The letter of revision proposes the following changes as shown on the attached Landscape Plan dated 6 -9 -15: 1. Add evergreen screening trees opposite proposed intersection to block car lights. 2. Preserve existing evergreen trees but delete proposed street trees due to lack of available space. 3. Replace proposed community garden with woodland garden gathering space. 4. Primarily the changes being requested have to deal with landscape treatments along the northwest boundary limits of the property. However, there is one additional shift being requested along Georgetown Hill Court as well. I am attaching a copy of the approved Landscape Plan (Sheet C-14) to which I have added Photo Key notations A-K. Following are color copies of photos taken on site last week from these locations on site. Below I will attempt to describe the conditions being represented and what we feel would be beneficial changes to the plan. Finally, I am attaching a revised Sheet C-14 that reflects the changes we wish to accomplish with this LOR and an enlargement of the garden changes I will describe in 'J' below. After the descriptions below I have also made a few general comments regarding these and a few other minor changes. Please give this information a once-over and let me know if additional data is necessary for proper review and consideration. I will be glad to provide whatever I can. To begin, this shot is taken from the intersection of two new roads; Georgetown Road (extended) and Bennington Road. The view is looking southwest toward Barracks Road (not in view)along the NW property boundary with neighbors. Approved plans reflect existing Leyland Cypress trees in this area to be preserved, which they were. They are larger than expected and growing vigorously. Screening this project from the neighbors in the adjacent community was critical and these trees do an excellent job of that. The owner will also be installing a continuous 6'-tall solid vinyl fence along the property boundary to ensure solid screening from the ground up. Our fear is that there is little room now, and will be less room very soon for street trees to prosper on this side of the road. Because these existing trees also provide a visual streetscape and shade to the street we are asking that we be permitted to delete street trees along a portion of the extension of Georgetown Road where this is the case. See upcoming photos for clarity. B. The photo sequence is moving across Georgetown Road and toward Barracks Road. This picture gives one a good idea of just how tall the existing evergreen plantings are along this stretch of new road, as well as how close they are to the road and the shade and separation they provide.We do not feel that there is need for further screening or room for street trees here. C. This view is taken almost directly in front of the original home for the property, looking toward the neighbor's rear yards. Again, you can see that the evergreen trees that exist today are doing a great job of screening the project from neighbors, but at the cost of having room for additional street trees. D. Taken from almost the same location, but looking more toward Barracks Road (now in view), this photo shows the continuation of existing evergreen trees in close proximity to the future curb to be installed along the extension of Georgetown Road. This is the tightest point between road and property boundary. There is no room for additional plantings here. E. This shot is taken from the intersection of Georgetown Road (extended)and Georgetown Hill Court looking, again, toward Barracks Road. You will note that beginning here the evergreens no longer populate the roadside and only deciduous trees and shrubs exist...many over-grown. Here we are suggesting that we begin installation of evergreen trees as specified originally. They are needed to block car lights coming from within the community and for general screening purposes.We believe that on the Barracks Road side of this internal intersection we can begin introducing street trees as previously specified. F. For an additional perspective, this shot was taken from across Barracks Road looking back toward the Out-of-Bounds project. The side of the new extension of Georgetown Road that has been discussed so far is seen on the left. The new road curves away from the neighboring lots (see black board fence)and so there is no need to change the landscape proposal in this area near barracks Road. Again, a new fence that was chosen by the neighboring HOA is still to be installed as well. G. Switching gears, let's go back to our point of beginning at the intersection of two new roads; Georgetown Road (extended)and Bennington Road. This view is looking north east down the same property boundary line, but in the opposite direction...further back into the site. Comparing the photo to the site plan sheet you can see that a solid screen of Leyland cypress trees also exists across the rear of the first lot backing to this project. Beginning at this intersection and working toward the rear of the development we propose to maintain the street tree plantings as approved. What we feel are appropriate changes are a reduction in the number of additional evergreen screening plants along the boundary with this first lot and introducing a few ornamental trees where we deduct any evergreens. This will create a less rigid alignment of evergreens and shade trees and add variety. H. Beyond the first neighbor's property corner the evergreens no long exist. Even though the screen fence described above will continue down this entire property boundary we feel it is important to honor the agreement made with the adjacent homeowners to provide evergreen trees, particularly where they do not exist. For that reason we do not propose to change anything relative to the plantings in this area other than maybe adding a few ornamental trees to the mix to continue what we wish to accomplish as described in 'G' above. The orange safety fence you can see at the top of the bank is roughly 8'-10'from the property line. We intend to plant evergreens and place the fence behind where the temporary safety fence is located and to plant street trees along the roadway. Any additional ornamental trees will reside between these two applications. I. This is simply another shot further into the site by one lot(neighboring). You can see that there are numerous large hardwood trees along the property boundary in this back section. Things become shaded and more private in this part of the site. No changes to the landscape plan other than maybe a few new ornamental trees. J. This photo is shot off the end of where Georgetown Road (extended)will end. The approved plan called for a community vegetable garden to be placed in this area. The develop and builder have discussed the garden idea and have agreed that since more trees than expect were able to be saved in this area that a more woodland-based amenity should be considered. For that reason we are proposing to replace the formal garden with a garden dedicated to trees, shrubs and social gathering. A path will connect to the sidewalk nearby and direct folks into an irregularly-shaped mini park surrounded by bermed islands populated by existing mature tees, new shade and ornamental trees and shrub masses. A table and/or benches shall be included to make it a destination one can rest and socialize in. See plan enlargement. K. Changing locations now for the last time. Going back to the intersection of Georgetown Road (extended) and Georgetown Hill Court. This time looking down Georgetown Hill Court. You can see the end of the original home for the property on the left margin. You can see that there is a 2'-3' cut in grade near where the road will be constructed. Looking closely you can see a series of red stakes in the ground about 3' from the cut back on the lower level. These stakes represent a 3' offset from where the future back of curb will be. In other words, the curb is to be installed right in front of where the toe of the cut bank now exists. Plans call for there to be a 6'-wide planting strip and then a 5'-wide walkway as one moves away from the curbline. Given the change in elevation the owner is requesting that they be permitted to switch the location of the planting strip with that of the sidewalk; moving the sidewalk such that it is immediately behind the curb in just this stretch of roadway. This will enable grade to begin rising almost immediately behind the sidewalk and at a much gentler rate. The street trees will still be installed in the same relationship to the sidewalk,just outboard of it instead of inboard. General comments: The plant list reflected Leyland cypress at 5'-6' tall. Notes on the plan suggested plants 8'-10'. The landscape installer had trouble finding these plants in either size, but was able to secure them in the 6'-8' range. We have adjusted the labeling and plant list to be consistent at the size they are available. The White Ash specified for Bennington Road has been replaced with Fruitless Sweetgum for pest reasons. The 40 shrubs referred to at the new woodland garden in the rear corner of the property shall be a mix of at least four different genus such as rhododendron, viburnum and azalea. The pathway shall be mulch or possibly pea stone over landscape fabric. The tree canopy calculation has changed. Please take note of that. The paved path through the new plantings that reside between the existing home and the new units fronting Bennington Road has been changed to a simple lawn trail that is kept mown.
