This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. An Erosion and Sediment Control Permit may be issued after the following approvals are received: 1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the Code. 3. Approval of all easements for facilities for stormwater management and drainage control. 4. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffers. 5. Submittal of a tree conservation checklist. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,500. Please submit sixteen (16), copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. Provide proof of each reviewer's tentative approval once received. The Lead Review will notify you when it is time to submit copies for signature. The final site plan will not be approved until the following conditions are met: Planning Division Approval of: (2 Copies are required to be submitted for review) 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. 2. [32.5.2(a)] Provide descriptions of all proffers, special use permits and conditions thereof on the site plan. 3. [32.5.2(b)] Provide a schedule of parking including the maximum amount required and the amount provided. 4. [4.12.6] Parking spaces for customers shall be clearly delineated on the ground, signed and maintained for customers only. Distinguish between customer parking, employee parking and inventory parking on the plan. 5. [32.5.2(i)] Include state route number for Berkmar Drive (Rt 1403). 6. [32.5.2(i)] Include width of Berkmar Drive measured from centerline to property line. 7. [32.5.2(n)] Sheet 5 shows proposed grading within area labeled proposed undisturbed buffer. Please amend "undisturbed buffer" limits to include only those areas to be protected and ensure undisturbed buffer limits are consistent on all sheets. 8. [32.5.2(p)] Provide a landscape plan that complies with section 32.7.9 and include the following: 1. For existing landscape features to be maintained: show the limits of clearing, the location and type of protective fencing and show tree wells or walls where grade changes require it. There appear to be several trees along the southern property line adjacent to the stormwater basin that have grading below them. Are these trees to be preserved? Grading should not occur in the drip lines of trees to be preserved. 2. Include signed conservation checklist on the landscape plan 3. An area of at least 5% of the paved parking and vehicular circulation area is required to be landscaped. At least one large or medium shade tree is required per 10 parking spaces or portion thereof. Provide calculations to show that these requirements are met. 4. A minimum tree canopy of 10% is required for this site. Provide calculations to show this requirement is met. 5. Show what type of landcover will be used on screening berm. 9. [SP201500005 condition #2] The boundaries of the area labeled as inventory parking are not clear. Provide more specific labeling to distinguish inventory parking from customer /employee parking. 10. [ZMA201400008 Proffer 1 -e] Include the width of area labeled "Proposed Berkmar Drive Right of Way Expansion." Include note to state that this area is reserved for future r/w dedication, pedestrian improvements, and proposed street trees along Berkmar Drive. 11. [ZMA201400008 Proffer 2] More evidence is needed to determine if parking area is adequately screened from Berkmar Drive. Provide sections of proposed berm showing elevation relative to parking area. Provide an inventory of existing trees to remain within undisturbed buffer area. 12. [32.6.2(k)] Include a photometric plan and location, description and photograph or diagram of each type of outdoor luminaire on the final site plan that complies with section 4.17. Engineering Division Approval of: (1 Copy is required to be submitted for review) 1. VSMP plans will need to be approved prior to final site plan approval. Add the standard plant health note to the site plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 2. Revise the landscape plan to show plant quantities such that no proposed plant of any one species exceeds 25% of the total proposed for that plant type (tree or shrub). 3. Identify on the site plan which existing trees, if any, are to remain and which are to be removed. Show the trees to remain at their current size and show tree protection fencing for those trees. Coordinate additional landscaping proposed along the southern property line with the trees to remain. Regarding recommendations on the plan as it relates to the guidelines: None. Regarding recommended conditions of initial plan approval: A Certificate of Appropriateness is required prior to final site plan approval. 1. Show tree protection fencing around any existing trees to remain. Albemarle County Service Authority Approval. (2 Copies are required to be submitted for review) General 1) Reminder: Place original PE stamp and signature on first sheet. 2) The existing water main routed through the site belongs to Rivanna Water and Sewer Authority. RWSA will also need to review and approve this plan. Sheet 4 1) The three meter boxes, near the Berkmar entrance, contain a water meter, a PRV and a blow -off. The PRV could be removed (the line is now on low pressure). The blow -off should remain. 2) Grade change, to add turn lane, will likely require adjustment to water meter and other appurtenances. Provide profile of this area (including ACSA water main), for review. 3) Utility Note 1, include RWSA. 4) Provide fixture count, for Phase II, to properly size water service. If meter size will change, it will be easier to accomplish during Phase 1 construction. 5) Sanitary sewer manhole, at SW corner, may need to be raised with new finished grade. 6) Private sanitary sewer will need to be physically disconnected from ACSA manhole and ACSA manhole penetration will need to be sealed -off. ACSA recommends abandoning private sewer lines with flowable fill. Sheet 8 1) Remove trees from ACSA sanitary sewer easement, as indicated on plans. Rivanna Water and Sewer Authority (1 copy is required to be submitted for review) Sheet No. 2 1. Label the RWSA waterline as'30" RWSA DI WL' 2. The existing 20' water line easement (DB 1439 P 398) only extends as far as the property line between 45 -94A and 45 -946. RWSA has requested a 40 ft wide easement across 45 -94B (see comment #1 on sheet 4, below). 3. Show the existing 20' wide waterline easement on TMP 45 -105. Sheet No. 3 1. Show the existing 20' wide waterline easement on TMP 45 -94131. Sheet No. 4 1. RWSA has requested a 40' wide easement over the existing 30" water main across parcel TMP 45 -9413. This comment was provided to Albemarle County Community Development during review of the CPA /SP Applications (see attached emails). Please show the proposed 40' water line easement across TMP 45 -9413. Sheet No. 5 1. RWSA requires a horizontal separation of 10' between storm structures and the existing 30" water main. 2. Extend riprap across the RWSA water main to protect the water line against erosion from the storm drain outlet (near the northern -most corner of TMP 45 -101). 3. Site grading must be designed to allow a minimum of 3.5' of cover over the existing 30" RWSA water main. Sheet No. 8 1. Trees must be planted a minimum of 10' from the RWSA water line. Only select shrubs and groundcover are permitted within 10' of RWSA utilities. If requested, I can provide a list of utility -safe plantings approved by RWSA. Albemarle County Fire Rescue . (1 copy is required to be submitted for review) 1. Radii entering into Phase II Shall be a minimum of 25' to allow fire access. Virginia Department of Transportation Approval. (1 Copy is required to be submitted for review) I . The existing traffic on Berkmar Drive is too high to allow the proposed entrance to be constructed as a moderate volume commercial entrance. The proposed entrance will need to be constructed to commercial entrance standards as defined in Appendix F of the Road Design Manual Most notably, the minimum width of the proposed entrance should be 30'. 2. The centerline of the proposed entrance should be aligned perpendicularly to Berkmar Drive. 3. Sight line profiles need to be provided for the sight lines of the proposed entrance, 4. The storage length of the right turn lane should be measured to the entrance PC instead of the location shown on the site plan. 5. The pavement structure of the right turn lane and the new entrance should match the pavement structure of Berkmar Drive. 6. The proposed right turn lane is to be constructed in accordance with the Standard WP -2 in the 2008 Road and Bridge Standards.
