Comments
1. Certified topographic work map is not dated. Please date (Randall P. Bass —ref. FEMA letter, 27- Oct -2011,
p. 2, 4t' bullet).
2. As -built conditions appear to differ from the preliminary plans with respect to 100- (BFE) and 500 -yr
elevations. County requires hydraulic analyses for as -built BFE. FEMA may also require it. —ref. 27 -Oct-
11 Letter, 2ND bullet).
3. Aug -2011, 1 % Annual chance flood: 673.4' (Annotated FIRM: 677.5'); 0.2% Annual chance flood, Aug -
2011: 674.8' (Annotated FIRM: 683.5') — Confirm Annotated FIRM and Topographic Work Map
accurately reflect As -built conditions.
4. HY -8 Culvert Analysis report, Ragged Mountain Dam (09170036.01), d. 11 -09 -2010, was reviewed by
County at time of 2011 submittal (CLOMR). Please furnish Analysis report for As -built 1% and 0.2%
Annual chance floods (yAs -built elevations are higher than Aug -2011 MT -2 Form 3 p. 3 values —item 43,
above).
5. MT -2 Form 2 (Riverine Hydrology & Hydraulics Form), p. 2, D. 1.b. requires proof of property owner
notification and acceptance. If Rivanna notified owners, furnish proof of notification. Note — Notification
requirement is found at Appendix E, NFIP Regulations, Title 44, Ch. 1, Part 59 § 65.12(a)(3), separate
from §65.12(a)(5). —ref. item #6. Comment partially addressed. As follow -" ref. e -mail Attachments /D.
J. March, 5/4/2015 3:24 PM —It appears affected property owner notification acceptance, in the case of City
of Charlottesville, is tied to Aug -11 BFE. Please revisit notification/owner acceptance provision of NFIP,
if proposed BFE (Annotated FIRM) is higher than Aug -11 elevation.
6. Furnish New P.E. Certification that no structures are impacted in the area that will be affected by increasing
base flood elevation since BFE (item #3., above) appears to be 677.5' while 10- Aug -11 P.E. Certification
was for then - proposed (CLOMR) BFE of 673.4'. We expect no change in P.E. certification, but with a
higher As -built BFE, a new P.E. `No impact' certification is appropriate.
7. Overview & Concurrence Form, signed by Douglas J. March, is not dated. Please feel free to arrange to
stop by to date this form. Addressed: form dated /returned to ACCD, 6- May -2015
8. Furnish full -size As -built drawings for Floodplain Management use — 8.5" x 11" size sheets are largely
unreadable. It is unclear if letter -size As -built drawings will meet FEMA/LOMR needs. As -built drawings
contain confidential information. ACCD has a FOIA Officer who manages confidential documents.
Clearly label each sheet — "CONFIDENTIAL, NOT FOR PUBLIC RELEASE" or similar restrictive phrase
to identify plan sheets that may reveal facility security information. Additional: Ref. e -mail, May 04, 2015

4:38 PM. J. Anderson wrote, in part: "As -built sheets which relate to reservoir, water surface elevations,
and (As- built) plan view (if it exists, is available) of reservoir in relation to surrounding topography."
9. 27- Oct -11 FEMA Letter, p. 2, last bullet, references FEMA Physical Map Revision (PMR) processing
procedures. This procedure appears to require applicant (RWSA) follow -up request (1St line, top p. 3).
Please confirm RWSA has (or will) initiate PMR follow -up request with FEMA to avoid delay.
10. From Topographic Work Map: "Proposed Ragged Mountain Dam constructed top of dam = El 684.5,
Settlement to El 683.5 is expected." From O &M Plan, p. 3, Description of facility: "The embankment crest
elevation is approximately 694.5 feet NAVD 88..." Please reconcile.
