Road Plan (SUB201500020 -prior design: SUB201400080) Furnish pipe and inlet computations (inlets: spread/capacity, elevations, descriptions; pipes: flow, velocity, L, DIA, inverts, etc). No roadway storm collection system computations or calculations are included with Road Plan, though computations may have been submitted directly to VDOT. (Rev. 1) Addressed. As follow -up: Using Storm Sewer Design/Hydraulic Gradeline tables (2/4/2015), it appears several sections of pipe are surcharged during a 10 -yr event. Design Guidelines; in general, designs must follow the VDOT Drainage Manual and the Road and Bridge Standards, with the following additional specific points; (see www. virginiadot.orglbusinesslloedes ) a. overland [low relief must be provided to avoid flooding of structures b, all pipes and drainage structures must be within open channel flow capacities. (no designed pressure flow) New Engineering Review Comments Page 2 of 3 HGL data appears to indicate potential pressure flow, but storm sewer design dated 2/4/15 indicates lines listed above flow within capacity (runoff/cfs, v. capacity, cfs). For reference: ACDSM may apply requirements not identical with —or supplemental to —VDOT standards. 2. The profile for Rowcross Street should clearly define where the profile for Block 15 begins and ends (VDOT comment #16, VDOT comment letter dated June 12, 2014). (Rev. 1) Addressed. 3. VDOT must approve road plans. VDOT comments sent to Applicant (project primary contact) via e-mail attachment, 12- Jun -14. (Rev. 1) Withdrawn no public roads. 1. Remove sheet 4, Site Plan, from Road Plan. Retain/preserve plan notes, as appropriate. (Rev 2) Not Addressed; Applicant response: "Sheet 4 was retained for pertinent dimensions and information." We agree the information is useful. Please RE -TITLE (Ex: SUB201400080, sheet 3, titled Layout Plan). This sheet may mirror a site plan, but a Site Plan for Block 12, Phase 2 & 3 is a separate plan. Road plan cannot be approved with a sheet titled `Site Plan.' 2. If retain sheet 4 Notes, delete Note 5. (Rev. 2) Addressed. 3. Replace roll top curb detail, sheet 13, with VDOT roll -top detail. Details are nearly identica (Rev. 2) Addressed. 4. Include VDOT Road Design Manual roll top curb Notes, at your discretion: (Rev. 2) Addressed. 5. Sheet 9/Rowcross Street profile: PVT Sta. 11 +02.50 to End Block 12/Beginning of Block 15, Sta. 12 +44.98, grade is 0.62 %. This is inconsistent with Approved block 15 road plan grade of 0.92 %. Revise. (Rev. 2) Not addressed. Compare with Rowcross Street profile /grade, sheet 11, block 15 road plans. 6. Rowcross St/End block 12 Elev. 665.02' differs from Approved block 15 road plan, same location. Revise. (Rev. 2) Not addressed. Compare 665.05' (SUB201400080/12/17/14) with Rowcross St. profile, sheet 9: 665.11'. 7. Sheet 10, storm sewer profiles: storm system is stationed, but not with road stationing. Furnish stationing that correlates storm system DIs to road system (stationing) for review, construction, and inspection. (Rev. 2) Partially addressed: As follow -up, please revise storm system stationing based on road stations. For example, inlets 3 and 5 on storm sewer profile (Private Alley A) are listed as sta. 2 +19.40 and 1 +98.30, respectively, but these stations do not correspond with Alley A stations. The intent is to match inlets to road (station) locations. Inlet 22 station (Alley A profile) is listed as sta. 2 +88.99, but this does not correspond with Rowcross Street road station, at location of inlet 22. (Please call if any questions.) 8. Sheet 10, Str. 18 /MH requires safety slab, but safety slab (VDOT SL -1) cannot be located below any inlet pipe of 30" diameter or greater. Revise design at this location, consistent with VDOT detail. Safety slab required for MH depth > 12'. (Rev. 2) Addressed. Design revised to be less than 12' in depth. Include SL -1 detail (VDOT Road & Bridge Stds, 2008): (Rev. 2) NA; revised to be less than 12' in depth. 10. Sheet 10 /storm sewer profile #11 - #1 (outfall), and #24 - #14 (outfall): Extend existing contours beyond pipe outfalls, if they actually extend beyond outfalls. At some point, proposed and existing should meet. (Rev. 2) Addressed. [ Outfall #1 eliminated.] As follow -up, please revise Storm Sewer Schedule, sheet 8, to reflect change in drainage design. Pipe #2: from 3 to 22; Str. # 3, 5: revise station to 9 +65.82(±). As follow -up, revise Alley A stationing (9 +65.82±) in private road classification schedule /table, sheet 12. 11. Sheet 10 /storm sewer profile #24 - #14 (outfall): Pipe 15 outfall appears exposed. Provide sufficient cover. Crown of pipe should not be exposed. (Rev. 2) Addressed. 12. Sheet 10 /storm sewer profile #11 - #1; profile #24 - #14: Provide VDOT end sections, pipes 2, 15. (Rev. 2) Addressed. Engineering Review Comments Page 3 of 3 13. Remove sheet 14. (Rev. 2) Addressed. As follow-Lip, include sheets 16, 17. Note 5, sheet 11, references sheet 17. 14. Title plan set, Road Plan, not Final Site Plan. (Rev. 2) Addressed. 15. Please cross - reference these Road Plan comments with Site Plan comments sent this date (identical plan set was submitted for final site plan and road plan —we discourage this). Comments requesting removal of Lots 13 -24; sheet 3 comments; and several other comments apply to road plan and site plan alike. (Rev. 2) Partially addressed.
