This sounds about right. I thought you were going to write all this down on the plan or narrative so that it's clear to the
person (inspector, Contractor) reading it. I'll print a copy and put it in the file for the inspector.
The big issue is getting FEMA approval.

Below I have summarized what we discussed at our coordinating meeting on the subject project. If it is
different please let me know.

1. I cannot get FEMA approval until I get Glenn's signature.
2. I went to BOS approximately 3 years ago and got their approval.
3. VDOT has been waiting to issue the entrance permit as soon as we are ready to work. I confirmed again with
Dennis Seale last month.
4. The owner of the property has a farm road to the opposite side of the river. We plan to access that road from
Blufton Road, so no activity is ever in the river.
5. The abutments for the bridge are close to the stream bank on both sides, so digging a ditch as in Std. 3.25 is
not possible, thus the reason for just the silt fence also used in the Standard. The east side of the bridge is on a
rock cliff. My thoughts were to install rip rap next to the abutments and the river while we wait 30 days for the
abutments to fully cure.
6. As submitted and outlined earlier in the WPO application the work area is kept to a minimum so the least
amount of disturbance is done.
7. All staging and construction equipment will be on the west side of the river in the area defined in the WPO.
8. The terrain on the west side is in the 100-yr. floodplain but the approach only goes approximately 60 feet
from Route 810 to the abutment. On the east side the 100-yr. floodplain is in the bridge approach, due to the
rock cliff on that side, so the approach will extend into the farm road.
9. As I explained the bridge location was selected to avoid critical slopes, to get sight distance on Route 810, to
minimize disturbance in the floodplain, and connect to a location on the property to avoid steep grades (less
than 16%) on the interior proposed road (use essentially the old farm road).
10. Disturbance as explained in the WPO application is less than 1 acre.
With the above responses it appears that the earlier WPO application is sufficient and I need to only provide one
additional copy. Please advise.

Dear Mr.Wyant:
The Albemarle County Planning Commission, at its meeting on July 31,2012, by a vote of 7:0,
recommended approval of the above-noted petition to the Board of Supervisors.
Please note that this approval is subject to the following conditions:
1. The applicant shall obtain approval from FEMA for changes to the floodplain, and update the
FEMA maps. This shall include FEMA's conditional approval prior to the start of construction.
2. The applicant shall obtain County Engineer approval of plans for the bridges and abutments prior
to the start of construction.
3. The applicant shall obtain Program Authority approval for an erosion and sediment control plan,
and obtain a land disturbance permit according to the Water Protection Ordinance requirements
prior to the start of construction, regardless of whether the project exceeds the minimum
disturbance limits.
4. The applicant shall obtain all necessary federal and state agency approvals prior to the start of
construction (Army Corps of Engineers, Department of Environmental Quality, etc.).
5. The applicant shall obtain Program Authority approval of a mitigation plan prior to the start of
construction, and provide mitigation according to the Water Protection Ordinance.
Please be advised that the Albemarle County Board of Supervisors will review this petition and receive
public comment at their meeting on September 5, 2012.
