The WTP is located south of the City of Charlottesville in the town of Scottsville. The Scottsville Water Treatment Plant sources water from the Beaver Creek Reservoir. To meet DBP regulations, new carbon contactors containing granular activated carbon (GAC) will be added to the plant between the processes of filtration and primary disinfection. Construction of these improvements is anticipated to be completed by January 2017. Geographic coordinates of the project site are shown below Latitude (N) Longitude (.W) 37°47' 28.74" 78° 30' 59.80" Source: Google Earth The Scottsville WTP resides within the jurisdiction of Albemarle County, and all necessary permits will be coordinated with the County. All proposed construction will take place within the Scottsville WTP property; no construction will occur outside of the property boundaries. The disturbed area for these improvements is approximately 0.75 acres. Any excess and unsuitable soil will be stockpiled onsite by the contractor with the option of unsuitable material to be disposed of in an approved location with all required permits to be acquired by the contractor. Erosion and sediment control measures will be used to limit erosion and contain sediment from the construction and cleared areas prior to the establishment of vegetation. • PLAN ADMINISTRATION Copies of this SWPPP shall be kept on-site and be made available to the DEQ, or other regulatory agencies having authority, upon request. This SWPPP will also be available to all operators identified as having responsibilities to carry out provisions contained in this SWPPP. In addition, a copy of this document will be available at the Rivanna Water & Sewer Authority (RWSA) office. A copy of the permit coverage letter with the registration number for the construction activity, and the location where the SWPPP plan may be found and the name and telephone number of the contact person for scheduling viewing times will be posted conspicuously near the active portion of the construction site or a the main entrance as applicable. Access to these documents will be provided no less than once per month. FURTHER INFORMATION Further information and plan requirements for the SWPPP is found in the Erosion and Sedimentation Control Plan, and will be attached upon its approval (Appendix V). POLLUTION PREVENTION PLAN N.....9 PURPOSE This Pollution Prevention Plan (PPP) has been developed as a requirement of the current Virginia Stormwater Management Program (VSMP) Permit VAR10 for Discharges of Stormwater from Construction Activities associated with the Scottsville WTP GAC Upgrades Project. Implementation of the components of this PPP is required as a condition of the General Permit for Discharges of Stormwater from Construction Activities, Permit VAR10 which became effective July 1, 2014. The Department of Environmental Quality (DEQ) has been granted authority to administer the VSMP and is therefore the regulatory authority overseeing the implementation of this PPP. The PPP is also subject to all requirements of the Albemarle County Code Water Protection Ordinance (17-400). POTENTIAL POLLUTANT SOURCES Potential pollutant sources for this project include but may not be limited to the following: • Construction debris; • Water treatment facilities; • Litter; • Dust; i•► • Oils/lubricants for equipment. CONTROL MEASURES FOR POTENTIAL POLLUTANT SOURCES Waste Disposal Any and all waste materials will be collected and stored in a securely lidded metal dumpster rented from a licensed solid waste management company. The dumpster shall meet all local and any State of Virginia solid waste management regulations. All trash and construction debris from the site will be deposited in the dumpster. The dumpster shall be emptied a minimum of once per week or more often if necessary. The trash will be hauled to a permitted solid waste disposal facility. No construction waste materials shall be buried onsite. All personnel will be instructed regarding the correct procedures for waste disposal. Notices stating these practices shall be posted in the office trailer and the superintendent on site shall be responsible for seeing that the procedures are followed. Any and all hazardous waste materials will be disposed of in the manner specified by the County of Albemarle, the City of Charlottesville and the State of Virginia Hazardous Waste regulations or by the manufacturer. Site personnel will be instructed in these practices and the superintendent on site shall be responsible for seeing that the procedures are followed. The Contractor shall control the management and disposal of liter from the site such that no adverse impacts to water quality occur. Dust Control and Off-Site Sediment If dust becomes a problem on the site, dust control measures must be implemented. A water Nitre truck shall be used to wet slopes and roadways as often as needed to control dust. Local ordinances shall be followed to ensure compliance with current water conservation measures. If sediment is being tracked offsite along the roadway, wash racks must be installed at locations where vehicles leave the site. Refer to the contractor drawings for all proposed location of temporary construction entrances and vehicle wash racks. Non-Storm Water Discharges Non-storm water discharges are prohibited from the site during the construction period. Any potential sources of non-storm water discharges must be identified by the Contractor and measures must be taken to ensure that these discharges do not leave the site. Existing, permitted, non-storm water discharges on the site are not impacted by the requirements of this Plan. Oils/Lubricants for Equipment Maintenance Any routine lubrication of construction equipment that will be performed on-site will be done only as needed and performed only by competent, authorized personnel. Equipment shall not be parked over or in the immediate vicinity of active storm drainage structures or drainage ways while performing this function. Severe property damage means substantial physical damage to property, damage to the treatment facilities that causes them to become inoperable, or substantial and permanent loss of natural resources that can reasonably be expected to occur in the absence of a bypass. Severe property damage does not mean economic loss caused by delays in production; (2) There were no feasible alternatives to the bypass, such as the use of auxiliary treatment facilities, retention of untreated wastes, or maintenance during normal periods of equipment downtime. This condition is not satisfied if adequate back-up equipment should have been installed in the exercise of reasonable engineering judgment to prevent a bypass that occurred during normal periods of equipment downtime or preventive maintenance; and (3) The operator submitted notices as required under Part III U 2. Noow General Permit No.:VAR10 Page 20 of 21 b. The department may approve an anticipated bypass, after considering its adverse effects, if the department determines that it will meet the three conditions listed in Part III U 3 a. V. Upset. 1. An "upset," as defined in 9VAC25-870-10, means an exceptional incident in which there is unintentional and temporary noncompliance with technology-based state permit effluent limitations because of factors beyond the reasonable control of the operator. An upset does not include noncompliance to the extent caused by operational error, improperly designed treatment facilities, inadequate treatment facilities, lack of preventive maintenance, or careless or improper operation. 2. An upset constitutes an affirmative defense to an action brought for noncompliance with technology- based state permit effluent limitations if the requirements of Part III V 4 are met. A determination made during administrative review of claims that noncompliance was caused by upset, and before an action for noncompliance, is not a final administrative action subject to judicial review. 3. An upset does not include noncompliance to the extent caused by operational error, improperly designed treatment facilities, inadequate treatment facilities, lack of preventative maintenance, or careless or improper operation. 4. An operator who wishes to establish the affirmative defense of upset shall demonstrate, through properly signed, contemporaneous operating logs or other relevant evidence that: a. An upset occurred and that the operator can identify the cause(s)of the upset; b. The permitted facility was at the time being properly operated; c. The operator submitted notice of the upset as required in Part III I; and ___ d. The operator complied with any remedial measures required under Part III S. 5. In any enforcement proceeding, the operator seeking to establish the occurrence of an upset has the burden of proof. W. Inspection and entry. The operator shall allow the department as the board's designee, the VSMP authority, EPA, or an authorized representative of either entity (including an authorized contractor), upon presentation of credentials and other documents as may be required by law to: 1. Enter upon the operator's premises where a regulated facility or activity is located or conducted, or where records must be kept under the conditions of this general permit; 2. Have access to and copy, at reasonable times, any records that must be kept under the conditions of this general permit; 3. Inspect and photograph at reasonable times any facilities, equipment (including monitoring and control equipment), practices, or operations regulated or required under this general permit; and 4. Sample or monitor at reasonable times, for the purposes of ensuring state permit compliance or as otherwise authorized by the Clean Water Act or the Virginia Stormwater Management Act, any substances or parameters at any location. For purposes of this section, the time for inspection shall be deemed reasonable during regular business hours, and whenever the facility is discharging. Nothing contained herein shall make an inspection unreasonable during an emergency. General Permit No.:VAR10 Page 21 of 21 X. State permit actions. State permits may be modified, revoked and reissued, or terminated for cause. The filing of a request by the operator for a state permit modification, revocation and reissuance, or termination, or a notification of planned changes or anticipated noncompliance does not stay any state permit condition. Y. Transfer of state permits. 1. State permits are not transferable to any person except after notice to the department. Except as provided in Part III Y 2, a state permit may be transferred by the operator to a new operator only if the state permit has been modified or revoked and reissued, or a minor modification made, to identify the new operator and incorporate such other requirements as may be necessary under the Virginia Stormwater Management Act and the Clean Water Act. 2. As an alternative to transfers under Part III Y 1, this state permit may be automatically transferred to a new operator if: a. The current operator notifies the department at least 30 days in advance of the proposed transfer of the title to the facility or property; b. The notice includes a written agreement between the existing and new operators containing a specific date for transfer of state permit responsibility, coverage, and liability between them; and c. The department does not notify the existing operator and the proposed new operator of its intent to modify or revoke and reissue the state permit. If this notice is not received, the transfer is effective on the date specified in the agreement mentioned in Part III Y 2 b. 3. For ongoing construction activity involving a change of operator, the new operator shall accept and maintain the existing SWPPP, or prepare and implement a new SWPPP prior to taking over operations at the site. Z. Severability. The provisions of this general permit are severable, and if any provision of this general permit or the application of any provision of this state permit to any circumstance, is held invalid, the application of such provision to other circumstances and the remainder of this general permit shall not be affected thereby. i Appendix IV Contract Drawings Ni,„ (under separate cover) *ft., H&S Project No.32135-011 Scottsville Water Treatment Plant Appendix V Erosion and Sedimentation Control Plan Package N•lo.
