheet C9.0/9.I" to include explicit reference to VSMP/WPO 201500009. Sheets C9.0/9.1 are not included with Site Plan. 14. At entrance (Rte. 250), provide grass swale or paved flume or riprap channel extending downslope of storm drain inlet A2 to riprap outfall of new 24" DIA storm line at church entrance. 15. Sheets 8.0/8.1/8.2 —If these sheets remain, include Note: "NOT construction drawings. FOR INFORMATION ONLY. Ref VSMP/WP0201500009 for stormwater management and erosion and sediment control construction details." These three sheets may be removed from Final Site Plan.
