Following is a summary of our findings. The Owners have kept copies of every drawing of their facilities that has been produced since the design of the original building which was designed In 1977 and occupied in 1979. With the Owners' assistance, I have looked through all existing plans, in addition, the Owners have looked through all purchasing records (which only go back to 1990) relating to their built facilities, The Owners also have two employees who have been with the company since the construction of the original building and we were able to interview these two employees, i also made a personal inspection of each light fixture In question where I examined the poles and pole bases then compared them to other existing poles and bases that are inccluded on past planning records. Plans that have been referenced in our research include: 1, Original site plan, dated 8/10/1977 with revision date 1218178 2. Site Plan to construct a used car facility on the site, dated 1012511989 3, Site Plan to construct a Hyundai showroom on the site, dated 7/22/1994 4. Note that the Owners never requested or received an "as- built' set of drawings at any of the periods noted above, • There are 27 existing light fixtures which do not appear on any of the referenced site plans. • No plan could be found anywhere which shows the light fixtures in question. • No purchasing records could be found that indicated a purchase of site light fixtures since 1990. i { i E I , I t i t , { , , `I 3 t i • The employees who have been with Jim Price Chevrolet since 1979 have no memory of additional light fixtures being installed. At the same time they believed that the fixtures in question have always been at the current locations. • In a visual inspection of the fixtures in question and an inspection of fixtures that are recorded on past site plans indicates that the base and pole of each questioned fixture is identical to those of the fixtures that are on record This includes signs of aging, which are identical and suggest that the fixtures were installed at the same time (1978 or 79). • The site inspection also shows that the pole lights along the'north property line that are not shown on plans, have been completely overgrown by the adjacent evergreen trees, which are shown on the 1977 landscape plan. Most of the trees have reached or passed the height of the poles and the branches have spread beyond the poles to where the lighting efficiency is questionable. This suggests that the poles were installed at the same time as the trees, when the trees were small and the distance between pole and tree appeared to the untrained professional to be adequately spaced. As an architect who has worked in this community on and off since 1873 and is familiar with engineering and construction practices as they were at this time, I have come up with what I believe to be the most likely explanation for the absence of 27 light poles on the various record site plans. Based on the information summarized above, I believe that the non - recorded light fi xtures were installed as a cha nge or der du rin g the original construction Since the site engineer was not needed in order to install the additional light poles, he never produced any drawings which indicated those poles. When the Owners applied for a site plan amendment to add the used car facility in 1989, the Civil Engineer who produced the site plan, based his site plan on the record plan he had prepared in 1977. If he actually went to the site, he did not pay attention to light poles that already existed, As a result, his amendment plan of 1989 only showed what was on the original plan from 1977 with the proposed new poles that were being added In 1989, The same thing happened again.in 1994. Even though the current request is only for a minor amendment to the site plan, It is my recommendation that the current site plan be updated to show all existing conditions as they are today, including anything and everything that does not appear on any past record plans. The same should be considered for both site lighting fixtures and for landscape elements. In the case of landscape elements, I do not suggest recording every individual shrub, but simply include an accurate record of the areas that are covered by shrubs. Individual trees should be recorded. Parking spaces have already been discussed with the County and I understand that those will be accurately shown on the current plan, along with type of parking designation. Please get back to me with any questions and if you are in agreement with the above, please feel free to include a copy of this letter in your correspondence with the Planning Department at Albemarle County.
