Context
The site is bounded on the north by Moore's Creek and the Willoughby subdivision. A portion of the site adjacent to 5t'
Street falls within the City of Charlottesville. The remaining parcels fall within the 164 and Avon Street Entrance Corridors.
In the vicinity on Avon Street is a mix of industrial, commercial and residential development. In the vicinity along 164 are
the Holiday Inn and Christian Aid Mission to the west and the Joint Security Complex across 164 to the southeast. A number
of residential developments, including apartment complexes, have been constructed in the vicinity adjacent to 164.
Visibility
Visibility of the development will change along 164 as topography and wooded area change. Generally, from 164, the
building located at the southeast corner of the site will be visible through the trees in the right -of -way, with new landscaping
eventually providing some additional screening. This building is expected to hide the other buildings located to the north, as
viewed from 164. The site slopes down from the south to the north, and the height of the buildings in the northern end is not
expected to exceed the height of the southern buildings. The development will be visible from the Avon Street bridge over
164. There may be some visibility of the northern buildings from this vantage point, but it will likely be more of a perception
of a larger development, rather than details of individual buildings. Illumination of the overall development at night will be
noticed from both corridors. Trees planted throughout the development, when mature, should help diffuse the resulting glow.

PROJECT HISTORY
The Initial Site Plan for the overall 5t' Street Station development received approval in April 2013. A Certificate of Appropriateness was issued for the
Wegman's store on August 14, 2014. The Wegman's store was approved with the condition that changes related to the increase in parapet wall height to
screen rooftop equipment would be reviewed with the building permit application, which has not yet been submitted. Clearing and grading are underway.
PROPOSAL
Nine buildings are proposed in this second phase of development. The largest building, measuring approximately 700' long x 220' wide x 24' -36' high,
is located at the southeast corner of the site, adjacent to the I64 Entrance Corridor and just east of the Wegman's building site. The other buildings in this
phase are all located in the northern half of the development. The southeast corner building is divided into 4 tenant spaces, including Dick's sporting
goods and Field & Stream, and two spaces labeled Harvey's and Fitness. The design of the EC- facing elevation changes for each tenant space. Proposed
materials are listed below. The vast majority of parking spaces for this phase of development are proposed on the north side of the Dick's /Field &
Stream/Harvey's/Fitness building, although smaller parking lots are proposed on the east, west and south sides of the building. A "living" retaining wall,
approximately 700' long, is proposed along the south side of the site. The wall reaches a maximum height of 42' and is intended to be fully planted.

SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. The design of the I64 elevation of the Dick's/Field & Stream/Harvey's /Fitness building: length, blankness, materials, colors, etc.
2. The living retaining wall
Staff offers the following comments on the final site plan and preliminary architectural design:
1. Revise the building design to significantly reduce the proportion of white and other light - colored materials on the I64 elevation of the
Dick's/Field & Stream/Harvey's /Fitness building.
2. Provide side elevations and/or other details to clarify the design of the metal roof, wood siding and stone piers in the Field & Stream
elevation.
3. Further modify the design of the building between the easternmost brick pier of Dick's and the westernmost stone pier of Field & Stream
to reduce blankness.
4. Coordinate the plans and elevations regarding the division of tenant spaces.
5. Provide material samples for review.
6. Provide details showing how much change in depth is provided by the various pilasters and piers used in the building.
7. Include rooftop equipment on the elevation drawings (dashed outlines are sufficient) to show that the equipment won't be visible from
the ECs.
8. Clarify the location of the screening walls on the elevation drawings.
9. Add the standard mechanical equipment note to both the site and architectural drawings: "Visibility of all mechanical equipment from
the Entrance Corridor shall be eliminated."
10. Revise the photometric plan using an LLF of 1.0.
11. Continue the mixed tree planting approved for Wegman's along the Dick's /Field & Stream/Harvey's/Fitness property line (up to the
wooded area to remain).
12. Revise the regular row of American holly and Norway spruce at the top of the living retaining wall to a more irregular, informal row of
evergreens including a greater number of species.
13. Provide photos and addresses of local examples of living retaining walls constructed from the same manufacturer's product. Update the
retaining wall details and landscape plan to address the plants proposed to be used on the wall. A mix of plants is recommended. Indicate
on the plan that the wall will be irrigated.
14. Eliminate the background panel from the Dick's wall sign. Note that sign applications and additional review will be required for all wall
and freestanding signs.
