Perez, Senior Planner Division: Planning Date: May 5, 2015 Revised May 7, 2015 (after previously scheduled SRC meeting) Subject: SUB 201500044 Riverview — preliminary subdivision The County of Albemarle Planning Division will grant or recommend approval of the Subdivision Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14- 203(I), 14 -2181 The public notification fee of $200 was not paid prior to the SRC meeting. Preliminary approval shall be held till the notification fee is paid. Please pay the fee prior to any further review of the plat. 2. [14- 302(A)12] Topography. For Lot 2 depict the proposed grading to including access, clearing and all other improvements to assure that the building site can be reached without disturbing critical slopes. Revise the preliminary plat to provide this information. [14- 302(A)12, 14 -304] Topography. It appears that there is a portion of Critical Slopes which is within the proposed right of way directly across from Special Lot B. Based on the detail provided in the preliminary plat staff does not believe this is being disturbed with the road or the grading for the road but if during the road plan review it becomes clear that the slopes will need to be disturbed, a critical slopes waiver will be required prior to approval of the final plat. 4. [14- 301(C)] Match Lines. Because the plat requires more than one sheet it requires match lines. Please revise to provide a match line so it is easy to see where these sheets join. 5. [14- 302A(16)] Dam break inundation zones. Revise note #3 to replace the term "Dam Inundation Zone" with "Dam Break Inundation Zone". 6. [14- 302A(3)] Existing or Platted Streets. On the plat in addition to note # 6 please provide the "Public " designation on the proposed 50' right of way. 7. [14- 302(A)8, 18 -10] On the plat assure Lot 5 has the minimum frontage on an internal public road as required in this district (150'); currently it appears there is only 100' of frontage. The applicant may just need to dimension the length of the missing portion of the frontage. Revise appropriately. 8. [14- 303(T)] Special lots. The subdivision creates two special lots. As such the following note shall be placed on the final plat: "Lot `A' and Lot `B' are special lots established solely for (insert purpose for the special lot as identified in the definition of special lot in section 14 -106). " Please revise note #24 to match the above statement. 9. [Comment] On sheet 1, note #10 lists the "20' drainage easements ...are to be dedicated... "; however, it is unclear if it's intended to be "dedicated to public use" or dedicated to an HOA. On the plat assure it is clear who the drainage easements are being dedicated to. Typically these types of drainage easements are private (maintained by the HOA); if you intend for them to be public (maintained by the County) please provide the applicants' reasoning for this request and it shall be provided to Engineering and VDOT for their review /consideration. 10. [Comment] On sheet 2 it appears there is a typographical error for an abutting property, specifically TMP 41 -45A owned by Edward M. Mallan. Currently the plat lists the parcel as TM 41 -45B; however, it appears this lot is truly 41 -45A. Revise if appropriate. 11. [14- 302(B)] Reservoir watershed; agricultural forestal district. On sheet 1, note #18 correctly lists the properties as being located in Moormans River -Wards Creek Water Supply Watershed. Please revise the note to also add that "it is located in the South Fork Rivanna Watershed". 12. [Comment] Per VDOT's comment #2 dated April 30`h planning staff believes they truly intend for note #16 to be removed, as it directly relates to their previous comment about sight distance. Please verify with VDOT and remove the note if applicable. 13. [14- 303(G)] Who shall own/maintain Special Lots A and B? Will it be an HOA? Please specify this on the final plat. 14. [14 -316] Approval of entrance onto public streets. The subdivider shall submit, prior to or with the final plat, evidence satisfactory to the agent that the entrance of the principal means of access for each lot onto any existing or proposed public street complies with Virginia Department of Transportation standards. Please provide this documentation. 15. [14 -309 & 14 -3101 Soil evaluations & Health director approval of septic systems. Prior to final subdivision plat approval each lot (other than the special lots) shall have primary and reserve drainfield locations approved by the Health Department. Please provide the soil work for each lot and staff will forward it on to the Health Department for their review /approval. 16. [14 -311] Infrastructure improvement plans. Road Plans and WPO application must be approved, all required improvements must be built or bonded, and all required Deeds and Declarations must be reviewed and approved prior to Final Plat approval. 17. [14 -317] Instrument evidencing maintenance of certain improvements. Prior to Final Plat approval, an instrument evidencing maintenance of the improvements located in Special Lot A and B will need to be submitted for County review and approval. The County Attorney will be required to review/ approve the maintenance document prior to finalplat approval. Submit the draft documents to Planning stafffor cursory review and then we'll forward them to the County Attorney for review/ approval. 18. [14- 302(B)(1)] General Information. When the plat is revised, please provide the date of the last revision on the plat. 2 VDOT— Shelly Plaster 1. See attached comments dated 4 -30 -15 Engineering Comments — John Anderson 1. Before final plats are submitted the applicant should contact this office (434.296.5832 ext. 3384) with a list of three (3) road names for approval. The road name of "Riverview Drive" is not an acceptable road name. Building Inspections — Jay Schlothauer - No objections Fire and Rescue — Robbie Gilmer - No objections DCR - Robert VanLier - No objections Staff has provided references to provisions of Chapter 14 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 14- 229(B) of Chapter 14 of the Code if the developer fails to submit a revised final plat to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
