Commissioner June 16, 20I5 Mr. Christopher Perez Senior Planner County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SDP -2015 -00025 Inglewood Apartments Final Site Plan Dear Mr. Perez: We have reviewed the final site plan for Inglewood Apartments dated 5112115 as submitted by Meridian PIanning Group, LLC and offer the following comments: I . The scales for the sight distance triangles are mislabeled. 2. As indicated in County comments on the initial site plan, the route number for Inglewood Drive needs to be added to the site plan. The route number for North Berkshire Road should also be added. 3. The widths of Inglewood Drive and North Berkshire Road should be added to the site plan so that it can be verified that on- street parking is acceptable. 4. Will the on- street parking be marked in the field? If so, it should be noted on the site plan. 5. Per Appendix A of the Road Design Manual, sidewalks adjacent to the back of curb shall be 8' wide along streets with on- street parking to allow for car doors to open. The sidewalks shown are 5' wide and need to be revised to 8'. 6. The stop sign and/or sidewalk at the intersection of Inglewood Drive and North Berkshire Road will need to be relocated so that the stop sign is not in the middle of the sidewalk. 7. The minimum throat Iength of the entrance with one lane of egress is 35'. It appears that the throat length of the entrance onto Inglewood Drive is approximately 20'. 8. The sight line for the entrance onto North Berkshire Road is drawn to the wrong side of the road. It appears that the on -street parking along North Berkshire Road will obstruct the available sight distance at this entrance. 9. The right- in/right -out island for the entrance onto North Berkshire Road does not appear adequate to prevent a left turn maneuver at the entrance. The island needs to be redesigned or adequate sight distance needs to be demonstrated at the entrance to provide a full access entrance. 10. It appears that the riprap ditch on the west side of the site will discharge across the sidewalk and curb and gutter. Additional information needs to be provided to demonstrate that this runoff will be adequately accommodated.
