Other Matters Not Listed on the Agenda from the PUBLIC. Ms. Dolly Moye presented the attached list of questions and asked for a written response. Agenda Item NO.6. to Bellair Intersection. Public Hearing to receive comments on improvements Adopted the attached resolution. Agenda Item No.7. Appropriation: CIP Transfer for Murray High School and Media Center (#930013). (Deferred from August 11, 1993.) Approved. Original form forwarded to Melvin Breeden. Mr. Tucker is to prepare a letter, for the Chairman's signature, to the Chairman of the School Board, expressing the Board's concern about the process of making available to the Board information pertinent to a request. Mr. Bowerman said it is his understanding that when the School Board forwarded its CIP requests to the Planning Commission, it deferred a large number of items which were for maintenance of existing structures. He thinks it is imperative that this Board and the Commission are made aware of the implications of the total package the School Board looked at and the decisions the School Board made in terms of fiscal impact. Agenda Item NO.8. Adopt Resolution of Intent for Scottsville Boundary Line Adjustment Agreement. Mr. Tucker recalled that the Board adopted a resolution on February 3, 1993, for Mill Creek Industrial Park to pursue a funding request for Indus- trial Access Funds. Mill Creek recently notified VDoT that it will not pursue those funds. VDoT needs something from this Board to rescind that resolution. The Board concurred with Mr. Tucker's request to forward such a letter to VDoT. Mr. Perkins said he felt it would be a good idea for the County Attorney to maintain a current map identifying all roads where the right-of-way has been abandoned. The Board directed staff to prepare a report on the feasibi- lity, options, costs, timeframe and benefits of doing this. Mrs. Humphris made a report on LGOC. Agenda Item No. 11. Adjourn. RESOLUTION OF INTENT TO Approve and Adopt an Agreement to Relocate the Boundary Between the County of Albemarle ("the County") and the Town of Scottsville ("the Town") Pursuant to Va. Code Sections 15.1-1031.1, 1031.2 and 1031.3. BE IT RESOLVED by the Board of Supervisors of the County of Albemarle that the Board hereby announces its intention to approve and adopt an agreement between the governing bodies of the County of Albemarle and the Town of Scotts- ville, to relocate the boundary between the County and the Town. A copy of the proposed agreement, along with a survey showing the proposed new boundary, is attached to this resolution, and a copy of the proposed agree- ment, a survey of the proposed new boundary, and a metes and bounds description of the proposed new boundary, are on file in the office of the Clerk to the Board of Supervisors, Fourth Floor, County Office Building, 401 McIntire Road, Charlottesville, Virginia. Copies of this resolution, the proposed agreement, and the survey showing the proposed new boundary, shall be advertised verbatim in the Daily Progress, a newspaper having general circulation in Albemarle County and in the Town of Scottsville, once a week for two successive weeks beginning August 31, 1993, and a duly advertised public hearing shall be held on said agreement on September 15, 1993. ********** I, Ella W. G 1 1 ') .' i pervisors RES 0 L UTI 0 N WHEREAS, the Board of Supervisors of Albemarle County conducted a public hearing on August 18, 1993, to take comments on proposed improvements by the Virginia Department of Transportation (VDoT) to the intersection of Route 250 West and Bellair Subdivision, and areas adjacent to Route 250 West; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby endorse VDoT's plan as presented at this meeting and as set out below: 1. Reconfiguration of the intersection of the off-ramp and Route 250 West so that traffic coming from the off-ramp and entering on to Route 250 must come to a full stop so that the currently existing merge lane for such traffic to merge onto Route 250 West is eliminated. 2. Modification of the signage on the Route 29/250 Bypass so that traffic proceeding in a southerly direction on Route 29/250 Bypass is directed to go past the first, or most northerly off-ramp, and to take the second or more southerly off-ramp (loop ramp) in order to proceed in a westerly direction on Route 250 with the resignage indi- cating that all points west, including Staunton, Waynes- boro, Ivy and Route 250 West are to be reached by using the loop ramp. 3. Erection of a traffic signal light at the intersection of the more southerly loop ramp and Route facilitating traffic access from the loop Route 250 West, and creating breaks in traffic. 250 West, ramp onto Route 250 4. Rerouting the more northerly off-ramp from Route 29/250 Bypass to Route 250 West so that the section of the off- ramp between its intersection with Faulconer Drive (Route 856) and its intersection with Old Garth Road (Route 601) is not used by traffic proceeding from the Route 29/250 Bypass to Route 250 West but, instead, that such traffic be rerouted so that it uses Faulconer Drive, Old Garth Road, and then the continuation of the off-ramp to reach Route 250 West. * * * * * * I, Ella W. ("Commonwealtnu or "Company") tiled an applicCltion tor an expedited increased in its n~turCll gas rates. In the ~pplic~tjon, Conrnonwcalth proposed to delay the effective date ot the proposed rates for either l~O days from the date of the applicntion or for 30 days following the i~~uance or the Finnl Order in its pending rat~ application, Ca~e No. PUE920037, whichever came first. However, on May 28, 1993, Comroonwenlth, cy letter requested permi~~ion to implement the interim rates on June 1, 1993, since implementing tho~e rates inmeuiately, rather than at some indefinite point in the future, resulted in an immediate d~crease to its ratep~yers. The Commission, by Order also dated May 28, 1993, qranted the request. Tn its applic~tion, Commonwealth seeks rates dp.siqn~d to produce annual revenues of $144,596,700, based on a rate of return on equity of 12.75%. There are four additional buyers in process to move in and close by the end of September. To date CHF has contracts or have closed seventeen homes. Open House. The Open House at Crozet Crossing on Sunday, July 25, was successful in both the attendance at the ribbon cutting with speeches by Francis Fife and Peter Way, and the interested homebuyers who visited the houses. Approximately thirty-five families have responded with applications to purchase homes as a result of the Open House. Therefore, the marketing activity has been put on hold. Construction. Alexander/Nicholson has completed and turned over 20 houses to CHF and are working on the 10 houses in Phase III with projected completion date of September 30. AHIP has been contracted to build a fence on the rear lot line by the railroad. It is approximately 50% complete now. Several heavy rains have caused erosion from the high lots in Phase III and filled the ditches with dirt. A/N has refilled the areas where the most damage has occurred. Also, in areas that CHF has control, repairs have been planned to reduce runoff. The necessary repairs to correct the runoff in the ditches will need to be addressed. I suggest a meeting with Jack Kelsey, Haley, Chisholm & Morris, and A/N. Construction Financing. In July VHDA approved CHF's request for additional construction financing to allow a maximum of $850,000 available to pay A/N. The District Traffic Engi eer has reviewed current conditions and advised me of his findings. Route 850 is posted for 40 mph. In late July we monitored traffic in the morning and observed the speeds of 78 vehicles. Of those vehicles observed 50% were found to be exce ding 38 mph and 15% were exceeding 43 mph. The Department normally posts roads anti ipating that 15% of the motorists will exceed the posted speed limit. If that were done in this case, we should post the road for 45 mph. Under certain circumstances, howe er, we post roads at the point at which 50% of the traffic would exceed the speed limit which in this case would be at 40 mph. Based upon the roadside development on the nort side of the road, I believe we can justify leaving the posted speed limit at 40 mph but annot justify lowering the speed below that point. the 78 vehicles monitored, nine were traveling at 45 mph or faster although none exce 50 mph. While our study did not find traffic was exceeding the speed limit exce sively, the board may wish to direct the county police to increase enforcement in this area. Project is a result of a decision by the School Board to continue using Rose Hill School for Murray High School for at least the next five years. . Project will raise the roof in the existing multi-purpose room and provide HVAC and lighting improvements so that a functional gym can be provided. . This project is in addition to and in conjunction with an approved CIP project to re-roof the existing space now used as a gymnasium. B Media Center Project . As part of the Master Plan for Space Needs conducted by Kirk Train, Architect, a recommendation was made to consider relocating the Media Center from the County Office Building to a location that could provide the necessary environment in an area that was not in such high demand. . County's staff approached school personnel and asked if a relocation was possible. After some evaluation of their needs, school staff responded that space could be made available at Rose Hill School. In evaluating their needs, school staff recognized the opportunity to combine Rpbert W. Reconfiguration of the intersection of the off-ramp and Route 250 West so that traffic coming from the off-ramp and entering on to Route 250 must come to a full stop so that the currently existing merge lane for such traffic to merge onto Route 250 West is eliminated. 2. Modification of the signage on the Route 29/250 Bypass so that traffic proceeding in a southerly direction on Route 29/250 Bypass is directed to go past the first, or most northerly off-ramp, and to take the second or more southerly off-ramp (loop ramp) in order to proceed in a westerly direction on Route 250 with the resignage indi- cating that all points west, including Staunton, Waynes- boro, Ivy and Route 250 West are to be reached by using the loop ramp. 3. The intersection in question is extremelv danqerous and ny further delay of action will only prolong the extreme danger o all citizens of the County of Albemarle who use this 'ntersection. Historically, this intersection has been a source of oncern for residents of Bellair Subdivision for a period of pproximately 20 years and this most recent effort to affect hange is only the last of a number of efforts which have been ade over the years to achieve safety at the intersection. 5. A part of the analysis in arriving at the suggested 'mprovements is to sacrifice convenience (to some minor degree) 'n order to achieve what is projected to be a greater level of afety. The anticipated measure of the sacrifice of convenience or those leaving the Route 29/250 Bypass and travelling westerly n Route 250 would be approximately 45 seconds. This is the rojected likely additional time which it may take a person to se the "loop ramp" rather than the more northerly off-ramp in ravelling from the Bypass to Route 250 West. 6. Although the situation has been studied thoroughly, and he experts believe that the proposed improvements will enhance he level of safety for all concerned, VDOT has agreed to ontinue to monitor the situation after the improvements are ade, to receive further input from the Task Force, and to onsider further changes if the corrections are not effective. 7. For the 4-point proposal to have a reasonable chance of uccess, all four of the proposed changes must be accomplished. Although I do not believe that you have any decision making 'urisdiction in connection with this issue, the fact is that you ave now placed it upon your agenda for consideration. Liady, a member of the Board of Directors, Bellair Owners Association, Inc., voted 'n the affirmative by proxy. ~~ftiting Meeting Secretary 3 RESOLUTION OF ROUTE 250 WEST/BELLAIR ENTRANCE TRAFFIC TASK FORCE July 6, 1993 The following Resolution was passed by the Route 250 vestjBellair Entrance Traffic Task Force (formed by the Virginia [epartment of Transportation) at its meeting held on July 6, 993, at the Conference Room of piedmont Tractor Company, Route ~50 West, Charlottesville, Virginia: RESOLVED, that the Route 250 west/Bellair Entrance Traffic Task Force, consistent with its study of the extremely dangerous traffic conditions at the intersection of Route 250 West and the entrance to Bellair Subdivision, including the intersection of Route 250 West and the northern most off-ramp running from Route 29/250 Bypass to Route 250 West and including the areas of Route 250 West both east and west of said intersection and consistent with the Task Force's prior finding that the intersection and adjacent areas of Route 250 West are extremely dangerous and in need of immediate correction strongly urges the Virginia Department of Transportation to take the following corrective action: 1. Reconfiguration of the intersection of the off- ramp and Route 250 West so that traffic coming from the off- ramp and entering on to Route 250 West must come to a full stop and so that the currently existing merge lane for such traffic to merge onto Route 250 West is eliminated. 2. Modification of the signage on the Route 29/250 Bypass so that traffic proceeding in a southerly direction on Route 29/250 Bypass is directed to go past the first, or most northerly off-ramp, and to take the second or more southerly off-ramp (loop ramp) in order to proceed in a westerly direction on Route 250 with the resignage indicating that all points west, including staunton, Waynesboro, Ivy, and Route 250 West are to be reached by using the loop ramp. 3. Erection of a traffic signal light at the intersection of the more southerly loop ramp and Route 250 West, facilitating traffic access from the loop ramp onto Route 250 West, and creating breaks in Route 250 traffic. 4. Rerouting of the more northerly off-ramp from Route 29/250 Bypass to Route 250 West so that the section of the off-ramp between its intersection with Faulconer Drive (Route 856) and its intersection with Old Garth Road (Route 601) is not used by traffic proceeding from the Route 29/250 Bypass to Route 250 West but, instead, that such traffic be rerouted so that it uses Faulconer Drive, Old Garth Road, and then the continuation of the off ramp to reach Route 250 West; and That all four of the above actions be accomplished immediately, but in the event that the rerouting of the off- ramp cannot be accomplished immediately, that actions 1, 2, and 3 above be accomplished immediately; and That the Task Force remain in existence for monitoring and study of the impact of the foregoing actions and for further study, decision making, and recommendations as needed. Albemarle County I have made another review of the Route 250 Bellair area and based information from our Traffic Engineering Section, I would like to gest a plan of action which devia~es from the recommendation at our t Task Force meeting. As you recall, we were to tak~ three altetnatives to the Board of ervisors for public input. Each alternative included installing a tr ffic signal at the loop ramp, bringing all traffic under the ra'lroad tracks into a stop, and re-signing the Route 29 Bypass to di ect traffic to the loop ramp. All three also involved closing a se tion of the slip ramp. Rather than implement an alternative involving closing a section the ramp, I am recommending that we install the light, bring the d under the railroad into a stop, and re-sign the Bypass. This uld reduce conflicting traffic movements and redirect Bypass ffic to the loop ramp. We would, of course, monitor the results e traffic patterns have stabilized to ensure this change is working has not created problems elsewhere within the system. I have discussed this plan of action with Mr. Ed Bain, Ms. rlotte Humphris, and with Mr. Wayne Cilimburg to alert them to this nge. All were agreeable to taking this action. By copy of this memo to VDOT staff, I am requesting the above work be scheduled as soon as possible.
