The proposed project is within a parcel with floodplains. All impacts or no impacts to the
floodplain should be documented per County Code section 30.3.6. Also, per County Code section
30.3.12, "In addition to the requirements for any other permits under this chapter, no use,
structure, or any other development (collectively, the "development ") within the flood hazard
overlay district shall commence without the owner [satisfying County Code section 30.3.12]" and
Federal Regulations 44 CFR 60.3. The rationale is given in the comments below. The application
may be resubmitted for approval if all of the items below are satisfactorily addressed.
A. FDP201500002
1) It appears the parcel is within the special flood hazard area with designation AE and X.
Confirm the bldg is outside the 100 year floodplain limits. The plan from the initial site
plan is an approximate line. Show what is on a FIRM per 30.3.7. Note that "[t]he
floodplain administrator shall make interpretations, where needed, as to the exact location
of special flood hazard areas, floodplain boundaries, including the approximated
floodplain, and regulatory floodway boundaries."

Elevations and boundaries on Flood Insurance Rate Map and in Flood Insurance Study
take precedence. The base flood elevations and regulatory floodway boundaries on a
Flood Insurance Rate Map and in a Flood Insurance Study shall take precedence over base
flood elevations and regulatory floodway boundaries by any other sources if those sources
show reduced regulatory floodway widths, lower base flood elevations, or both.
Using accurate field survey data, locate the floodplain line according to available
elevation data on the FIS. This supersedes my comment to just overlay the flood boundary
line from the FIRM on the site plan.
2) If it is determined that the bldg is inside the floodplain limit, establish a BFE for the bldg.
It appears the lowest elevation of bldg is 502.2'. Please confirm. Provide a plan for the
FDP file. We want to document this even if there is no encroachment in the floodplain.

3) Please note Code of Federal Regulation applies. See 44 CFR 60.3 - Flood plain
management criteria for flood -prone areas. If parcel is within AE zone, Section 60.3(a),
(b), and (c) applies. Please go through them. I have commented on sections that applies to
your project, but this may change if the plans change.
a) Per 44 CFR 60.3(a)(3), address that bldg is reasonably safe from flooding.
b) Per 44 CFR 60.3(a)(4), address utilities (sewer, gas, electrical, and water systems)
are located and constructed to minimize or eliminate flood damage. Also address
adequate drainage.
C) Per 44 CFR 60.3(a)(5), address water supply systems are designed to minimize or
eliminate flood waters in the system.
d) Per 44 CFR 60.3(a)(6), address sanitary sewage systems are designed to minimize
or eliminate flood waters in the system.
e) Per 44 CFR 603(c)(3), lowest floor should be elevated to or above the base flood
level or together with utility and sanitary be designed so that below base flood level
the sturture is watertight with walls impermeable to the passage of water.
4) I recommend stabilizing banks with vegetation. It is eroding substantially and the
proposed parking lots abut the stream bank.
