I recommend approval of the SP. See items to address for Final Site Plan.
Please address for the concept layout.
1. The proposal is to have a travelway that loops around the entire site with a drop -off area near the main
entrance. Parking is also wrapped around the entire site. The drop off area poses some safety concerns
since it is too close to the entrance with another travelway veering off to the north. This drop off area should
be better defined by either a) increasing the distance from the main entrance and improving the turnaround
design or b) making it on center with the entrance with a roundabout or semi - circle.

2. 1 recommend parking to be adjacent to the bldg instead of the perimeter of the site with a travelway in
between. This will help satisfy handicap parking closer to the bldg without having to cross a travelway. If
enough parking is a concern, the bldg can be flipped 90 degrees to provide space for a parking lot.

3. The proposed biofilter is too close to the drainfield. Virginia Stormwater Design Specification No 9 states
the biofilter should be 35' from drainfield or 20' if the bottom of the bioretention is lined.

4. Is there a future plan to increase site layout? The location of the biofilter and drain field will prevent access
to a large area of the parcel.

5. Pretreatment will be required per Virginia Stormwater Design Specification No 9. The number of pre-
treatment will depend on the level. Your site does not appear to show enough room for the required number
of pre- treatment.
Comment addressed. Please note bioretention may shift for a pre- treatment cell.
6. Short — circuiting of flow path from inlet to outlet of bioretention should be avoided. This will affect layout of
bioretention.

The following will be required with the VSMP and Site Plan.
7. There is an existing 30' private RM north of site. It appears this RM will need to be revised to connect to
the proposed entrance.
8. Note that a geotech report will be required to verify if the proposed location for the bioretention is suitable.
All report requirements can be found in the bioretention spec.
9. VDOT may ask for the standard commercial entrance for the site. I recommend discussing with VDOT prior
to submittal of the site plan.
10. The pavement design is subject to change. This can be determined with ADT and CBR later. For now show
an 8" for crushed stone VDOT -21 A.
11. Provide access to the bioretention. Easement for access and SWM facility will need to be recorded.
12. Clarify where runoff from culvert at entrance is conveyed to. There may be drainage from east of Rte 744
that will need to be dealt with and conveyed to an adequate channel. Verify.
13. Provide calcs for SCC on VSMP to show no overtopping of permanent diversion. Provide calcs to safely
convey the 10 yr storm and show .3' of freeboard with the 10 year storm depth.
14. The diversion symbol to place on plan is DV.
15. Please note the diversion does not provide access to SW corner of lot. A redesign of diversion may be
necessary if an access for use of that portion will be proposed at a later time.
