CONTRACTOR SHALL BE AWARE THAT EXISTING UNDERGROUND UTILITIES MAY EXIST WITHIN THE WORK AREA, Water Manhole 4> Fire Hydrant e WHICH ARE NOT INDICATED ON THE PLANS AND /OR ARE UNMARKED IN THE FIELD. The Contractor shall Water Meter exercise caution during excavations, and use due diligence to protect all utilities and structures from 0 damage at all times. Damage to any existing utilities, structures, poles, guy wires, or other features o shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 6. The Contractor shall be responsible for notifying Miss Utility of Virginia (81 1 or 1- 800 - 552 -7001) ID sufficiently in advance of the start of construction, in accordance with Section 01500 of the Traffic Signal Box Specifications. All appurtenances (such as valves, blow -offs, hydrants and meter boxes) are to be located outside of 89.75 roadside ditches. N88 *18'06 "E 16. The Contractor shall be responsible for restoring all disturbed areas to their original conditions, unless otherwise indicated on the drawings. 17. The contractor is responsible for all costs and coordination required for all utilities, including overhead utilities, that may interfere with the work specified by the contract documents. The contractor shall comply with the requirements of the Virginia Overhead High Voltage Line Safety Act (Code of Virginia, Sections59.1 -406 Through 59.1 -414) and other applicable State and federal regulations. Any overhead utility conflict resolution (including possible push braces, pole holding, or temporary relocation), as required to complete the project, shall be by the owner of such facilities at the contractor's expense. Prior to beginning construction, the contractor shall identify utilities that may require resolution. The contractor is required to visit the site and note the position of overhead cables, poles, guy wires, and appurtenances prior to submitting their bid. Expenses for utility conflict resolution shall be included in the contractor's bid. At a minimum, The Proposed Water Mains shall not be installed with the edge of trench closer than 5 feet to any existing utility pole, guy wire or guy pole without protecting same. Whenever the Water Main edge of trench is within 5 feet of the utility pole, guy wire or guy pole, the Contractor Shall notify Owner of same and bear the cost for temporary bracing or relocation. 18. The Contractor shall be responsible for removing and replacing existing items, as required to facilitate water main construction, at no additional cost to the Owner. Such items include, but are not limited to: posts, bollards, fences, railings, guardrails, mailboxes, signs, newspaper boxes, property pins, monuments, benchmarks, utility poles, guy wires, pedestals, cabinets, curbs, gutters, driveways, paved flumes or other drainage structures, retaining walls, landscaping, sprinklers, etc. Any items damaged during removal or re- installation shall be replaced with materials of equal or better quality by the Contractor, at no additional cost to the Owner. 19. The Contractor shall safeguard all existing and known property corners, monuments, and marks adjacent but not related to the Work and shall re- establish them if disturbed or destroyed, at no additional cost to the Owner. Any property corners disturbed must be re- established by a Land Surveyor, licensed in the Commonwealth of Virginia. 9. Stations for appurtenances shown on the plans are intended as a guide to show approximate locations. 20. Utility service providers within the project areas may include, but may not be limited to: Valves and fittings may be shifted as approved by the engineer to the closest whole pipe section. Adjusted stationing shall be shown on the as -built drawings. Critical items shall be installed to the - Albemarle County Service Authority exact position as directed by the engineer. Contractor shall locate all existing water lines and sanitary sewers that will be impacted by construction, and ensure all existing services are re- connected. Field adjustments shall be made for any new appurtenance (such as a bend or a valve) that may be found to be in conflict with existing conditions. 11. Elevations of all utilities are unknown unless indicated with an invert elevation. The Contractor shall confirm existing utility elevations sufficiently in advance of installing proposed water mains, as well as deflect the pipe vertically (as required) in order to provide minimum clearances of 18" for sanitary sewers and 12" for all other utilities, as specified in Albemarle County Service Authority Construction Specifications (latest edition), at no additional cost to the Owner. 12. Trenching for pipe installation shall be in accordance with "Pipeline Trench and Restoration Detail" on Sheet 9. As a part of pavement restoration for the asphalt road, VDOT 21B, the asphalt concrete base course (Type BM), and the asphalt concrete surface course (Type SM) shall be placed over the trench width, extending as shown on either side to create the required bench. Refer to the VDOT Land Use Permit for additional information. 13. Pavement areas outside the areas of construction which are damaged as a result of contractor activities, including but not limited to hauling materials and equipment, shall be restored to the satisfaction of VDOT, at no additional cost to the Owner. 14. The Contractor shall be responsible for maintaining access to all properties; coordinating with all property owners to have pavement edges cleared of all vehicles, as required, in advance of pipe laying operations; and coordinating with all property owners for temporary access interruptions during re- connection. The Contractor may elect to restrict parking on both sides of the road in order to maintain traffic at all times. 15. All flagging operations and appropriate temporary traffic control measures shall be installed and maintained in accordance with the Virginia Work Area Protection Manual, subject to the approval of the VDOT Inspector. Anyone performing flagging operations must be certified, and possess a valid and verifiable certification card with them whenever they are performing flagging operations. Only persons completing approved Work Zone Traffic Control training courses and possessing the appropriate valid and verifiable accreditation card will be permitted to oversee temporary traffic control activities. The Contractor shall be required to provide erosion and sediment control measures during all phases of the work. All erosion and sediment control measures shall be in accordance with Section 02370 of the Specifications. 2. Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to minimum Standards and Specifications of the Virginia Erosion and Sediment Control Handbook, latest edition and the Albemarle County Design Standards Manual, latest edition. 3. The Contractor shall apply permanent or temporary soil stabilization to all disturbed areas within 7 days after final grade is established on any portion of the site. Soil stabilization must also be applied to disturbed areas, which may not be at final grade, but which will remain undisturbed for longer than 30 days. Soil stabilization measures shall include (but not limited to) vegetative establishment, mulching, and the early application of gravel base material on areas to be paved. 4. All erosion and sediment control measures shall be placed prior to, or as the first step in construction. 5. All erosion and sediment control measures shall be inspected daily by the Site Superintendent or his representative, and after each runoff producing rainfall event. Any necessary repairs to maintain the effectiveness of the erosion control devices and cleanup of sedimentation are the responsibility of Albemarle County Service Authority's Contractor and shall be made by the close of the working day. 6. Sediment shall be removed from paved areas on a daily basis. 7. Stock piles of soil and other erodible materials shall be stabilized or protected with sediment trapping measures. The Contractor is responsible for the temporary protection and permanent stabilization for stockpiles onsite as well as for materials transported from the project site. 8. It is Albemarle County Service Authority's Contractor's responsibility to clean streets of mud and dust and take whatever measures necessary to insure that the streets are kept in a clean and dust free condition at all times. 10. Effluent from dewatering operations shall be filtered or passed (or both) through an approved sediment trapping device, and discharged in a manner that does not adversely affect adjacent properties, wetlands, waterways, or the storm drainage system. 11. The Contractor is responsible for installation and maintenance of any additional control measures necessary to prevent erosion and sedimentation as required based on field conditions or as determined necessary by the Albemarle County Service Authority Inspector, and at no additional cost. 12. Temporary erosion and sediment control measures shall not be removed until all disturbed areas upstream of them are stabilized. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance section 5.1.28. 13. All inert materials shall be transported in compliance with section 13 -301 of the Code of Albemarle. 14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the hours of 7:00am to 9:00pm. 15. Borrow, fill or waste activity shall be conducted in a safe manner than maintains lateral support, or order to minimize any hazard to persons, physical damage to adjacent land and improvements, and damage to any public street because o slides, sinking, or collapse. 16. The developer shall reserve the right to install, maintain, remove or convert to permanent stormwater management facilities where applicable all erosion control measures required by this plan regardless of the sale of any lot, unit, building or other portion of the property. 17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 Ibs /acre, and in the months of September to February to consist a 50/50 mix of Annual Ryegrass and Cereal Winter Rye, or in March and April to consist of Annual Rye, or May through August to consist of German Millet. Straw mulch is to be applied at 80lbs /100sf. Alternatives are subject to approved by the County erosion control inspector. 18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural grade limestone shall be applied at 90lbs /1000sf, incorporated into the top 4 -6 inches of soil. Fertilizer shall be applied at 1000lbs /acre and consist of a 10 -20 -10 nutrient mix.
