We can’t approve a shortfall in treatment, but we can approve a plan that has extra treatment. The extra treatment would be banked for when the rest of the project is developed. The State DEQ allows “banking” treatment for property owners. So, if a property owner has too much treatment on one project they can bank it for their next project. Even if it’s on another parcel across town. We recommend over protecting this project and banking the treatment for next time. Only hang­up with the method is the owner has to be exactly the same on each parcel for “banking” and LLC’s are now considered people by the Government… so one LLC can’t give treatment credit to another LLC even if it is the same actual person that has the LLC’s. I have made the following changes: 1)Changed the filterra removal rate to 50%. 2)Added the extended detention pond as part of the treatment chain. The first treatment measure are the filterras. The next is a grass channel beyond the outfall. The third is the extended detention of the basin. This yields a total phosphorus removal needed of .08 #/yr. I wanted to meet with you and Glenn and see what is the best way to handle the remaining removal – prefer not to use the mitigation bank, but that may be the only choice… Let me know when you can meet to discuss. Once the County attorney’s office approves the purchase then I can send an approval letter allowing the owner to submit the Bond establishment form to Ana Kilmer. Please resubmit the VRRM spread sheet with the 50% Filterra removal rate. The owner will need to submit the legal purchase agreement and DEED book and page number where it’s recorded. Ana Kilmer is the person to contact to make sure this is written and recorded correctly for the County Attorney. As per our previous meetings, I have made the following revisions to the plan: 1) The limits of disturbance for the initial phase have been modified to only the areas of disturbance.The attached VRRM spreadsheet reflects this revision and meets the VSMP guidelines and criteria. We are currently seeking approval for the construction of the initial phase. It is understood that the final phase construction plan will need to be revised and approved to meet the state stormwater guidelines at the time of construction (schedule to be determined). However, the final phase construction plan does show the concept and overall strategy to meet these guidelines, as per the previously approved site plan.The property owner reserves the right to pursue "grandfathering" of the plan, but as stated previously, approval for the initial phase construction is requested at this time. Filterra® structures F1 (6x6), F2 (6x6), F3 (6x4), F4 (10x6), F5 (13x7), F6 (6x4), and F7 (6x4) were studied for; • Planned Filterra®box size • Filterra®contributing drainage area meeting project's regional sizing specification • Filterra® invert elevations are higher than effluent invert elevations • The bypass is lower than the Filterra®elevation(spot elevations) • The grading pattern encourages cross linear flow and not head-on flow • The Filterra® outlet drain pipe is sized correctly and exits perpendicular to the wall • For any conflicting structures such as storm drain pipes below Filterra® •For most efficient placement of Filterra® units The plan review concluded that the Filterra® structures listed above is sited and sized appropriately to treat stormwater to our published specifications. Operational consistency with these specifications is contingent upon the stormwater unit being installed correctly and according to the plans, as well as regular maintenance being performed.
